INTRODUCTION
Background: Dominica was the last of the Caribbean islands to be colonized by Europeans, due chiefly to the fierce resistance of the native Caribs. France ceded possession to Great Britain in 1763, which made the island a colony in 1805. In 1980, two years after independence, Dominica's fortunes improved when a corrupt and tyrannical administration was replaced by that of Mary Eugenia CHARLES, the first female prime minister in the Caribbean, who remained in office for 15 years. Some 3,000 Carib Indians still living on Dominica are the only pre-Columbian population remaining in the eastern Caribbean. TOP OF PAGE

DOMINICA: GENERAL INFORMATION Geography The island of Dominica, twenty-nine (29) miles long and sixteen (16) miles wide at its broadest, with an area of 298 square miles (751 sq km), lies between latitude 15.10' and longitude 61.30'. It is situated between two French islands, Martinique and Guadeloupe, in the centre of islands in the Caribbean Sea known as the Lesser Antilles. Dominica is one of the largest islands in the Eastern Caribbean. Its topography, rainfall, and vegetation make it somewhat special. Forests cover over 60% of the country with scenery and rain forest so unique, making it attractive for a special type of both regional and international tourism. The island boasts of 365 rivers, most narrow and unnavigable, with the exception of the Layou River and the Indian River, while rainfall ranges from 1,200 mm on the east coast to 10,000 in the central part of the island. Also, Dominica's hot springs and Boiling Lake endow it with tremendous potential for geo-thermal energy. Constitutional and Political Development
Dominica developed constitutionally from Crown Colony Government in 1898, to Responsible Government in 1956, Associated Statehood with Britain in 1967, and finally to Independence in 1978, at which time it was officially renamed the Commonwealth of Dominica. The present constitution under which Parliament operates contains safeguards for fundamental rights and freedom and provides for election of members of Parliament every five (5) years. Dominica is a member of the Commonwealth Group of Countries, with the President as the ceremonial Head of State; but it is with the Prime Minister, chosen with in the majority party, that executive power lies.

The country has one of the most rugged landscapes in the Caribbean, covered by a largely unexploited, multi-layered rain forest. It is also among the earth's most rain-drenched lands, and the water runoff forms cascading rivers and natural pools. The island, home to rare species of wildlife, is considered by many as a beautiful, unspoiled tropical preserve. According to a popular West Indian belief, Dominica is the only New World territory that Columbus would still recognize. Dominica is the largest and most northerly of the Windward Islands. The island faces the Atlantic Ocean to the east and the Caribbean Sea to the west. Its nearest neighbors are the French islands of Guadeloupe, some forty-eight kilometers north, and Martinique, about forty kilometers south. Oblong-shaped and slightly smaller than New York City, Dominica is 750 square kilometers in area, 47 kilometers in length, and 29 kilometers in width. Roseau, the nation's capital and major port, is favorably situated on the sheltered, southwestern coast. Geologically, Dominica is part of the rugged Lesser Antilles volcanic arc. The country's central spine, a northwest-southeast axis of steep volcanic slopes and deep gorges, generally varies in elevation from 300 meters to 1,400 meters above sea level. Several east-west trending mountain spurs extend to the narrow coastal plain, which is studded with sea cliffs and has level stretches no wider than 2,000 meters. The highest peak is Morne Diablatins, at 1,447 meters; Morne Trois Pitons, with an elevation of 1,423 meters, lies farther south and is the site of the national park.

Related Category: Caribbean Political Geography Dominica [domin E u Pronunciation Key , officially Commonwealth of Dominica, republic (1995 est. pop. 82,000), consists of the island of Dominica (290 sq mi/750 sq km), located in the Windward Islands, West Indies. Roseau is the capital and chief port. The island, of volcanic origin, is mountainous and forested, with fertile soil. Dominica is subject to frequent destructive hurricanes. Administratively, the island is divided into ten parishes. The population is largely of African descent. More than three quarters of the inhabitants are Roman Catholics, the balance mainly Protestants. English is the official language, but a French patois is also widely spoken. Bananas are the chief commercial crop and export. Coconuts, citrus fruits, and coconut oil are also exported, and mangoes and root crops are also raised. Industry is generally limited to food processing and the manufacture of soap and other coconut-based products. Tourism is a growing industry, but Dominica remains one of the poorest Caribbean nations. The island was sighted by Columbus in 1493. English and French attempts at settlement were thwarted by the Caribs, who had taken it earlier from the Arawaks. An Anglo-French treaty of 1748 left Dominica in Carib hands, but both powers continued to covet it. The island definitively passed to the British in 1815. Hostilities between the British and the Caribs led to the virtual extinction of the Caribs, who number about 500 and occupy a reservation on the eastern side of the island. Dominica gained full independence in 1978. In 1981 there were two failed coup attempts. In 1995, Eugenia Charles retired as prime minister after 15 years. After elections, Edison James, founder of the opposition United Workers' party (DUWP), assumed the post. He remained prime minister until early 2000, when Rosie Douglas led the Labor party (LPD) to a narrow victory over James and the DUWP. Douglas died in 2000 and was succeeded by Pierre Charles.
