Chile: Santiago/Valparaíso
Prerequisites: Fall semester participation in the Dominican Republic (Santiago) program or three years of college Spanish courses. Cumulative GPA of 2.75 and 3.0 in the language.
Program (Fall/Spring/Full Year): Housing at either site is with Chilean families. In Santiago, following a four-week advanced intensive Spanish language course, students enroll in regular university courses at the Universidad de Chile and the Pontificia Universidad Católica de Chile, where they choose from courses in the humanities, social sciences, and sciences. In Valparaíso, following a four-week advanced intensive Spanish language course, students enroll in regular university courses at the Universidad Católica de Valparaíso (UCV), where they choose from courses in literature, history, environmental studies, oceanography, and psychology. This program is not appropriate for students who intend to study political science, anthropology, or sociology, because these courses are not offered at UCV.

Download this Article On December 5, 1492 Christopher Columbus first stepped ashore on the island he called "Hispaniola". He and his men were greet by the first inhabitants on the island the Taino Tribe. Descendants of the Awawakan Indian Tribe in the Amazionia they were a friendly and peaceful people. Columbus was amazed at this island paradise he saw before him, with its lush mountains and its sparkling rivers. He proclaimed it to be "the most beautiful land that human eyes had ever seen.
In 1493 the first permanent settlement was established at La Isabelle on the north coast not far from where Puerto Plata resides today. The location was an excellent spot to export the gold that was found in the Cibao River a short distance away. By 1496 gold was discovered in the Ozama River Valley on the south coast of the island and Bartholow Columbus who was appointed governor while his brother (Christopher Columbus) continue his exploration of the Caribbean, traveled south and established the city of Santo Domingo. Soon afterwards, the colony became very jealous of being under the leadership of the Italian Brothers and lodged so many complaints that eventually they were accused of mismanagement and were sent back to Spain in chains. It became evident to the courts of Spain that the accusations made against the two brothers were grossly exaggerated and they were released.

    CARIBBEAN-U.S. RELATIONS
    Transit routes across the Central American isthmus also interested Americans, especially after the 1848 acquisition of California and the discovery of gold there. The 1850 Clayton-Bulwer Treaty with Britain stated that any future isthmian canal should be jointly controlled. But interest in the isthmian routes faded after completion of a transcontinental railroad system. The American Civil War diverted attention from Caribbean initiatives, but in 1869-1870 President Ulysses S. Grant vainly sought Senate approval for the request of the president of Santo Domingo (later the Dominican Republic) for annexation. A private French project to build a Panama canal aroused a sharper reaction: President Rutherford B. Hayes insisted that any such canal must be under American control (even a British partnership was now unpopular in the United States). Washington's alarm lessened when the French company went bankrupt in 1888. Beginning in 1895 a Cuban revolt against Spain brought guerrilla warfare and widespread suffering to that island.     Visits to detainees in Guatemala
    The delegation continued to promote international humanitarian law throughout the region, and conducted operational activities as well. Detention-related activities were carried out in Guatemala (where the government authorized ICRC visits, beginning in January, to all places of detention run by the penitentiary system and the national police) and in Panama. The ICRC also played an important role as a neutral intermediary in Chiapas, Mexico.
    The ICRC once again called upon those governments that had not already done so to ratify instruments of humanitarian law, and emphasized the importance of the 1980 United Nations Weapons Convention, especially in the light of the ICRC's campaign to ban anti-personnel landmines. Dominica acceded to Protocol II additional to the Geneva Conventions on 25 April.
    The delegation further promoted the adoption of national measures aimed at implementing international humanitarian law, and toward this end encouraged the establishment of interministeria l committees for the implementation of this law [6]. The ICRC gave guidance in the work of the first such committee to be set up in the region, in the Dominican Republic, helped establish another in Panama in July and assisted the governments of El Salvador, Costa Rica and Guatemala in preparing to create others.
