This study was actually a series of studies, conducted between 1994 and 1996 at 18 sites, in which 1146 long-term and treatment-refractory heroin addicts received injections of heroin several times daily at supervised clinics and at a prison. The cohort study ( ) experienced 350 dropouts (a rate of 30%), which included 36 deaths from various causes ( Bammer et al. state that addicts showed remarkable gains, including "substantial improvements in health and well-being and very pronounced reductions in crime." A similar commentary published the same week ( ) says Swiss heroin addicts experienced "substantial declines both in drug use outside the program and in criminal activity, as well as improved social reintegration." C hild abuse or maltreatment includes physical abuse, sexual abuse, psychologic abuse, and general, medical and educational neglect. The National Center on Child Abuse and Neglect has established a set of working definitions of the various types of abuse; however, the specific acts that constitute the various forms of abuse are defined under state law and, thus, vary from one jurisdiction to another. For this reason, child abuse is a legal finding, not a diagnosis. Poverty is the most frequently and persistently noted risk factor for child abuse. Primary prevention is defined as both the prevention of disease before it occurs and the reduction of its incidence. In the context of child abuse, primary prevention is defined as any intervention designed for the purpose of preventing child abuse before it occurs. This definition encompasses what some authorities have defined as secondary prevention. Family physicians should be aware of the risk factors for child abuse and possible interventions that could prevent it. This article reviews possible causes of child abuse and current intervention strategies.

PROP 36: Treatment, not prison, for drug possession The Substance Abuse and Crime Prevention Act By Adrianna Khoo If this measure passes, people convicted after July 2001 of nonviolent drug possession or personal drug abuse would go into treatment programs rather than prison. Courts could assign convicted offenders up to one year in treatment with six months of aftercare. Offenders who successfully complete their programs can petition to remove charges from their criminal records. If they fail to successfully complete their treatment, they could face other penalties including prison. The state would pay for treatment if the person couldn't afford it. Arguments for Drug addiction is an illness, not a crime Treatment works: Criminal activity drops 72 percent after offenders receive substance abuse treatment. Every dollar invested in substance abuse treatment saves taxpayers $7.46 Most people who go to prison for drug possession currently do not get treatment Treatment can intervene early and channel drug users into vocational training and counseling Children would be less likely to be separated from parents by incarceration (Parents may not need residential treatment or may be able to bring kids to residential treatment programs) More than one-fifth of the women now in California prisons, many of them mothers, are there on nonviolent drug possession and use charges
