Those who are not in favor of motherhood, baseball and apple pie, please raise your hands. Nope, I'm not seeing a lot of hands go up there in cyberland. (By the way, our hidden cameras allow us to see each and every one of you 24 hours a day. You knew that, didn't you?)
Now those of you who are dead-set against auto safety, please raise your hand. Oh my, still very few hands being raised. You see what we're getting at here. The fact of the matter is just about all of us, except for some random sociopaths, are strongly in favor of driving safety. But just how strongly that feeling goes was revealed recently by a Louis Harris poll commissioned by Advocates for Highway and Auto Safety, an alliance of consumer, health, safety, insurance and law enforcement organizations. The study is the fourth independent Harris survey gauging the American public's views on crucial highway and vehicle safety concerns, and it showed a strong desire for a number of safety-related initiatives, some of them controversial.
First, let's eyeball the problem. You might not realize this, but motor vehicle crashes are the leading cause of death of Americans aged one to 34. Over the past decade, highway deaths have been stuck at more than 40,000 annually, with a slight increase in 2000 versus 1999. Last year, 41,800 people were killed in highway crashes, up from 41,611 the year prior. While highway deaths in general held about steady, deaths of young drivers aged 16 to 20 years went up from 3,481 in 1999 to 3,570 in 2000, and rollover deaths of sport utility vehicle occupants rose from 1,898 in 1999 to 1,951 in 2000. This, of course, must be viewed in the context of the millions of drivers and passengers who travel on our roads and highways every day, which means your individual likelihood of being involved in a fatal accident are slim. Yet no one could call 40,000 deaths per year incidental.

Drink Driving Rehabilitation: The Present Context
Executive Summary
Introduction
Alcohol abuse and alcohol-related problems remain a major public health issue. Drink driving is one alcohol-related problem that has gained much attention over recent years. The magnitude of the drink driving problem is often shown using crash data. Approximately one-third of all fatal road crashes, where the driver had been tested for alcohol, were associated with blood alcohol concentrations above the legal limit. Road trauma, unlicensed driving and recidivist offending place additional financial and legal burdens on communities and reinforce the need to establish effective drink driving interventions.
Defining the Drink Driver
Drink driving has consistently been shown to be associated with a range of risk factors.
  • Male, young age, low socio-economic background Problems with alcohol consumption and high levels of alcohol use Poor knowledge and deviant attitudes toward drink driving Extensive histories of criminal and traffic convictions
Drink Driving and the Social Context
The essential social determinant of drink driving is alcohol consumption. Drinking behaviours are often learned through family influences and therefore become ingrained lifestyle behaviours.

    . 2000 Legislation Wireless telecommunication technologies are rapidly becoming a significant concern in regard to highway safety. Almost 90 million people subscribe to wireless telephone services, and 85 percent of those subscribers use their phones while driving to conduct business, report emergencies, stay in touch with loved ones, call for assistance, and report aggressive or drunk drivers. It's not just phones on the road anymore. In 1999, two major auto manufacturers -General Motors and Ford- formed agreements with telecommunications companies that will enhance wireless features in even more vehicles. Future cars will provide drivers with concierge services, web-based information, online e-mail capabilities, CD-ROM access, on-screen and audio navigation technology, and a variety of other information and entertainment services. Telecommunications companies say that new technology in cars not only will improve commerce but highway safety as well. Already, an estimated 98,000 emergency calls are placed by cell phone users each day, and billions of dollars of business may be transacted by drivers each year. Studies published in the

Pedestrians in Southwest China's Sichuan Province have some serious thinking to do before crossing roads on a red light at crosswalks. With a new regulation put in place by Sichuan traffic authorities this month, pedestrians face fines of up to 20 yuan (US$2.4), or four times the previous amount.

[newsphoto] In keeping with the Law on Road Traffic Safety that took effect around the country this month, the new regulation put forward by the Sichuan Traffic Police General Brigade specifies a dozen violations that affect pedestrians. Among them are crossing roads without using designated crosswalks, overpasses or underpasses, or other facilities specifically designed for pedestrians; wearing roller skates or using skateboards on roads; and getting in the way of on-duty police cars, fire engines, ambulances and other emergency vehicles. Meanwhile, the new regulation details a minimum fine of five yuan (60 US cents) for the 12 violations.

Canada's Blood Alcohol Laws - an International Perspective

Executive Summary This study was commissioned by the Canada Safety Council in response to claims that Canada should follow the lead of other countries and reduce its BAC limit in the Criminal Code to .05 (50 milligrams of alcohol in 100 millilitres of blood) from the current 0.08 (80 milligrams of alcohol in 100 millilitres of blood). It compares Canada's blood alcohol legislation with similar laws in countries with similar legal and political traditions from the European Union, other western European countries, United States, Australia and New Zealand. In the US and Australia, the states (not the federal government) have the jurisdiction to pass BAC laws. Thus, although Canada is compared with 20 other countries, there are 77 independent jurisdictions - 18 unitary states, the 51 American jurisdictions, and the 8 Australian jurisdictions. Most of the comparison countries start to impose sanctions at .05, but only 1/4 of the jurisdictions have .05 BAC limits; the rest use BACs of 0.08 or higher. The approach to dealing with illegal BACs varies from jurisdiction to jurisdiction. Of the 20 jurisdictions with .05 BACs, only four have a provision to imprison persons with BACs under .08.

Cell Phone Restrictions - State and Local Jurisdictions
Use of cell phones while driving is an emerging highway safety issue. States are being asked to look at the correlation between use of cell phones while driving and crashes where driver distraction is a causal factor. Generally state laws are based on issues specific to each state. For example, several states have identified an emerging highway safety trend of cell phone use by novice drivers and have thus restricted use. In general, few states regulate the use of wireless phones, except in specific situations. However, because there are few studies and little crash data available, states are beginning to take a more active role in improving data collection. Through data, states will be better able to identify and guide policy makers on this issue. The following chart depicts the current status of state laws.
