Region III Federal Technical Assistance Providers Comprehensive Centers What they do: The Centers are designed to serve each of the federally-funded programs under the Improving America's Schools Act (IASA). Home Page Columbia in the Community Collaboration with Public Schools Lisa Mata, Columbia staff member reads every Friday with her P.S. 125 elementary student during Columbia Power Lunch. As an academic institution in New York City, various segments of the University have become involved with the New York City Public Schools. The following gives a sense of the breadth and depth of that involvement. Collaboration with area school districts: A number of new Columbia initiatives have been launched to enhance existing public school outreach and support. Many are forming as the University lays the groundwork for the new Columbia University School, a K-8 lab school that will contribute to the enhancement of area public schools. While the school is still in the planning stages (opening fall 2003 to 650 students), it is the University's hope that the relationships formed now will serve to link area public schools with Columbia-developed educational materials and academic expertise thereby enhancing teaching and learning in area public schools. To date a number of new initiatives have been established between Community School Districts (C.S.D.) 3, 5 and 2.
  • A collaboration between C.S.D. #3 and Impact II, a non-profit organization with a 15-year history of successful professional development in New York City is expected to lead to a substantial private donation to C.S.D. #3. This gift will be used to fund an extensive faculty development program in the area of using new media in the curriculum. The Columbia Center for New Media Teaching and Learning and/or the Institute for Learning Technologies will play a major role in the faculty development program. Website:

CHILD ABUSE AND NEGLECT
  • In 1998, 9,862 children were reported as abused or neglected and referred for investigation in District of Columbia, a rate of 95.8 per 1,000 children in the population.
  • In 1998, 4,916 children were substantiated or indicated as abused or neglected in District of Columbia, a rate of 47.7 per 1,000 children in the population. Of every 1,000 children in the population, 36.3 children were known to be neglected, 4 were physically abused, and 0.9 were sexually abused.
  • In 1998, three children died as a result of abuse or neglect.
  • In 1998, 3,211 children in District of Columbia lived apart from their families in out-of-home care. Of these, 28% of the children were age 5 or younger and 21% were 16 or older.
  • Of the 766 children exiting out-of-home care in 1998, 28% were reunified with their birth families, and an additional 25% went home to relatives.

  • In 1999, 4,048 children were reported as abused or neglected and referred for investigation in the District of Columbia, a rate of 42.5 per 1,000 children, representing a 52% decrease from 1998.
  • In 1999, 2,308 children were substantiated or indicated as abused or neglected in the District of Columbia, a rate of 24.2 per 1,000 children, representing a 113% decrease from 1998. Of every 1,000 children, 17.4 were neglected, 3.5 were physically abused, and 0.4 were sexually abused.
  • In 1999, 5 children died as a result of abuse or neglect.
  • On September 30, 1999, 3,466 children in the District of Columbia lived apart from their families in out-of-home care, compared with 3,211 children on September 30, 1998. In 1999, 25.1% of the children living apart from their families were age 5 or younger, and 21.7% were 16 or older.

The vision of the Beaumont Foundation of America (BFA) is to fulfill the promise of the Information Age by providing access to technology and the skills to use it. Based in Beaumont, TX, the Foundation grants Toshiba branded equipment to support digital inclusion for underserved individuals. The Foundation will grant approximately $350 million in all 50 states and the District of Columbia. 2. How was BFA established?
BFA was created with funds generated by the settlement of a historic $2.1 billion class action lawsuit. The Foundation will use approximately $350 million in unclaimed settlement funds to provide state-of-the-art technology equipment to individuals, institutions and organizations in all 50 states. 3. The District of Columbia Youth Opportunity Initiative: A Visit to Two YO Sites
This field trip was organized by the American Youth Policy Forum and the National Youth Employment Coalition to learn about the implementation of the Youth Opportunity Initiative in Washington, DC. The trip focused on Workforce Investment Act Youth Opportunity Grant programming in Washington, DC, with visits to:
  • The Latin American Youth Center Youth Opportunity Site, a program serving out-of-school youth The United Planning Organization Youth Opportunity Site, a program serving students with an after-school program
District of Columbia Youth Opportunity Initiative Trip participants met with D.C. Department of Employment Services Youth Opportunity Program Director Michael Watts and D.C. Department of Employment Services Special Assistant to the Director Noel Meekins to discuss the implementation of the Youth Opportunity Initiative in Washington, DC. The D.C. Department of Employment Services (DOES) Youth Opportunity program was in its third year at the time of our visit. Each of the six YO sites has an area of expertise. For instance, the Latin American Youth Center features the YouthBuild program, Friendship House has media training and food handling programs, and Link and Learn has a technology focus. DOES provides additional expertise and support to its partners. For example, DOES recently linked with the AFL-CIO to create the Building Futures Program, providing 60 youth with an introduction to the building trades.
