On 28 April 1965, U.S. military forces found themselves in the Dominican Republic protecting U.S. interests for the fourth time in 58 years. Franklin D. Roosevelt's G ood Neighbor Policy and the actions of three U.S. administrations (Eisenhower, Kennedy and Johnson respectively) resulted in the eruption of hostilities in the Dominican Republic in April 1965. The Johnson Administration's unilateral decision to invade the Dominican Republic was based on erroneous information and the President's own concerns over the possibility of "another Cuba" in the hemisphere and the residual effect that it would have on U.S. efforts in Vietnam. U.S. military forces deployed to the Dominican Republic under the false pretense of "protecting American lives." Eventually the true reason for this invasion, fear of Communism was uncovered. The consequences of this deceit were a rift between the Administration, the American media as well as the American people. Furthermore, the Johnson Administration managed to agitate Latin American leaders and reinforce the notion of U.S. imperialism by disregarding the Good Neighbor Policy and reverting to the Roosevelt Corollary. Despite the costs, the U.S. invasion of the Dominican Republic did produce some benefits. The Organization of American States (OAS) illustrated its ability to function as a multi-national body and democratic rule was eventually attained.

National History
The island of Hispaniola (La Isla Española) was the first colony in the Caribbean settled by Spain. As such, it served as the logistical base for the conquest of the rest of Latin America. Christopher Columbus first sighted the island in 1492 toward the end of his first voyage to "India". Columbus and his crew found the island inhabited by a large population of friendly Taino Indians (Arawaks). The land was fertile, but of greater importance to the Spaniards was the discovery that gold could be obtained either by barter with the natives or by extraction from alluvial deposits on the island. After several attempts to plant colonies along the north coast of Hispaniola, the first permanent European settlement was founded in 1493 at Isabella, on the north coast of the island not far east of Puerto Plata Santo Domingo was the first permanent settlement on the southern coast, founded in 1496. Under Spanish sovereignty, the entire island bore the name Santo Domingo. Their relations with the Taino Indians, whom they ruthlessly maltreated, deteriorated from the beginning. Aroused by continued seizures of their food supplies, other exactions, and abuse of their women, the formerly peaceful Indians rebelled- -only to be crushed decisively in 1495. Columbus, who ruled the colony as royal governor until 1499, attempted to put an end to the more serious abuses. He devised the

WWW AMIGOS The Dominican Republic We have decided to close the Azua project this summer due to the continuing political and economic situation in the Dominican Republic. Volunteers will be reassigned to a new project in either Panama or Costa Rica we will let you know as soon as we confirm project logistics with our partner agencies. Since February the DR's political situation has continued to be unstable, with air comptroller strikes, physician strikes, and violence between political groups in Santo Domingo. Jon Crail, AMIGOS Regional Director, was in the DR last week and spoke again with a wide range of people to assess the DR's stability during the next few months. From all indications, the presidential election in mid-May will be contentious and protests may follow for a couple of weeks. All of our DR advisors believe the political situation will subside by the time of the Azual Project volunteers' arrival; however, the recent strikes and continuing protests in Santo Domingo necessitate our taking a conservative approach and closing the project this summer. This decision is based a number of factors AMIGOS' historical experiences with similar situations of host countries' political and economic instability; the challenge of relocating the project after the volunteers' arrival, and the concerns of volunteers' parents. While we realize there is a high probability that political events may sufficiently subside by the time of volunteers' arrival, we must reduce our risks and take a conservative approach. Parent's comfort with allowing their teenage children to participate in AMIGOS is predicated on their perceptions of volunteers' safety and AMIGOS' history of responding to unstable political events.

Merengue is a dominican folkloric dance widely spread and considered by many as the dominican national dance.
Origin
The origin of merengue is still discussed. Among the different opinions we find:
  • It was born as a dominican melody after the dominican victory at the Talanquera battle. (Rafael Vidal).
  • It seems that merengue comes from a cuban music called UPA, which had a part called merengue. UPA arrived to Santo Domingo in the middle of 19th century from Puerto Rico. (Fradique Lizardo).
Apparently Lizardo comes closer to the truth. In 1844 merengue was still not popular, but in 1850 was in vogue, displacing the Tumba. From that moment on it had many detractors. In the early 1850s a campaign was started by local Santo Domingo newspapers defending the Tumba and attacking merengue. This campaign was a signal of the popularity merengue was taking away from Tumba. "Merengue origins still are foggy. It does'nt seem it can be said it originated in Haiti. Had it had that dark procedence it had'nt been in such vogue as it was in 1855, when there were such bloody battles against Haiti; Nor had it been overlooked as a reason for those who rejected the rythm. Ulises Francisco Espaillat did'nt mention it in his papers against merengue in 1875 either" There is very little proven facts about merengue origins. In the mid-1800s, from 1838 to 1849, a dance called URPA or "UPA Habanera" (UPA from Havanna) made its way around the Caribbeann being welcomed in Puerto Rico. This dance had a movement called merengue which apparently is the way selected to call the dance as it arrived at dominican soil where it remained unknown for a few years. Later on, it was well accepted and even colonel Alfonseca wrote pieces of the new music with very popular titles like

Dominican Republic Overview
The country borders the Atlantic Ocean, Caribbean Sea and Mona Passage between itself and Puerto Rico. The total area of the country is approximately 48,000 square kilometers and it has the highest elevations in the Greater Antilles but still has a seawater lake below sea level. Given the height of the mountains within the Dominican Republic, in excess of 3,000 meters high, the north coast of the island is well protected from severe weather such as hurricanes.
History
The recorded history of Hispaniola began over 5,000 years before the famous Christopher Columbus stepped onto the shores of what has been referred to as the most beautiful island in the Caribbean. Inhabited originally by the Taino Indians, apparent immigrants from what is now Mexico (Yucatan) and South America (Amazonia). These were a very prosperous, gentle people who had a strong agricultural economy and numbered approximately 200,000 at their peak.
