Thursday, June 6, 2002; Page A08 Pervasive sex segregation persists in high school vocational programs around the country including in Maryland and Virginia 30 years after Congress passed a law barring such discrimination in education, according to a study released today. The D.C.-based National Women's Law Center plans to file legal petitions today in all 12 regions of the Department of Education's Office of Civil Rights, requesting investigations into whether vocational and technical high schools and classes violate Title IX and demanding that action be taken to remedy all conduct that does not comply with federal law. "There are just stunning patterns of sex segregation in schools across the country," said Jocelyn Samuels, vice president and director of educational opportunities for the law center. "The primary problems in career ed are inattention and lack of perception that there is a problem." The center's survey on vocational programs marks the 30th anniversary of the federal law Title IX of the Education Amendments that bars sex discrimination in schools and other educational programs receiving federal funds. That includes almost all public elementary and secondary schools and most colleges and universities.

Nature of the Work About this section To Top
Licensed practical nurses (LPNs), or licensed vocational nurses (LVNs), care for the sick, injured, convalescent, and disabled under the direction of physicians and registered nurses Most LPNs provide basic bedside care, taking vital signs such as temperature, blood pressure, pulse, and respiration. They also prepare and give injections and enemas, monitor catheters, apply dressings, treat bedsores, and give alcohol rubs and massages. LPNs monitor their patients and report adverse reactions to medications or treatments. They collect samples for testing, perform routine laboratory tests, feed patients, and record food and fluid intake and output. To help keep patients comfortable, LPNs assist with bathing, dressing, and personal hygiene. In States where the law allows, they may administer prescribed medicines or start intravenous fluids. Some LPNs help deliver, care for, and feed infants. Experienced LPNs may supervise nursing assistants and aides. In addition to providing routine beside care, LPNs in nursing care facilities help evaluate residents’ needs, develop care plans, and supervise the care provided by nursing aides. In doctors’ offices and clinics, they also may make appointments, keep records, and perform other clerical duties. LPNs who work in private homes may prepare meals and teach family members simple nursing tasks.

    POLITICS:
    • SHOW ME THE MONEY: The reason there are only eight charter schools in Virginia became ever more clear when we learned that school districts are charging applicants anywhere from $500 (Chesterfield School District) to $2000 (Fairfax County) just to even consider their applications. It is interesting that these boards think that they should charge potential public schools an application fee to do what the law requires review charter applications. CER Newswire October 21, 2002
BOARD STIFF: Virginia received a solid D in CER's 2001 Charter Law Rankings, and was rated the third weakest law in the land. The state has only five operating charter schools, four of which are alternative programs and one of which is a a vocational school. Local boards are allowed to vote on whether or not to even accept applications, a definite deterrent to all but those already with their feet firmly planted in the education system. The state's school boards association gives its law high marks because it gives local school boards total authority for the fate of charter schools. From CER's State-By-State Charter Law Ranking Report , October 2001.

The DC Statehood Green Party -
    Guiding Principles and Key Values
The DC Statehood Party was founded on the concept that all human beings are entitled to certain rights, that among the rights the right of self-determination in a democratic government is paramount, and that statehood is the best and most necessary means to secure self-determination and other human rights for the citizens of the District of Columbia. The Party lives by several guiding principles. Among them are: (1) Self-determination and Democracy; (2) Economic Justice and Economic Democracy; (3) Protection of all Human and Civil Rights; (4) Protection of The Public Trust; (5) Promotion of Participation in Government by All Citizens; (6) Humane and Enlightened Treatment of Prisoners. Self-determination and Democracy These form the only means by which the rights mentioned above, as well as the will of the People can be enforced. Economic Justice and Economic Democracy We believe that the People have the inherent right, through a democratic process, to regulate and determine the economic relationships between individuals. Private profits must never take precedence over the interests of the people. Human and Civil Rights The citizens of the District of Columbia have certain inalienable rights, at least on par with those shared by the citizens of the 50 states. We feel the citizens of the District have the right to: health care and public safety; good public schools, including vocational schools, a public university, a public law school, and adult education; affordable housing; ownership of their homes; freedom from domestic violence; and freedom from all forms of discrimination, including discrimination on the basis of race, creed, ethnicity, nationality, religion, sex, sexuality, and age.

PLATFORM FOR QUALITY PUBLIC EDUCATION IN THE DISTRICT OF COLUMBIA
We need our elected officials to contribute to the leadership of a cooperative initiative to improve public education; so that District residents have a public school system to count on, believe in and of which we can be proud On July 11, 1998 a coalition of District parents, local school educators and community activists (listed on the back) [below] came together to articulate a platform on public education The platform expressed below represents an effort to build on the experiences and background of participants to identify education priorities and the areas where strong consensus exists. We ask that the aspiring District of Columbia candidates speak to the issues raised in this platform during the 1998 elections.
    Education Program
  • Establish a high quality school system that offers multiple programs and options (and supports them) such that all students can graduate prepared for gainful employment, post secondary education and training or both.
