    Foreword When you travel abroad, the odds are in your favor that you will have a safe and incident-free trip. However, crime and violence, as well as unexpected difficulties, do happen to U.S. citizens in all parts of the world. No one is better able to tell you this than the U.S. consular officers who work in more than 250 U.S. embassies and consulates around the globe. Every day of the year, U.S. embassies and consulates receive calls from American citizens in distress. Happily, most problems can be solved over the telephone or by a visit of the U.S. citizen to the Consular Section of the nearest U.S. embassy or consulate. But, there are less fortunate occasions when U.S. diplomats are called on to meet U.S. citizens at foreign police stations, hospitals, prisons and even at morgues. In these cases, the assistance that diplomats can offer is specific but limited. In the hope of helping you avoid serious difficulties during your abroad, we have prepared the following travel tips.

    Cell Phone Restrictions - State and Local Jurisdictions
    Use of cell phones while driving is an emerging highway safety issue. States are being asked to look at the correlation between use of cell phones while driving and crashes where driver distraction is a causal factor. Generally state laws are based on issues specific to each state. For example, several states have identified an emerging highway safety trend of cell phone use by novice drivers and have thus restricted use. In general, few states regulate the use of wireless phones, except in specific situations. However, because there are few studies and little crash data available, states are beginning to take a more active role in improving data collection. Through data, states will be better able to identify and guide policy makers on this issue. The following chart depicts the current status of state laws.

    Child Passenger Safety Laws-Increase Car Seat and Belt Use
    Traffic crashes are a leading cause of death in the United States. All 50 states, the District of Columbia, Puerto Rico, and the U.S. Territories have child passenger safety laws ("car seat laws"). However, many of these laws have significant gaps and exemptions in coverage that diminish the protection that all children need in motor vehicles.
    Essential Components of a Strong Law
    Child passenger safety laws should cover every child (up to age 16), in every seating position, in every passenger vehicle. The following is a list of components that make up a strong child restraint law:
    • Cover all occupants up to age 16 in all seating positions. All child restraint laws should cover children up to age sixteen; the adult belt law should apply to all other occupants. Although most child restraint laws cover babies and young children up to four years of age or 40 pounds most laws do not protect children up to16 years of age. For example, in many states, a 10-year-old can legally ride in the back seat without being secured because the laws in those states apply only to front seat occupants. Also, the belt use laws in most states permit only secondary enforcement.
    • Require child occupants to be properly restrained. The law should explicitly require a child to be in an age and size appropriate restraint system. Currently, many states allow a child to be restrained in a safety belt when, in fact, some form of a child safety seat or booster seat is the correct safety device for the child's size and weight.
