(WEATHER RELATED) NATURAL DISASTER COSTS RESULTING FROM UNITED STATES' US$ BILLION EVENTS - OCCURRING DURING THE PERIOD 1980 TO 2001 INCLUSIVE - PER NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) DATA (dated late-December 2001) Loss cost estimates can (and do) vary considerably. It is interesting to note t hat the NOAA has issued a basic summary of (weather related natural disaster) events resulting in costs of US$1 billion and above - as occurring in the United States during the period 1980 to date. The NOAA are able to identify 49 individual events. With regard to loss value calculations, they comment that "these statistics were taken from a wide variety of sources and represent, to the best of our ability, the estimated total costs of these events ... that is, the costs in terms of dollars and lives that would not have been incurred had the event not taken place. Insured and uninsured losses are included in damage estimates ... economic costs are included for wide-scale, long-lasting events such as drought". The data is dated early August 2001 - for 2001 the NOAA include estimated losses resulting from Tropical Storm Allison (during early July) although losses resulting from storms, flooding etc. during early April in at least 16 States for which insured loss estimates approach US$2 billion are not included. Nevertheless, the summary does offer an interesting insight into actual/potential loss values and causes - interestingly, whilst storm, flooding etc. damage may generally be assumed to offer the most significant threat in terms of financial loss, the most costly event identified per the NOAA relates to a 1988 drought and heatwave in the Central and Eastern States.

Is it possible to quantify the numbers of people affected annually? Per the OFDA/CRED International Disaster Database, around 2.4 billion people were (directly) affected by natural disasters (some more than once?) during the period 1990 to 2001 inclusive: The following charts identify distributions by (i) cause and (ii) region: The data base identifies around 3,700 events - the event shown as affecting the most people was flooding in China during 1998 with approaching 230 million people affected. Interestingly, of six events affecting more than 100 million people, five occurred in China - the other in India - all were related to flooding. A 2002 Update - per the data base, around 620 million people were affected by natural disasters during 2002 - approaching 50% of these people by drought in India, recorded in many States. AVALANCHES (i) it is understood that during the Second Punic War, Hannibal led his army through the Alps on his way to attack Rome (during late 218 B.C.) - at the start of the journey the force comprised around 100,000 soldiers and horsemen (the column was led by elephants). Winter storms had left many slopes covered in blankets of snow - it is estimated that almost 20,000 men died during the journey (as well as up to 2,000 horses and a number of elephants) - many as a result of avalanches (others, after falling into crevasses hidden by snowfall).

Natural Disasters on the Rise
Over the past decade, Canada has experienced many of its largest natural disasters, and experts believe that even bigger and more devastating ones are inevitable. While geophysical disasters, such as earthquakes, have remained relatively constant in this country over the past 50 years, weather-related disasters have skyrocketed. Climate change is projected to exacerbate this situation in future, as it is expected to increase the frequency and severity of some extreme weather events. To examine this trend and help determine ways to mitigate its risks, a team of public- and private-sector partners, led by Environment Canada's Meteorological Service of Canada, formed the Canadian Natural Hazards Assessment Project. Key players include the Office of Critical Infrastructure Protection and Emergency Preparedness, the Institute for Catastrophic Loss Reduction, private insurance companies, emergency responders, academics, sociologists, and engineers. After more than three years of collecting and analyzing data, the project team has written 20 technical papers on the subject, most of which will be published early this year in a special edition of the Journal of Natural Hazards . Also scheduled for release by this spring is a summary document for decision makers and members of the public. The team's findings indicate that a combination of factors are behind this upward trend, not only in Canada, but also around the world. Chief among these is the fact that human beings have greatly increased their vulnerability to suffering some degree of loss from a hazardous event. This has occurred due to the many economic, socio-demographic, and technological changes that have taken place over the past 50 years.

Regrettably, the same forces who blocked the full drought relief program the Senate passed three times last Congress, were succesful in diverting to other purposes funds that should go to drought victims. That was their price for passing any drought relief at all.

From my perspective, the basic principle of fairness dictates that government should respond to producers who suffer from natural disasters just as it does for victims of a hurricane, earthquake, tornado or flood. While this legislation will deliver some welcome and long-overdue assistance to rural America, the fact remains that it fails this fundamental test. That is simply not fair to the many South Dakota farmers and ranchers who are struggling to hang on in the face of severe drought and have already been asked to wait too long for help they deserve.
