The Clallam County Sheriff's Department is proud to have received one of the first COPS Phase One grants. Now we wish to expand our Community Policing Program and further enhance our problem solving efforts in this very important area of domestic violence.
We have established an understanding that domestic violence is a community problem requiring a collaborative response. To this end we have contacted the various service and community organizations that have independently dealt with various elements of this problem in the past.
Through collaboration we have identified that we would have a higher probability of success in dealing with this problem as a group than we have had as individual entities.
Collectively we have identified that the most critical area of difficulty in the treatment of domestic violence is making the batterer/offender accountable. The objective is to concentrate upon getting those batterers/offenders, who are amenable, into appropriate treatment and get victims and children into appropriate treatment.
To meet the above objectives and goals we have established a Family Crimes Specialist Investigator position within the Sheriff's Department. This person is working closely with the other community agencies involved as well as monitoring Sheriff's Department cases. As domestic violence includes intra-family sexual offenses in Washington State, this person is also involved in these investigations.

In 1991, the Legislature found and declared that domestic violence is a serious crime against society. It found that thousands of persons in this State were regularly beaten, tortured and in some cases killed by their spouses or cohabitants; that a significant number of women were assaulted while pregnant; that victims of domestic violence came from all social and economic backgrounds; that there is a positive correlation between spousal abuse and child abuse and, that children, even if they are not themselves physically assaulted, suffer deep and lasting emotional effects from exposure to domestic violence. The Legislature further found that some of its most vulnerable citizens, the elderly and disabled, are victims of domestic violence as well. The Legislature also found that although many of the existing criminal statutes were applicable to acts of domestic violence, societal attitudes concerning domestic violence have affected the response of the law enforcement and judicial systems resulting that these acts received different treatment from similar crimes when they occur in a domestic violence context. The Legislature additionally identified the training needs of police and judicial personnel in the procedure and enforcement of this act.

Missouri Domestic Violence Task Force Summary of Task Force Mission
Governor Bob Holden appointed the Missouri Domestic Violence Task Force in August 2001 to study solutions for domestic violence in Missouri. The Task Force was established by the Governor to focus on four specific tasks: 1) to conduct an inventory of state funding and resources dedicated to domestic violence; 2) to enhance public and private resources; 3) to investigate opportunities to expand domestic violence prevention and intervention services; and 4) to work toward the development of a coordinated and integrated strategic action plan that will advance the needs, policies, and priorities set by the Task Force. The mission of the Task Force was delineated in Governor Holden’s Executive Order 01-13 (attached). Summary of Preliminary Report of the Task Force
The Task Force met four times during August through November 2001 to assess Missouri’s responses to domestic violence and to identify initial recommendations for consideration by Governor Holden. These recommendations are specific to legislative action to be achieved during the Second Regular Session of the 91st Missouri General Assembly. The legislative recommendations do not represent the full scope of the Task Force’s mission but are presented as preliminary findings. The Task Force will continue its work through 2002 to identify current and needed resources, policies, and model prevention and intervention practices to develop a comprehensive strategic plan to reduce the impact and occurrence of domestic violence in Missouri through both government and private efforts.

A. Report all cases of abuse to the police (your call may save someone's life).
By taking action you could prevent serious injury and the officials will encourage all parties to get help (counseling, support groups, etc).
B. Write to your Public Officials let them know how you feel and express your support.
Encourage the enforcement of current laws then ask for new legislation to prevent planting the seed into future generations (new ideas are always welcome for consideration ).
C. Support Education and Prevention Programs at all levels in your community, state, and nation.
If we are going to succeed in preventing violence in future generations we must stand united-education the key (there are many ways to support: donations of money, time as a volunteer, etc. The needs are many. Contact your local shelters for their needs list).
D. Together we can make a difference working against and preventing violence in our society!

Legislative Highlights of Recent Years
The Domestic Violence Act created the Family Protection Services Board to develop standards for annual licensure and funding of domestic violence programs. This Act provided an additional fee for filing a divorce action and generated an increase in funding for licensed domestic violence programs.
Revisions to the Prevention of Domestic Violence Act of 1979 broadened the definition of domestic violence; allowed advocates to be present at domestic violence hearings; lengthened the period of protective orders from 30 to up to 60 days; required magistrates to inform persons seeking a domestic violence protection order of the nearest residential or protective service available for abused persons; mandated the development of policies and procedures for law enforcement response to domestic violence calls.
Revisions to the Prevention of Domestic Violence Act permitted service of protection orders on Sundays and legal holidays; required responding police officers to transport or facilitate transportation of victims to a safe place; enabled protective orders to be enforced across county lines; and established conditions of bond in domestic violence cases.

Creating Safety And Justice For Women And Girls: This model learning center coordinates numerous community-mobilization efforts, including education, training, and justice advocacy to reduce violence against women and girls. Transforming Communities operates on three levels: City of Novato - Trainsforming Comunities - Novato (TC-Novato) serves as the pilot learning center for the Transforming Communities program. Community Action Teams work with local schools, public agencies, and corporations to activate new strategies to prevent domestic violence and abuse. These strategies are developed to asses their affectiveness in deterring acts of domestic violence and abuse in a community. Marin County - a regional network is in place to respond to domestic violence incidents, and acts of abuse against women and girls.
