Scotland Unveils Drug Enforcement Agency Kerie Sprenger for DRCNet, tonys@nildram.co.uk With the aims of reducing the availability of drugs in Scotland, smashing organized drug rings, and arresting drug traffickers and suppliers, plans for the new Scottish Drug Enforcement Agency were unveiled by Deputy Justice Minister Angus MacKay in Paisley last month. In a press release issued by John Booth of the Information Directorate, it was revealed that the SDEA will appoint a Director, hire 200 new officers for the fledgling organization, and begin mapping the agency’s strategies and tactics in February. The SDEA will have a œ10 million budget for its first two years, and thereafter their budget will be confirmed annually by Parliament, as are all police agency budgets in Scotland. The overriding concept of the SDEA, according to Scottish Executive Spokesman Richard Bailey, is to enhance the passage of communication between agencies such as the National Criminal Intelligence Service (NCIS) and HM Customs and Excise (HMCE), so that the network of agencies is capable of everything from identifying, tracking and proving a drug crime, to the arrest of suspects. The SDEA will encourage cooperation and allow agencies to operate at the correct time in an investigation, as well as help prevent overlaps of investigational jurisdiction. The SDEA has existed as an informal agency for over a year. Its unveiling in an official capacity is intended to formalize its working procedures and give government backing to an existing program.

Among its responsibilities, the DEA investigates and prepares prosecution of violators; works with all levels of government to enforce a drug intelligence program, as well as on non-enforcement methods, such as crop eradication and training foreign officials; seizes and forfeits the assets from illicit drug trafficking. Under policy guidance from the State Department and U.S. ambassadors, DEA is responsible for programs of its drug law enforcement counterparts in foreign countries.

- In response to inquiry from the National Security Archive, the DEA informed the Archive that it had not received the January 31, 2003 FOIA request for the Ten Oldest FOIA Requests. Although the Archive verified that it had sent the request to the correct fax number and that the transmission record showed that it had been successfully transmitted, the DEA could not offer an explanation for the problem. The request was resent on February 26, 2003.

On August 27, 2002 , I wrote a letter to Elijah Cummings urging him to support Conyers in his efforts. December 16, 2002 SecurityFocus reports that Emilio Calatayud , a former DEA employee, has received a 27-month prison sentence for selling information from three sensitive law enforcement databases to an investigative service . An Interesting Career in Psychology
Christine A. Sannerud, PhD, Drug Science Specialist, Drug Enforcement Administration Christine Sannerud, PhD As a Drug Science Specialist at the Drug Enforcement Administration (DEA), I am the sole psychologist within a group of a dozen pharmacologists and chemists. My professional activities focus on evaluating the abuse potential and actual abuse of drugs and the subsequent extrapolation to drug scheduling (determining how stringently a drug should be controlled) and drug policy. For each drug project, I write a scientific review and an abuse liability assessment. I evaluate the scientific, medical, industrial, and epidemiological data regarding medical use, diversion, and trafficking of drugs. These documents also include the methods and procedures for illicit drug manufacture and control and the federal and international laws and regulations applicable to drug control. The results of my research, evaluations, and reports directly influence the recommendations for drug scheduling under the federal law and drug control policy within the United States. In my current position, I function on many levels. In addition to writing scientific and technical reviews, I prepare technical information for the lay public and teach pharmacology classes to law enforcement professionals. I have presented DEA policy and data to a committee meeting of a state legislature, to foreign government officials, and to the lay public.

The Reno Police Department is reallocating resources through agreements with partnering law enforcement agencies that will develop a two-pronged approach to street level drug sales and distribution and other serious street crimes. Wednesday, the Reno City Council approved a one year agreement that and reforms the existing Street Enforcement Team (SET) and establishes it as a regional unit. For more than 20 years, CNU has combined officers from the Reno Police Department, Washoe County Sheriff's Department, Sparks Police Department and Washoe County District Attorney's Office as a unit, often working with the federal Drug Enforcement Administration, Nevada Division of Investigation and other law enforcement agencies. The task of CNU has been to target both a broad approach to high level drug trafficking as well as street level drug criminal activity. The partnering agencies recently agreed to disband CNU to reallocate those resources on a more narrowly focused approach to drug trafficking problems. The SET unit will be supervised and operated by the Reno Police Department, and will utilize officers and resources from Sparks, the sheriff's department, University of Nevada system and the District Attorney's Office to coordinate cooperative law enforcement efforts to target street level crime activities in downtown and neighborhood areas. SET will continue to work with the other agencies, including the Federal Drug Enforcement Administration which is forming a drug task force which will include two officers from the Reno Police Department. The DEA Task Force will target broader, high level drug trafficking activities.
