    GENERAL MOTORS RECOGNIZED AS LEADER IN DRUG ENFORCEMENT, PREVENTION
    Cleveland, OHIO General Motors was honored today for its commitment to providing employees with a drug-free work environment. The award was presented to GM by the National Drug Enforcement Officers Association (NDEOA) at its national training conference in Cleveland. General Motors was selected for the award because of its efforts to enforce a strict "zero-tolerance" approach to drug use in the workplace and its support of law enforcement agencies working in the field to prevent drug use and drug dealing. "GM's practices have been utilized as a benchmark for other industries," said Charles R. Carroll, vice chairman of NDEOA's Corporate Advisory Committee. "GM's drug policy contains all the elements of 'good stewardship,' including enforcement and investigation. GM helps its employees and the communities in which it operates develop a strong commitment to a drug-free lifestyle." "The health and safety of our employees is GM's overarching priority," said Gordon Kettler, general director of Global Security for GM. "GM pursues many avenues to help prevent and eliminate substance abuse in the workplace." Kettler said GM focuses extensive resources on helping employees manage their personal well being, including the Employee Assistance Program (EAP) and our LifeSteps health promotion program.

    As a parent of school-aged children, I share with all Americans concern about illegal drug and alcohol use and the threat these substances pose to the welfare of our Nation's youths. Recent surveys give us hope that the intensive education efforts of the last few years are paying off. The 1990 survey of high school seniors, for example, showed that these young people are less tolerant of drug use and more knowledgeable about the risks of using drugs. For the first time in many years, fewer than half of them have tried an illicit drug. Many factors contribute to these encouraging trends. As President Bush has reminded us, parents have an especially vital part to play: Schools, churches, synagogues, community groups, law enforcementall can help us turn the tide on drug and alcohol abuse. But none can take a parent's place. Drug education must begin at home and in the neighborhood long before the classroom.

    Executive Office of the President, The Office of National Drug Control Policy (ONDCP).

    The principal purpose of the ONDCP is to establish policies, priorities, and objectives for the Nation's drug control program, the goals of which are to reduce illicit drug use, manufacturing, and trafficking; drug-related crime and violence; and drug-related health consequences. To achieve these goals, the Director of ONDCP is charged with producing the National Drug Control Strategy , which directs the Nation's anti-drug efforts and establishes a program, a budget, and guidelines for cooperation among Federal, State, and local entities.

    McCaffrey is the current [October 2000] director of the Office of National Drug Control Policy , also known as the "Drug Czar." McCaffrey is a supporter of strengthening the treatment and education aspects of the fight against illegal drugs.
    ...Let me start out with one of our main historical observations, and that is during the Nixon Administration there was a ratio of two-to-one in terms of the budget, in terms of treatment versus enforcement. That's been reversed, basically, over the last thirty years. Why? Well, it's mischief-using data. It's sort of a silly conclusion. The amount of money we're putting in drug treatment today has gone up enormously. It's 3.6 billion dollars. Enormous amounts of funding have gone into prevention, education, treatment. The situation that the Nixon Administration faced was totally unlike today's five million chronic addicts...We have increased and put our money where our mouth is in the national drug strategy.
    But people say treatment is not available on demand. Well, at the end of the day the five million chronic addicts will only respond to effective drug treatment that's linked into the criminal justice system, linked into welfare, linked into health careno question. And that's of course exactly what we're doing. There have been huge increases32% in the last five budget years[in] the amount of money in the federal program that goes into block treatment grants to the states. So we're clearly moving in the right direction with significant resources.

    Ineffective Primary Prevention Programs
    School-Based Programs Some educational approaches that target universal populations have shown a consistent lack of effect in scientific studies. Peer-led programs, including peer counseling, peer mediation, and peer leaders, are among them. In a 1987 review of these interventions, Gottfredson concluded that there is no evidence of a positive effect and that these strategies can actually harm high school students. Results of a meta-analysis confirmed this finding, adding that adult-led programs are as effective as, or more effective than, peer-led programs in reducing youth violence and related risk factors. Nonpromotion to succeeding grades is another educational approach that can have harmful effects. Studies of this approach demonstrate negative effects on student achievement, attendance, behavior, and attitudes toward school.
