Drug Enforcement Administration
The mission of DEA is to enforce the Controlled Substances laws and regulations of the United States and to bring to justice those organizations involved in the growing, manufacturing or distribution of controlled substances. On March 19, 2002, the Attorney General announced a six-part drug strategy for the Department of Justice, focused on reducing the availability of illegal drugs. That strategy consists of six key elements:
    Reduce the supply of drugs available in the United States by 10 percent. Through the Organized Crime Drug Enforcement Task Force (OCDETF), engage the talent and resources of all of the federal law enforcement agencies to identify and target the major trafficking organizations responsible for the U.S. drug supply across the nine OCDETF regions. Create, for the first time, a unified national list of drug organization targets the consolidated Priority Organization Target (CPOT) list developed collaboratively by federal drug enforcement agencies. Emphasize financial investigations to eliminate the infrastructure of drug organizations and remove the profits from these organizations through asset forfeiture.

DRUG LAW ENFORCEMENT By statute, the Coast Guard is a multi-mission agency enforcing federal laws including marine environmental protection, maritime safety, immigration, drug smuggling, and recreational boating safety. Coast Guard units engaged in counterdrug missions within the Eleventh District (D11) are involved in the enforcement of two key drug laws: simple possession (21 USC 844) and possession with the intent to distribute or manufacture (46 USC App. 1903). Simple possession involves the illegal possession of personal use quantities whereas possession with the intent to distribute or manufacture is typically enforced on drug smugglers carrying amounts greater than personal use, normally in the multi-kilo or multi-ton range. The Eleventh Coast Guard District enforces federal drug laws on navigable waters in or near the states of California, Nevada, Arizona, and Utah, and exercises tactical oversight of maritime interdiction in the Eastern Pacific Ocean. This region includes international waters near Central and South America. The Eleventh Coast Guard District works closely with the Joint Interagency Task Forces (East and West) in order to conduct effective drug law enforcement interdiction efforts. Through this cooperation the Coast Guard is able to detect, monitor, interdict and apprehend drug smugglers before they and their illegal cargo reach U.S. soil. In an effort to deny drug trafficking organizations access to maritime smuggling routes near Northern Baja California, Mexico, the Eleventh Coast Guard District initiated Operation Border Shield. The initiative, launched in April 1997, focuses on stemming the illegal flow of marijuana into Southern California and relies on inter-agency cooperation within the Maritime Task Force in San Diego. This task force includes the U.S. Coast Guard, the U.S. Customs Service, the U.S. Border Patrol, the San Diego District Attorney's Office, the Chula Vista Police Department, the Coronado Police Department, the Drug Enforcement Administration, and the California Bureau of Narcotic Enforcement. In early January, 1998, a multi-agency effort led by Coast Guard Cutters Steadfast and Tybee, resulted in the seizure of 1.6 tons of marijuana, two speed boats, and the arrest of four smugglers.

Liquor Enforcement and Investigation This one day program will focus on the common violations observed in liquor permit establishments, as well as investigative tehniques used in stings and reverses. John Burkewho retired from the Cincinnati, Ohio Police Pharmaceutical Diversion Unit and is currently the Director of the Warren County, Ohio Drug Task Force and will address the current methods of diversion of controlled substances by medical professionals and the methods of conducting investigations of nursing homes,pharmacies, and medical offices. Selective Patrol: Drug Interdiction This two day course offers the techniques for identifying drug couriers through routine traffic control and the most common operational methods of illegaly transporting drugs.

These offices are located in Savannah, Macon and Gainesville. Thirteen Multi-Jurisdictional Drug Task Forces are supervised by GBI personnel. They are the Altahama Drug Task Force, the Appalachian Multi-Jurisdictional Task Force, the Cherokee Multi-Agency Narcotics Squad, the East Central Drug Task Force, the Hall County Multi-Agency Narcotics Squad, the Ocmulgee Drug Task Force, the Oconee Dublin Drug Task Force, the Piedmont Northern Multi-Agency Narcotics Squad, the State Drug Task Force, the South Georgia Drug Task Force, the Tallapoosa Judicial Circuit Task Force, the Tri-Circuit Multi-Jurisdictional Task Force, and the West Georgia Drug Task Force. The Governor's Task Force on Drug Suppression (GTF) combats the growth of domestic marijuana on a statewide basis. In addition to the GBI, this task force is comprised of the Georgia State Patrol, Georgia Department of Natural Resources, Georgia Department of Transportation, and Georgia National Guard. The Drug Enforcement Administration DEA ) is a United States Department of Justice law enforcement agency tasked with suppressing the sale of recreational drugs of abuse and enforcing the Controlled Substances Act of . In the act, Congress divided proscribed substances into five schedules (enforced by the DEA) based on a number of factors, including DEA's perceived potential for abuse and whether the Department of Health and Human Services recognizes any legitimate medical uses for the drug. Penalties for possession of illegal drugs vary according to the schedule of a substance. The DEA has been criticized for placing drugs which many researchers regard as having potential medical uses, such as MDMA , and ibogaine on highly restrictive schedules, even over the objections of many experts in the field of pharmacology and medicine . Critics claim that such decisions are motivated primarily by political factors stemming from the US government's War on Drugs , and that many potential benefits of such substances remain unknown due to the difficulty of conducting scientific research.
