How State Laws Prevent Young-Driver Tragedies by Al Karr The pattern is all too familiar. An auto packed with teenage joyriders spins out of control one night on the highway. The aftermath is much more devastating than mangled metal and broken glass. People are dead. You read about it in your local newspaper. The combination of youth, inexperience, alcohol, darkness and heightened excitement can be deadly. But increasingly, and with great speed, states are doing something about it. So-called graduated driver licensing, or GDL, laws phase-in teenage driving privileges during the course of two or more years. The laws promise to take control of the early driving experience and to reduce significantly the death toll from crashes that involve young drivers. States in this country began to enact GDL laws in 1996 based on similar laws enacted since 1994 in Canada and New Zealand. At recent count, 31 states and the District of Columbia had passed full-scale graduated licensing laws, 21 of them effective since the start of 1999, including Washington, West Virginia, Idaho, Tennessee, and Washington, D.C. About a dozen others have enacted piecemeal GDL laws. "It has been remarkable that so many states have acted so rapidly," said Steve Blackstone, director of state and local relations for the National Transportation Safety Board, which investigates transportation crashes.

IMPAIRED DRIVING For one of every 120 miles driven in Arizona in 1999, a person with a blood alcohol concentration (BAC) >.08 sat behind the wheel. Police in Arizona reported 7,756 crashes involving a driver or pedestrian with a BAC of .01 or more. Formulas developed by NHTSA were used to estimate the number of alcohol-related crashes where alcohol involvement was not reported by the police. An estimated total of 42,700 crashes in Arizona involved alcohol which killed 406 and injured an estimated 17,300 people.
Impaired Driving by Blood Alcohol Concentration (BAC)
In 1999, Arizona drivers with:
BACs of .10 and above were involved in an estimated 40,600 crashes that killed 329 and injured 15,100
BACs between .08-.09 were involved in an estimated 700 crashes that killed 22 and injured 700
Positive BACs below .08 were involved in an estimated 1,400 crashes that killed 55 and injured 1,500
Costs
Alcohol is a factor in 26% of Arizona’s crash costs. Alcohol-related crashes in Arizona cost the public an estimated $2.6 billion in 1999, including $1.1 billion in monetary costs and almost $1.5 billion in quality of life losses. (For definitions of the cost categories, see the definitions fact sheet.) Alcohol-related crashes are deadlier and more serious than other crashes. People other than the drinking driver paid $1.6 billion of the alcohol-related crash bill.

If you choose this option, and are eligible, the violation will not be included on your driving record and no points will be assessed to you for the violation. Read on for more information! A civil traffic moving violation is a traffic violation that results from the operation (or movement) of a vehicle, such as speeding, failure to yield, unsafe lane changes, etc. Arizona law provides that major violations like DUI, reckless driving, or other criminal violations are not eligible for defensive driving class, nor are citations that are issued to you as a result of a collision that seriously injured or killed any person. Your citation has a check box by each violation that indicates whether it is criminal or civil. One criminal violation is eligible IF the judge presiding at the court of jurisdiction allows; this violation is Arizona Revised Statutes § 28-701.02 and its subsections (criminal speeding). Information on defensive driving eligible violations is normally included with your citation, and the phone number for the school or schools the court authorizes you to attend is listed on the envelope or bond card schedule you received with your citation.

