The U.S. Environmental Protection Agency (EPA) has launched a new initiative called The goal of this national initiative is to improve air quality in communities and protect the health of school children and the general public. EPA believes this goal can best be achieved through a partnership of government, community, business, educational, health and environmental leaders. The partners will work to encourage activities that will help to reduce emissions. These include the adoption of policies and practices to eliminate unnecessary public school bus idling, upgrading ("retrofitting") buses that will remain in the fleet with better emission control technologies and/or fueling them with cleaner fuels, and replacing the oldest buses with new, less polluting buses. 1799: George Washington dies. 1800: Congress moves from Philadelphia to Washington City in the District of Columbia. 1804: Congress extends Washington City 1802 Charter 15 years, provides for direct elections of both houses of Council, each with 9 members. Council establishes school for Washington youth under 13-member Board of Trustees: 7 appointed by Council, 6 by all who contributed more than $10 to the public schools. Whites only. Thomas Jefferson elected to the Board, served as Board President for 4 years. 1807: First black school organized by former slaves George Bell, Nicholas Franklin, and Moses Liverpool; supported by private contributions. 1812: Congress provides for election of Washington City Mayor by the two houses of Council. Enlarges Council with 8-member Board of Aldermen (2 from each of 4 wards), and a 12-member Common Council (3 from each ward).

Congress plays a unique and often controversial role in the District of Columbia school system. Under the watchful eye and prodding hands of Congress, the District of Columbia is experimenting with or debating every type of school reform known to the nation's urban schools. For instance, for the past 14 months, the Washington school system has been led by a no-nonsense retired U.S. Army generalmuch like Seattle's schoolsworking under the direction of an appointed board of trustees similar to Chicago's. The new regime has adopted the high standards, high-stakes philosophy of Philadelphia and is using the same frameworks for academic achievement employed by New York City and other big cities.
The District of Columbia school system, like many of its counterparts across the nation, also has facilitated the creation of charter schools. Four are now operating, and up to 20 more may open in the 1998-99 school year. And the nation's capital was a central player last year in the hottest debate in urban education: private school choice. Republicans in Congress were intent on trying a $7 million voucher initiative in Washington similar to such plans in Milwaukee and Cleveland, but their attempts ultimately ran into a roadblock in the White House. Under the threat of a presidential veto of the entire city's budget, Republicans removed the voucher language from the spending bill and plan to send it to the president as a separate bill this winter.

THE HISTORY OF GOVERNMENT AND SUFFRAGE IN THE DISTRICT OF COLUMBIA

Article I, Section 8, Clause 17 of the U.S. Constitution provides for a seat of government not to exceed ten miles square and “exclusive” legislative powers of Congress over the District.
Site of seat of government selected, requiring cessation of land from Maryland and Virginia. Residents vote in Maryland and Virginia elections until President Adams moves to the new capital (1790-1800).
District of Columbia is named; includes three municipalities(Washington and Georgetown in Maryland, and Alexandria in Virginia).
President John Adams moves to Washington from the temporary capital in Philadelphia, Pennsylvania. The District of Columbia officially becomes the capital of the United States. The population is small, far fewer than the 30,000 specified for the size of congressional districts. The number of eligible voters is minuscule. Most are temporary residents, living in the new city for the few months that Congress is in session each year and returning to their homes to vote.
Congress assumes authority over the newly created District of Columbia, based on territory ceded by Maryland and Virginia. Congress divides the District of Columbia into two counties, Washington and Alexandria; leaves the three municipalities untouched. Congress establishes a circuit court system and presidentially appointed officials.

Welcome to the Department of Earth and Environmental Sciences of The George Washington University! In the next few pages I would like to take the opportunity to tell you a bit about our city, our university, our department, and our faculty. John F. Lewis , Chair The Geological research environment in the nation's capital is second to none. Federal agencies such as the U.S. Geological Survey, Smithsonian Institution National Academy of the Sciences National Science Foundation ... Carnegie Institution (Department of Terrestrial Magnetism and Geophysical Laboratory), and Office of Naval Research are headquartered in Washington, and combine to give the Washington, D.C. area one of the highest concentrations of geoscientists in the world.
