Drug Enforcement Section
The Drug Enforcement Section provides investigative leadership and expertise to curtail the importation, production, trafficking and use of illicit drugs in Ontario. The Section is responsible for the management of strategically located Joint Force drug units comprised of officers from the Section, O.P.P. Regions, municipal police services and R.C.M.P. These Units conduct daily street enforcement as well as identifying and targeting criminal trafficking organizations. The Drug Enforcement Section works in conjunction with municipal police services, national and international agencies to apprehend organized drug traffickers locally and on a global basis. The Section works closely with and shares information with other enforcement units within the O.P.P., such the Organized Crime Section, including Provincial Auto Theft Team (P.A.T.T.), the Provincial Weapons Enforcement Unit (P.W.E.U.), the Biker Enforcement Unit, Proceeds of Crime Unit (P.O.C.), and Rural Agricultural Crime Team (R.A.C.T.) throughout the province. Dedicated to drug awareness, education, and public safety, members of the Drug Enforcement Section provide comprehensive training to local detachment officers involved with the D.A.R.E. (Drug Abuse Resistance Education) program conducted at schools across the province. Drug Enforcement members conduct presentations to community and individual private sector groups, and provide lectures to municipal police services, federal and international agencies.

The Huronia Combined Forces Drug Unit was created in 1993, this unit operates within Central Region. Central Ontario is home to many new and popular strains of illicit drugs, such as Special K, Crystal Meth, Ice., etc. The Muskoka-Haliburton regions lend themselves to the possibility of growing marihuana in remote locations. H.C.F.D.U. members combat this with an aggressive marihuana eradication campaign including the use of informants, media, investigative techniques and helicopters. Flunitrazepam has been encountered by U.S. law enforcement agencies in Southern States from California to Florida. Authorities in Texas and Florida have observed the most significant activity involving flunitrazepam. Distributors in Texas reportedly travel to Mexico to obtain the drug. In South Florida, the drug is delivered primarily from Colombia via international mail services or commercial airlines. Overnight mail appears to be the preferred method of importation. Several packages seized in Miami over the past 2 years were shipped from Cali, Colombia, and contained up to 11,000 dosage units each.

Posted 26 Feb 2003 02:26:28 UTC As part of a crackdown on U.S. companies that sell drug paraphernalia, the U.S. Drug Enforcement Administration has taken control of six domain names previously used to market the goods. The Department of Justice announced on Monday that, in cooperation with the DEA and other agencies, they had shut down 11 paraphernalia-selling websites as part of "Operation Pipe Dreams." At a press conference, Attorney General John Ashcroft told reporters that people attempting to visit the companies' websites would be redirected to a government website informing them of the indictment. The 35 indictments together mention an actual total of 13 domain names, which also appear in a press release from the DOJ. 2600 investigated these domains, and discovered that some but not all of the doman registrations have been modified in an unusual manner as part of the crackdown. Four domains registered through Register.com, and two which are registered through GoDaddy Software, have had their original DNS name server entries removed and replaced with a single name server: NS.PIPEDREAMS.DEA.GOV. The ownership and contact information of the domains did not appear to have been modified, however.

The bureau is also involved in the interdiction of drug trafficking through the Sky Harbor International Airport and shipping facilities throughout the city. DEB continued to expand, with the addition of personnel from federal (DEA) and state (National Guard) agencies to assist in accomplishing the bureau’s mission. This year, DEA was actively involved in the High Intensity Drug Trafficking Area (HIDTA) Program, which provides grant funding to co-locate department narcotics operations with federal and state agencies in a joint-use facility—Metro Intelligence Support Technical and Investigative Center (MISTIC). Future co-location of task forces will reduce duplication of effort, increase interagency cooperation, enable sharing of intelligence, and make all narcotics operations in the valley more efficient and effective. The bureau is organized into two specific functions/sections: enforcement and investigations, each managed by a lieutenant. What authority does the DEA have to regulate the handling of controlled substances, like OxyContin® ? DEA’s authority to regulate pharmaceutical controlled substances is derived from the Controlled Substances Act (CSA) [21 U.S.C. §§ 801-971]. The CSA mandates that DEA prevent, detect and investigate the diversion of legally manufactured controlled substances while, at the same time, ensuring that there are adequate supplies to meet the legitimate medical needs in the United States. To enable the DEA to achieve these goals, the CSA established five schedules into which controlled substances are separated according to their approved medical use and abuse potential. We are concerned that current law may not be sufficient to empower agencies, such as FDA and DEA, to regulate or, where appropriate, ban these substances. Thus, some dietary supplement manufacturers appear to have exploited loopholes in the Act and develop steroids that may, in fact, be more powerful than the ones Congress banned in 1990. A recent article in the Washington Post on March 8, 2003 raises the specter concerning the proliferation of designer drugs, especially in the sports industry, that provide athletes with undetectable performance-enhancing steroids. We are requesting that this non-public briefing occur no later than Wednesday, April 2, 2003.

Drug Enforcement Unit The Drug Prosecution Unit consists of five attorneys, one investigator, and a secretary, all part of a professional team who aggressively prosecute major drug dealers in conjunction with the C ounty O f M acomb E nforcement U nit ( C.O.M.E.T.) . Established procedures require vertical prosecution, pleas to the principal charge, detailed trial preparation, and constant interaction with law enforcement officers during all phases of the investigation to assure that legal advice is readily available. The unit emphasizes the prosecution of large scale dealers, crack street sales, the targeting of traditional drug conspiracies, and civil forfeitures. This is accomplished by traditional means as well as the use of multi-jurisdictional grand juries. While aggressive prosecution remains the primary focus, the unit joins with other office projects and agencies in promoting treatment for substance abusers and education for our youth based on the firm belief that a comprehensive strategy will help to achieve our final goal of safer, drug free neighborhoods. This unit also has responsibility for civil forfeitures arising from assets of drug dealers. These assets are seized under law if they are the result of or directly connected to the manufacture or distribution of drugs. For fiscal 1996, 37 forfeiture cases were opened with a total approximate value of $1,473,262.44. During this same period, 30 cases were closed with a value of $162,024.99 of drug related assets forfeited to local police departments.
