Hurricane Mitch
When hurricane Mitch, the worst storm to hit Central America for decades, wrought havoc in the region in November, the ICRC, under the coordination of the Federation (the lead agency for the Movement's international activities in the event of natural disaster), worked closely with the National Societies concerned. The regional delegation sent a tracing delegate to help in the search for family members who had gone missing. Above and beyond the thousands of lives it claimed, the storm caused severe damage to infrastructure in Honduras and Nicaragua and greatly set back mine-clearance efforts in the latter, as many landmines were unearthed and washed away to new, unmarked locations.
The security situation stabilized somewhat in Nicaragua and El Salvador, which had been affected by internal conflicts until the early 1990s. In Guatemala, too, the peace process continued, but the political and security situation remained more uncertain, as many of the social problems at the root of the conflict remained to be addressed. In Panama, the spillover effect of the internal conflict in Colombia caused hardship for inhabitants of the eastern region of Dari©n.
In Haiti a poor security situation became worse at year's end, as the government was all but paralysed by a political stand-off.

HISTORY AND DEVELOPMENT OF THE ARMED FORCES
Spanish colonial militias were the first organized military forces in what is now the Dominican Republic. These forces maintained law and order over the entire island of Hispaniola (La Isla Española), which from 1496 was ruled from Santo Domingo, the center of Spanish colonial administration in the New World (see Dominican Republic - The First Colony , ch. 1). By the mid-1500s, when Spain's interests shifted to the richer colonies of Mexico and Peru, the Dominican colony had a well-established hierarchical social system that was based on authoritarian rule by a small white elite. The colony also included a large black slave population (see Dominican Republic - Ethnic Heritage , ch. 2). The shift in Spain's colonial interests and the consequent withdrawal of most of Spain's military from the Dominican colony was followed by a long period of economic and political decay, during which domestic order deteriorated. The colony was threatened by pirates along the coast as well as by periodic encroachment by the forces of France and England, which were competing with each other and with Spain for territory and power in the New World. As a result of this competition, Spain was forced in 1697 to cede the western third of Hispaniola to France. Tension over the boundary and continued international competition between France and Spain manifested itself in border disputes, and by 1797 France had prevailed on Spain to cede the rest of the island.

PREAMBLE:
The Pan American Sanitary Bureau (PASB) is the executive arm of the Pan American Health Organization (PAHO); it simultaneously serves as the Regional Office for the Americas of the World Health Organization.
ORIGIN:
In 1949, the Pan American Sanitary Organization and the World Health Organization agreed that the Pan American Sanitary Bureau would serve as the Regional Office of the World Health Organization for the Americas. In 1950, the Pan American Sanitary Organization was recognized as a fully autonomous and specialized inter-American organization. Thus, the Organization became a component of both the United Nations and the inter-American systems. The XV Pan American Sanitary Conference (San Juan, Puerto Rico, 1958) changed the name of the Pan American Sanitary Organization to the Pan American Health Organization. The name of the Pan American Sanitary Bureau remained unchanged.
FUNDAMENTAL PURPOSES:
The fundamental purposes of the Pan American Health Organization are to promote and coordinate the efforts of the countries of the Region of the Americas to combat disease, lengthen life, and promote the physical and mental health of their people.

    Background Since the establishment of constitutional government in 1966, the Dominican Republic has experienced a troubled electoral history, including the manipulation of results and disenfranchisement of tens of thousands of opposition voters during the 1994 presidential elections. The subsequent political crisis was eventually resolved by the "Pact for Democracy" agreement, that called for electoral reform and new elections in 1996. The 1996 presidential elections represented a historic turning point, as the election results were peacefully accepted by the three major political parties: the Dominican Liberation Party (PLD), the Dominican Revolutionary Party (PRD) and the Social Christian Reformist Party (PRSC). Despite progress in the administration of elections, the three main political parties have experienced significant internal conflict. All three parties held primary elections in 2003 to select their official candidates for the May 16, 2004 presidential elections. The candidate selection process and the organization of Conventions were questioned in two of the three parties, resulting in internal infighting and fractured party structures.

    July 6 - 13, 2004 As educators, how do we accurately teach about Brazil, the sixth largest country in the world with a population of over 175 million? In this intensive introductory course, participants explore the expansive history of Brazil, from the earliest indigenous settlers, to the Portuguese and enslaved Africans, to the European and Asian Immigrants of the 19th and 20th centuries. Participants also analyze some of the challenges facing Brazil today: poverty, education, the legacies of slavery, land and labor movements, and the deforestation in the Amazon Basin. Finally, participants experience the rich culture of Brazil through its music and dance, literature and film, and its pop culture, including the Brazilian soap opera and the samba schools. The program includes several hands-on cultural and artistic activities complemented by a half-day trip to a Brazilian community in Danbury, Connecticut and a full-day field trip to Boston, home to the second largest Brazilian community in the United States. Tuition $300 Sponsored by PIER Latin American Studies, YCIAS, Gilder Lehrman Center for the Study of Slavery, Resistance and Abolition, with support from a U.S. Department of Education Title VI program.
