On February 29, 1996, General Barry R. McCaffrey was sworn in as the new director of the Office of National Drug Control Policy. At his confirmation hearing before the Senate Judiciary Committee on February 27, McCaffrey pledged to increase coordination and cooperation among various law enforcement bodies on the local, state, and federal level. "If confirmed by the Senate, I can assure you that we, the senior officials of the government, will work together to forge a coherent strategy and in a responsive manner to Congressional viewpoints," McCaffrey told the Committee (Christopher S. Wren, "General Urges Drug Problem To Be Treated Like a Cancer," New York Times , February 28, 1996, p. A13). Before McCaffrey could speak, he listened to a half hour of Congressional speeches on the drug war. Chairman Orrin G. Hatch (R-UT) decried President Clinton's "abdication of responsibility" exemplified by a cut in the Department of Defense interdiction budget by more than half, from $854 million in FY 1992 to $395 million in FY 1995. Sen. Hatch claimed that "since the President took office, our nation has experienced a 53% drop in our ability to interdict and push back drug shipments in the transit zone. This has coincided with increased purity of drugs on the street, record low prices, sharply increased drug use among young people, and the highest-ever levels of overdoses among hard-core users."

September 30, 2003 'Narconon,' drug-free rehab program now in RP A drug-free and inexpensive drug rehabilitation and prevention service was demonstrated to Filipino drug rehabilitation personnel recently. Instead of drugs, the center, called Narconon (meaning no drug), uses nutrition, assists, objective exercises, and training routines. Usec. Anselmo S. Avenido Jr., Director General of the Philippine Drug Enforcement Agency (PDEA), recently invited Clark Carr, Narconon International president, and Dr. Nerida James, president of Narconon Australia, to conduct workshops and to present Narconons methodology before Filipino drug rehabilitation personnel at the PDEA Academy in Camp Crame, Quezon City. I was impressed by Narconons package of rehabilitation services when I visited their headquarters in Los Angeles, USA, that I decided to invite Mr. Carr to come to the Philippines and conduct workshops for our drug rehabilitation personnel, Avenido said. Ex-addicts initiative Narconon began in 1966 through the efforts of Arizona State Prison inmate William Benitez, a hard-core addict from the age of 13, then serving his fourth prison term. He unsuccessfully tried numerous ways to kick his drug habit. That changed when Benitez came across a book by L. Ron Hubbard, one of the most acclaimed and widely read authors.

THE DRUG SITUATION IN VIETNAM

STATUS IN INTERNATIONAL DRUG TRAFFICKING Since 1995, Vietnam has been designated as a major drug transit and production nation by the U.S. Department of State. Vietnam produces approximately 15 tons of opium annually with most of the opium poppy crop cultivated by ethnic minorities and used in the northwestern mountainous regions of the country. The Vietnamese Government, however, is continuing its efforts to reduce opium cultivation through education, eradication, and a crop substitution program. CULTIVATION AND PROCESSING Opium As is the practice in Burma, China, Laos, and Thailand, the opium poppy is cultivated and processed into heroin by ethnic minority groups, particularly the Hmong highlanders in the northern provinces of Lai Chau, Son La, Nghe Anh, and other northwestern and central provinces that border Laos and China. Although this potential opium production could yield approximately 1 metric ton of processed heroin, the actual amount eventually produced is less than half of a metric ton of heroin. Most of the opium grown by local villagers is used as opium.

There are not many federal government departments with animals on the payroll, but the Canada Border Services Agency (CBSA) is one of them! Dogs have one of the most acute senses of smell of any creature in the animal world. This not only allows them to detect the presence of illegal substances, but more importantly, to pinpoint their locations. Everywhere that people and goods enter Canada, you will find detector dogs at work. These specially trained canines are able to search cars, buses, trains, trucks, cruise ships, planes and warehouses in order to prevent drugs and firearms from being smuggled into Canada. History The Detector Dog Service began in 1978 as a pilot project in Windsor, Ontario, with just three dogs. Today, there are 46 detector dogs teams strategically located at border points across Canada. These teams work to prevent drugs and firearms from being smuggled into our communities. APPENDIX A: METHODOLOGY
This modest review of collaborative projects across Canada has limitations, but it meets the research goal of examining activities across the country. It began by making contacts in all regions, including both rural and urban areas. The initial step was a letter soliciting contacts for collaborative projects. Recipients represented broad sectoral areas, including:
  • Canadian police services in all provinces and territories
  • All provincial addictions agencies and ministries of Health/Social Services
  • Department of Justice regional offices
  • Regional offices of Solicitor General Canada
  • Health Promotion and Social Development offices of Health Canada
  • All known needle exchanges
  • Known collaborative projects
The Canadian Association of Chiefs of Police (CACP) assisted with reaching local police departments and provincial police. Needle exchanges proved very cooperative and an excellent contact for other health/social agencies within their communities. Recipients of these letters referred the research team to others working on collaborative projects. Information was also volunteered by people working on enforcement, health or social projects and who heard about the research from friends and associates.
