Schools get top marks for drug education

A survey published today shows that virtually all of Scotland's state secondary schools provide drug education. Drug Education in Schools 2001/2002 found that 98% of all schools provide drug education, compared to 97% last year, and more than three-quarters of schools have written procedures for managing incidents of drug misuse. Welcoming the findings, Deputy Education Minister Nicol Stephen said: "Young people need clear information about drugs and schools have a key role to play in delivering this. Drug abuse can have tragic consequences so we must help pupils resist it understand the dangers and focus instead on achieving their full potential both in school and the wider community.

August 4, 1998 Are parents so terrified of drugs that they will allow literally anyone into the classroom or summer camp to speak to their kids? This was my question when I saw my local newspaper July 24. A press release entilited "YMCA Camp hears anti-drug message" boasted that the message had been delivered by a "drug prevention specialist" from a group called Narconon. Scientologist and former "Cheers" star Kirstie Alley is Narconon's international spokeswoman. According to Boston Herald reporter Joseph Mallia in his March, 1998 article about Scientology's sneaking into Massachusetts schools, the church denies it controls Narconon, yet the scientifically dubious "Purification Rundown" by which Narconon claims to cure addiction and (wow!) even radiation sickness is a registered trademark, to be used only with Scientology's permission. Critics say that part of the money collected by Narconon goes in to the coffers of the Church of Scientology, which means their forays into public schools are clearly unconstitutional. But I don't need to expose Narconon for what it is, since the author of the press release conveniently revealed that L. Ron Hubbard's book "Fundamentals of Thought" was the basis for the Narconon program. Hubbard, Scientology's founder, was a science fiction writer who, several court cases have confirmed, lied about his military history and his academic credentials. Narconon's claim in the

Published in The Oregonian , Portland, Oregon, 1-20-98, page E-9 What would you say if told that each year the federal government spends more than $650 million of our money on an education program that has been proven ineffective and may actually be hurting our children? You might wonder why the Republicans haven't attacked it as a taxpayer rip-off. Or why the Democrats, who consider education policy their domain, haven't created a task force to find something better. Or why parents and teachers haven't demanded some answers. Over the last five years, study after peer-reviewed study has described how D.A.R.E. and other anti-drug programs fail to reach the teenagers most at risk of drug abuse. Present in 70 percent of public schools nation-wide, D.A.R.E. relies on uniformed police officers and scare tactics to drum the just-say-no message into our kids. This is a national scandal. Yet in competing radio addresses about teen drug use in December, neither the president nor the Republicans addressed the failure of drug education programs. Studies conducted for the General Accounting Office, the Justice Department and the California Department of Education received some coverage by the media. But the truth about D.A.R.E. has been virtually ignored or dismissed by our political leaders.

Narconon staff offer drug education through presentations in both public and private schools, juvenile halls and camps, youth groups and civic organizations and has considered this a priority since 1979. Even in the area of drug education, L. Ron Hubbard's discoveries provide new insights about how to better inform children and adults concerning the harm that drugs cause.     California's $1.6 billion program asking children to "just say no to drugs and alcohol" has failed because most kids don't believe the message or the ways they are delivered, says a report but you won't find many educators who know this. The California State Department of Education is not publishing the study. The report, "In Their Own Voices: Students and Educators Evaluate California School-Based Drug, Alcohol, and Tobacco, Education (DATE) Programs," was concluded last March by Pacific Institute for Research and Evaluation in Berkeley. Analyzing data from more than 5,000 students, researchers found:
  • Many students do not view the rationale for a "no-use" message as credible because of their own personal observations and experiences More than 40 percent of the students said drug education and services had no effect on their own substance use Seven out of 10 students said they felt neutral or negative towards their drug educators School-based policies intended to help "at-risk" students fail because troublesome students are driven out of the school system
  • "This data suggests we need to change our view of today's children," says Dr. Joel Brown, principle author of the study. "Otherwise, we won't be able to truly reach students who do not use substances at all, or who might experiment with substances. But most importantly, if we do not change our views of today's children, we won't be able to reach kids most at risk for substance abuse."

    Narconon Los Angeles drug education and prevention directors Tony Bylsma (top, and top and middle right) and Jerry Marshal (bottom right) deliver hundreds of lectures city-wide each year, providing students the facts they need to make an informed choice to stay off drugs. Currently, every year in the United States over 2.9 million people start using illegal drugs. The vast majority of them are children. If only 10 percent of them reach a point of needing professional help, simple math demonstrates that there are nowhere near enough resources to do the job. And even for those who do make it to packed rehab programs, the results are seldom lasting, and a true cure is rare. It is facts like these that drive Tony Bylsma, director of Narconon Drug Prevention and Education, to reach out to more and more children in the greater Los Angeles area each year.     Press Release 16.11.98 Key role for parents in drug education Two out of every three parents in Northern Ireland are worried that their children may get involved in taking drugs or solvents, according to research commissioned by the Health Promotion Agency for Northern Ireland. The figure was revealed today, the beginning of European Drug Prevention Week, as the Agency launched the third phase of a major public information campaign on drugs. The aim of the campaign is to encourage parents to talk to their children about drugs. Parents will be targeted with television advertising and support materials. Speaking at the launch from Sprucefield Shopping Centre, Lisburn, Rob Phipps, Alcohol and Drugs Programme Manager for the Health Promotion Agency said: "We all know that drugs are out there, so young people are at risk of experimenting and becoming involved in more regular drug taking. We also know that young people in Northern Ireland acknowledge the role their parents have in respect of drug education.     Preventing Drug Abuse among Children and Adolescents

    Prevention Principles
    These principles are intended to help parents, educators, and community leaders think about, plan for, and deliver research-based drug abuse prevention programs at the community level. The references following each principle are representative of current research.
    Risk Factors and Protective Factors
    PRINCIPLE 1 - Prevention programs should enhance protective factors and reverse or reduce risk factors.
    • The risk of becoming a drug abuser involves the relationship among the number and type of risk factors (e.g., deviant attitudes and behaviors) and protective factors (e.g., parental support).
    • The potential impact of specific risk and protective factors changes with age. For example, risk factors within the family have greater impact on a younger child, while association with drug-abusing peers may be a more significant risk factor for an adolescent.
    PRINCIPLE 2 - Prevention programs should address all forms of drug abuse, alone or in combination, including the underage use of legal drugs (e.g., tobacco or alcohol); the use of illegal drugs (e.g., marijuana or heroin); and the inappropriate use of legally obtained substances (e.g., inhalants), prescription medications, or over-the-counter drugs.