March 2003 Introduction This is a version of an article prepared for the University of California Berkeley Traffic Safety Center Newsletter. The article discusses current trends and issues related to impaired driving prevention. Background Despite progress during the past two decades in reducing alcohol-related crashes and fatalities, impaired driving remains a traffic safety priority in California and nationally. In 2000, alcohol-related traffic fatalities rose for the first time since 1995, according to the AAA Foundation for Traffic Safety. The National Highway Traffic Safety Administration (NHTSA) reports that in 2001, 41% of all highway deaths-a total of 17,448 deaths-involved alcohol; this was a slight increase from 2000. "Largely the perception has been that this is a problem that's been solved, but it's still a problem. It's no different than any other issue - you have to still keep at it," said Pam Beer, a consultant to the Governors Highway Safety Association, which received a grant from NHTSA to conduct a nationwide review of comprehensive, community-based programs to reduce impaired driving. "Public attention on drunk driving is not what it was we're competing with AIDS, national security, anthrax and that's competing for police and media and public attention," noted NHTSA Regional Program Manager Paul Snodgrass. Along with public attention, driving under the influence (DUI) arrests have also decreased over the past two decades, which many suggest may be linked in part to the increase in deaths. Approximately 1.5 million American drivers per year are now arrested for DUIs, compared to nearly 1.8 million arrests in the 1980s, according to the Bureau of Justice Statistics.

  • Establishes a comprehensive on-the-road driving test for all new (unlicensed) drivers.
    Stipulates that new drivers must complete an approved driver's education course and an additional 20 hours of supervised driving instruction (6 of the 20 hours must be completed at night); or 40 hours of driver instruction (6 of the 40 hours must be completed at night) with a sworn affidavit from parents/legal guardians certifying such instruction to receive a driver's license. Either of these provisions must be complete.

UN General Assembly: Global Road Safety Crisis
Mr President, Secretary-General, Distinguished Delegates, Ladies and Gentlemen, The first person to be killed by a car was Bridget Driscoll of the United Kingdom. She was 44 years old and a mother of two. She was knocked down at London's Crystal Palace on 17 August in 1896. The car was travelling at 12 km per hour. She never knew what hit her. The British coroner recorded a verdict of accidental death. Speaking at the inquest, he warned: "This must never happen again." The world, to its great loss, has not taken his advice. Twenty years ago, Michel Zoller was driving to work when his car collided with a truck. He was not killed but he was in a coma for six months. He attended our World Health Day celebration last week in Geneva, in a wheelchair, as his injuries have left him paralysed for life. His wife spoke on his behalf, because he has lost the use of his voice. She herself found it very difficult to speak ¬¬- not because of any injury, but because of the trauma of recalling what had happened. Her message was that this must never happen to anyone again. On behalf of her family, and the millions of others who are afflicted in the same way every year, I bring you the same message today. I thank the Government of Oman for taking a lead in bringing this topic today to the General Assembly.

Ch. 618] A person commits an offense if the person operates a passenger car or light truck and transports a child who is younger than five years of age and less than 36 inches in height and does not keep the child secured during the operation of the vehicle in a child passenger safety seat system according to the instructions of the manufacturer of the safety seat system. (a) [2 Versions: Amended by 77th Leg. Sess. Ch. 910] A person commits an offense if the person operates a passenger vehicle, transports a child who is younger than four years of age or less than 36 inches in height, and does not keep the child secured during the operation of the vehicle in a child passenger safety seat system according to the instructions of the manufacturer of the safety seat system. (b) An offense under this section is a misdemeanor punishable by a fine of not less than $100 or more than $200.

Peer Review Status: Internally Peer Reviewed Driving safety concerns us all especially the elderly. So much has been achieved, yet there is much to be done. Motor-vehicle related deaths have been reduced from 18 per million vehicle miles traveled in 1925 to 2 per million in 1997. In this period vehicle miles traveled have increased from one billion to 2,500 billion. The motorization of America means that six times as many people travel today as in 1925, vehicles have increased eleven fold and miles traveled ten fold. In 1966 following 5 years of increasing car fatalities a prevention program was instituted by the National Highway Safety Administration by the Highway Safety Act. Dr. William Hadden proposed studying the situation like an epidemic infection might be studied as public health problem. This meant studying interactions before, during and after crashes, considering the host (or driver and pedestrian) the infectious agent (or motor vehicle) and environmental factors (or the highway). Many changes in driver education, vehicle and highway design have resulted. Cars are now built with head rests, energy absorbing steering wheels, shatter resistant windshields and safety belts.
