An Analysis of The District of Columbia: Education Tax Credit Initiative
by E. G. West E. G. West is a professor of economics at Carleton University in Ottawa, Canada and the author of numerous works on the economics of education. Among his books are Non-Public School Aid: The Law, Economics and Politics of American Education; The Political Economy of American Public School Legislation; Education and the State: A Study in Political Economy; and The Economics of Education Tax Credits. Executive Summary On October 13, 1981, the District of Columbia Court of Appeals ordered the city's elections board to place an educational tax credit initiative on the November 3rd ballot. This action cleared the way for a referendum that could establish the first such program in any American city. For the first time in the twentieth century all families would be given the effective freedom to choose schools for their children. This is a privilege that has been enjoyed before only by those families that can afford to "pay twice" for schooling, once through their conventional tax payments, and once through the direct tuition charge at a private school.

[PDF] HARRISBURG (October 3) Auditor General Robert P. Casey Jr. has released an audit of the Central Columbia School District, Columbia County, which found accurate records for the 2000-01 and 2001-02 school years. "To ensure full state funding, districts must file accurate reports and keep careful records," Casey said. "I am pleased to report that during the 2000-01 and 2001-02 school years, the Central Columbia School District received the funding it was due." School district audits conducted by the Auditor General ensure that districts receive accurate state funding, that state funds are spent according to applicable laws and regulations and that the operations guiding their expenditure are proper. They are also useful to administrators because they identify ways to improve crucial record keeping procedures, which may help avoid future budgetary problems. The Auditor General's school district audits differ from those conducted by local independent auditors which render opinions on the fair presentation of school districts' financial statements. These audits, which are required by state and federal law, are the primary source of information on school districts' financial positions and the results of their operations.

The following guidelines have been established to assist Columbia School District Personnel in the publishing of home pages. In publishing of any home page, the following goals should be considered:(1) Point internal users to good outside information resources (2) Point external and internal visitors to good internal curriculum resources(3) Introduce external visitors to the school and program RESPONSIBILITY District Level: The IMS staff will be responsible for providing the technical support as well as maintain the district's web server. In addition, training for the development of home pages will be provided as the need arises. Access to District Web Server will be managed by the Technology Engineer. The District's Network Advisory Council will review annually the Internet Home Page Guidelines. In order to support a community of home pages, an atmosphere of common respect for all system users must prevail, as well as concern for system equipment load and network traffic. Building Level: The school home page is a public document welcoming the outside world to the school. Just as the principal would be expected to review any signage located on the front lawn, she or he would want to review any proposed school home pages. In the next few years, World Wide Web pages may become a major vehicle to support information about schools. Page Ownership defines the process of acknowledging the person or committee within the school responsible for the integrity and content of a page and consequently the person whose approval is required prior to publication. In the Columbia District, page ownership rests with building principals. Pages must be reviewed prior to placement on the district web server. If principals delegate the page ownership to another staff member or committee, he or she shall notify the Director of Media Services of this change.

We appreciate the District of Columbia Public Schools' (DCPS) efforts to prepare for the final review and hope that the process provides useful feedback that will support the District's monitoring of student progress toward challenging standards. Enclosed with this letter are detailed comments from the peer review team that evaluated DCPS assessment documents. ABOUT COLUMBIA UNIVERSITY AND THE NAACP LDF's
50TH ANNIVERSARY CELEBRATIONS In the middle of the 20th Century, a band of lawyers at the NAACP LDF, led by Thurgood Marshall, came together to fight for the civil rights revolution. On May 17, 1954, they received a victorious ruling in the case of Brown v. Board of Education , which declared that "in the field of public education the doctrine of ‘separate but equal' has no place." Jack Greenberg (CC '45, Law '48), a Columbia Law School professor and key member in the NAACP LDF for thirty-five years, as well as a number of Law School graduates, were among the attorneys who successfully argued the case. Five decades later, Columbia University and the NAACP LDF will revisit this groundbreaking decision, explore the events leading up to the ruling, and discuss its continuing impact on society. The year-long anniversary celebration in honor of the 50th anniversary of Brown v. Board of Education, commenced during Black History Month, and will continue through December 2004.
