Superintendent, District of Columbia Public Schools INTRODUCTION According to Title VI of the Civil Rights Act of 1964, "No person in the United States shall, on the ground of race, color, ornatlonal origin, be excluded from participation in, be denied the benefits of; or be subjected to discrimination under any program or activity receiving federal financial asslstance." Related Federal Regulations state, "School systems are responsible for assuring that students of a particular race, color, or national origin are not denied the opportunity to obtain the education generally obtained by other students in the system" (33 Federal Register, 4956). This law has been specifically interpreted as applying to school children classified as non- or limited-English proficient (NEP/LEP) by reason of having an other-than-English home language background. Such a condition is held to preclude the student from an equal learning opportunity in an all-English-medium classroom ( Lau vs. Nichols

Washington, D.C. 20002 Dear Dr. Vance: Enclosed is the final report on the "Audit of Property Donated to the Government of the District of Columbia" (OIG-00-1-07MA). The objective of our audit was to determine whether donated property given to District of Columbia Public Schools (DCPS) was properly controlled, safeguarded, accounted for, and used for the intended purpose(s) for which it has been donated. Our audit covered fiscal years 1997 through fiscal year 1999 for property donated from private sources, and from January 1998 through February 2000 for property donated by the federal government. For school years 1997-1999 alone, two major food chains donated nearly $880,000 in supplies and equipment to participating District schools. Computer equipment donated by the United States Treasury Department to five District schools selected for examination had an original acquisition value of nearly $435,000. We selected 84 pieces of equipment that were donated by the food chains. Equipment was selected based on value and the likelihood that it may be subject to loss. With the exception of five items, all donated items were found and located on school premises. However, our examination of 287 items of federal computer equipment selected was not as successful. For the 287 computer equipment items, schools were only able to account for 35 items, or only 12 percent of the equipment they supposedly received.

Microsoft and District of Columbia Plaintiffs Settle District of Columbia Class Action Lawsuits Settlement Will Benefit Consumers and District of Columbia Schools WASHINGTON, and REDMOND, Wash. Oct. 28, 2003 The settlement, which received preliminary approval Friday from the Superior Court of the District of Columbia, will make vouchers available to class members that may be used to buy any manufacturer's desktop, laptop and tablet computers, any software available for sale to the general public and used with those computer products, and specified peripheral devices for use with computers. The total amount of vouchers issued will depend on the number of class members who claim vouchers. The maximum value of the vouchers that may be issued to class members will total $6.2 million. The company estimates that 126 schools, serving more than 37,223 students, will be eligible to receive assistance. This represents nearly 58 percent of all District of Columbia students.

The Office of the Inspector General is the executive branch's equivalent of the City Council's DC Auditor. The Inspector General investigates accusations of waste, fraud, mismanagement, and corruption in the District government. If the office discovers matters that are possibly criminal, it refers them to the US Attorney for the District of Columbia, or possibly to the Corporation Counsel, for prosecution. Otherwise, the Inspector General has the power to write and issue reports on its findings. The Office was made independent of the Mayor by the same federal legislation that created the DC Financial Responsibility and Management Assistance Authority, the Control Board. The current acting Inspector General is Charles C. Maddox, who was appointed on April 14, 1999. The Ministry of Education has agreements with the following overseas secondary schools to provide an annual inspection of their standard of instruction. If a school receives a satisfactory inspection report, the Principal is authorized by the minister to grant credits toward the Ontario Secondary School Diploma. The inspection of the school does not include matters relating to the health, safety or supervision of the pupils. The ministry is not involved in the hiring of teachers for the school. The ministry is not responsible for any claim for injury, loss or other damages to pupils, staff or visitors arising out of the operation of overseas schools.
