    Director, Naval Historical Center Thank you, Dr. Marolda, for organizing this Colloquium session and thank all of you for coming out on this day of uncertain weather. I would like to make two points with regard to today's discussion. First, I think it's good to have a joint enterprise in this day of jointness. indeed, we can all learn from this operation from varied perspectives. I think there is a naval perspective here, even though the naval representative is now with the Army's history office. But, we have a Navy perspective, a Marine perspective, and an Army perspective. I apologize to our Air Force friends, if there are any in the audience, I assure there is that perspective as well. Military operations are complex and thus many modern operations can only be understood from a joint perspective and that is exactly what we are going to do today. OPENING REMARKS

    MIREYA NAVARRO July 11, 1999 DAJABON, Dominican Republic Twice a week, this border town opens its gates so that Haitians can come in.On these two market days, as many as 8,000 Haitians freely cross the Massacre River, the boundary that separates the Dominican Republic from Haiti in the north, to sell clothes, shoes, perfume and cosmetics or to buy almost anything. "They're not like us," said Angela Diaz, 58, a Dajabon native who owns a hotel and a hardware store here and credits Haitians for "keeping commerce alive" in the town. "They have different customs and 85 percent of them are crafty."Even among those Dominicans who denounce the mistreatment of Haitians, some turn up their noses at the thought of any closer relationship than that of trading partners. Among Haitians, such attitudes and the abuses that often accompany them are deeply resented. The State Department's latest report on human rights in the Dominican Republic cites deplorable conditions and restricted movement in state-owned sugar plantations and mills."The Haitians in the Dominican Republic live in an apartheid situation,"said Arnold Antonin, director of Centre Petion-Bolivar in Port-au-Prince, a nonprofit group working to foster Caribbean integration. "And the anti-Haitians in the Dominican Republic continue talking about a pacific invasion by Haitians, but at the same time the State Sugar Council still looks for Haitian workers. It's a contradiction."Although official statistics are scarce, both Haitian and Dominican officials estimate that several hundred Haitians cross the border illegally most days, and try to stay in the country.

Contacts By Way of History The Carnival is the most traditional popular festivity of the Dominican Republic. It goes back to the colony, on the eve of lent, when people in Santo domingo disguised themselves to imitate the European Shrovetide. If "people began to wear masks in Santo Domingo" as of the 16th century, the truth is that this colonial tradition increased with the heroic deeds of the republicans on February 27, 1844 and August 16, 1865, to such an extent that almost since then these are the official dates of celebration of our carnivals, regardless of the fact that they may fall or not on shrovetide. The first date at least normally falls on lent. It is known that the carnival is celebrated before lent, which is a time of penance and preparation for Christ´s passion. It seems that the origin of the word "carnival" comes from the Italian words carne vale, which mean a removing of meat, as a proof of the sensual licences given to the faithful during shrovetide. Then over time a close relationship between Christendom and the heathen festivities developed, and these festivities were assimilated by Christendom.

    Dominican Republic Tours Overview
    What you notice first about the Dominican Republic is its size. This is not just another tiny Caribbean island with a beach and a straw market. Instead, it's a big country with spectacularly varied scenery that includes the tallest mountains in the region, stretches of white sand that run unbroken for miles and the Caribbean's oldest and - some claim - most cosmopolitan city, Santo Domingo. Yet, it's one of the Caribbean's more obscure locales, particularly among U.S. vacationers. At least that's been the case until recently, when the Dominican Republic's government began splashing its assets around the world in colorful television and print advertisements. Dominican officials seem determined to elevate the country's name on the list of Caribbean vacation spots.
