by C. Emily Feistritzer The alternative teacher certification movement rose out of a need for more and better teachers. Faced with the threat of teacher shortages and concern about the quality of the teaching force, states have stepped forward to meet the demand. They have developed new avenues whereby people could come into the teaching profession. These alternative teacher certification routes provide opportunities for people from various educational backgrounds and walks of life to become teachers. They have opened doors to teaching for persons from other careers, from the military, from liberal arts colleges, former teachers who want to upgrade their credentials and get back into teaching and for people who trained to teach years ago but never did. The National Center for Education Information (NCEI) has been polling the state departments of education annually since 1983 regarding teacher education and certification. We have found a rapid development of alternative routes at the state level. By 1997, 41 states, plus the District of Columbia, report having some type of alternative teacher certification program. States report a total of 117 programs now available for persons who already have a bachelor's degree and want to become licensed to teach. It is estimated that more than 75,000 persons have been licensed through such state-run programs. Thousands more are being licensed to teach who are participating in college alternative teacher preparation programs. If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

On December 21, 1988, the Board of Education mandated that all persons seeking certification in the District of Columbia must satisfy the conditions of the applicable educational license as well as all testing requirements. The Board of Education wants assurance that every prospective teacher has competence in mathematics, reading, and writing. Additionally, the Board expects that each teacher has mastered the content in his or her specific teaching discipline. As of October 1, 1993, all teachers and other professionals who apply for certification must take the appropriate examinations from The Praxis Series: Professional Assessments for Beginning Teachers The first digit of the Session/Test Code indicates the session during which the test is offered in the 2003-2004 testing year. Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

Teaching Certification A Career in Education
Motivation Requirements One of the extensive debates of recent years in education has been about teacher knowledge. Education degree programs during the 1950s to 1980 generally were found to be deficient in content knowledge; prospective teachers learned how to teach, not what to teach. In contrast, alternative licensing candidates usually have already acquired knowledge of a particular discipline or content area in study for their bachelor's degree. They also have broad general content knowledge from the core programs of their college or university. Researchers offered this qualification early on as a reason for supporting alternative programs. However, some undergraduate degrees may seem more appropriate to teaching than others. For example, a psychology major or a liberal arts major at the B.A. level provides a strong foundation for understanding child development or the culture of the society, both areas of study in professional teacher education. Degrees in other professional areas, such as accounting or economics, may not satisfy state requirements for licensing. Candidates with such degrees may therefore find it necessary to take additional content course work.

Forty-seven states and the District of Columbia have a separate special education certificates or endorsements for the education of hearing-impaired students. (Montana, New Mexico and Washington do not.) Some states recognize that training special education teachers alone may not be enough to provide students with the help they need. For example, California passed legislation in September 2000 requiring the state’s Commission on Teacher Credentials to issue standards for a specialization in counseling hearing-impaired pupils.

According to a 1999 survey of State Education Agencies, 39 states and the District of Columbia offer ESL teacher certification or endorsement, while 24 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 23 states have legislative requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. The table below provides a summary of ESL and bilingual/dual language offerings, and legislative requirements by state.
