Mayor-council form of government. DC decreased in population by 9 % between 1980-90. Population in 1990: 606,900 (29.6% white, 65.8% black, 4.6% other); population density: 9,841 pers/sq. mi. Per capita income in 1985 was $13,530. Latest population figures (1994) give the total population as 570,000 and show a median family income of $30,727. Some 15.2% of adult residents are high school graduates or higher and 11.6% have earned a bachelors degree or higher (1994).

Transportation
Metrorail and Metrobus are the main stays of DC's premier transportation system comprising 64 rail stations and over 350 bus routes. Metrorail stations are modern and well-laid out with quiet and comfortable cars. Metrobus network supplements Metrorail to provide total coverage of DC and connection to the suburbs. This safe system has its own police force and employs closed-circuit TV cameras to monitor station areas continuously. Metrorail provides direct service to Washington National Airport, Union Station (Amtrak) and the Pentagon. Amtrak and MARC Commuter rail connect passengers from Union Station with the outer suburbs and Baltimore Washington Airport. There are also some 10,000 taxies in service.

Welcome! This is the Region III Indoor Air Quality main page. In the future this will probably be called the Building Science page because it is now recognized that the total building contents and environment must be considered in addressing most Indoor Air Quality (IAQ) problems. Historically, IAQ grew out of the energy crisis of the early 70's resulting in reducing air changes in buildings (residential and commercial) by tightening the envelope and reducing air intake from other sources. In addition traditional building materials of wood, iron, stone, bricks, etc. were replaced by man made materials that offered advantages of reduced weight, lower cost, and lent themselves to new building techniques. However, in many cases these materials are prone to out gas chemicals over the short, or long, term that may have negative health considerations.
Another factor in the recognition of IAQ as a concern was the development of techniques and devices to identify and measure IAQ problems and establishing a link to health problems.

Community Academy Public Charter School The first school visited was The Community Academy Public Charter in Northwest, DC, with Fonda Sutton, the school’s director and Kent Amos, founder of The Urban Family Institute and driving force behind the Academy. Amos gave the philosophical background for the school’s creation, which comes from his experience with the violence and crime that claimed the lives of several of the children who he has mentored and taken into his family. Amos is committed to "creating a world where children plan for college, not for funerals." In his charter school, children are respected for their abilities, helped with special needs and encouraged to achieve. According to Amos, the school has to look at the substantive difference between how they educate a child and how they prepare him/her to be a citizen in their community. The Community Academy is a neighborhood-based, multiple campus charter that offers primary through secondary education. Next year they will add another site in another location within the city. Currently a Pre K-7 grade school, the Academy is preparing to accept classes of students that will bring enrollment to 4,000, up to grade twelve. A nine-member board of community members monitors the school. The school seeks to offer children a ‘nurturing village’ experience by including social services and education to family members. Sponsors of the Academy hope to create a neighborhood in which "families have the resources necessary to realize their potential, individually and collectively." This goal, they believe will best allow a child to reach his/her full potential and become a responsible adult who actively pursues lifelong learning opportunities.

ABSTRACT
The District of Columbia Public School System (DCPS) currently operates 164 schools in addition to administrative buildings. Task Force on Education Infrastructure for the 21st Century (Task Force) was asked to develop a long term strategy to modernize the public school facilities in the District of Columbia. In order to verify and update the 1992 facilities assessment, PRI conducted a visual inspection of school buildings and their nonoperating systems. Along with the school inspections, a unit price list for all observed deficiencies was prepared. The deficiencies were classified into major building components as established by the DCPS. PRI prepared a deficiency cost database for the 164 schools using the observed deficiency quantities and adjusted 1995 unit prices. Further, status information on the 164 operating DCPS schools, such as name of the school, additional educational programs, average class size, student enrollment, school capacity, community accessibility, comfort and usefulness ratings of various spaces, handicap accessibility, room closings due to health or safety considerations, and rating of facility components such as the roof, windows, boilers, drinking fountains, etc., was collected. GIS themes included ward boundaries, school locations, attendance zones, streets, etc. Then, deficiency cost data as well as the status data was reviewed and restructured by PRI to enable tabular entry. A total of more than 120 GIS fields for each of 164 schools was prepared to enable logical queries, charts, graphs, etc. Using this GIS application as a decision making tool, DCPS can realistically estimate what major components in schools must be repaired / replaced and within what time frame, and determine what level of maintenance, repair and capital replacement funding will be necessary for each of the two 5-year funding cycles anticipated in its capital budget through the year 2005.

Channing Phillips (202)514-6933 Former District of Columbia School Teacher pleads guilty to making false statements to the Department of Housing and Urban Development Washington, D.C. - United States Attorney Roscoe C. Howard, Jr. announced that Kenneth L. Moon, 50, of the 1400 block of Half Street, S.W., Washington, D.C., pleaded guilty today before U.S. District Judge Emmet G. Sullivan to one count of False Statements in connection with his fraudulent receipt of over $50,000 in federal housing assistance between 1994 and 2003. As a result of his guilty plea, Moon faces up to 12 months in prison when he is sentenced early next year. According to the government's evidence, between 1994 and 2003, Moon obtained $59,326 in housing subsidies from the United States Department of Housing and Urban Development (HUD) to which he was not otherwise entitled by making false statements about his income to HUD. Moon received financial housing assistance through his participation in the Section 8 Housing Assistance Payments Program (HAPP) administered by HUD. The HAPP program was designed to enable low-income individuals to choose and lease safe, decent, and affordable privately-owned rental housing, by providing such individuals, indirectly, with financial subsidies towards payment of rent.

    Identification and Characterization of the Affected Water Body.
    Wetland A is a forested wetland approximately 0.69-acre in size located adjacent to Illinois Route 3 in the southern portion of the site. It is dominated with woody vegetation and is virtually devoid of understory vegetation, likely due to frequent flooding. The woody vegetation includes silver maple, cottonwood, green ash, and box elder. Approximately 0.24-acre of this wetland will be impacted. One of the created wetlands proposed for mitigation will be constructed adjacent to this wetland. Wetland B is a forested wetland approximated 0.24-acre in size located in the south-central portion of the project site within a drainage swale. It is dominated by woody vegetation as well as understory vegetation including silver maple, box elder, American elm, spotted touch-me-nots, rice cutgrass, and stinging nettle. All of Wetland B will be impacted by the project.
