Charter Schools in District of Columbia
Law: Passed in 1996 Rank : 3rd strongest of the nation's 40 charter laws CER Grade : A Schools Students
DEVELOPMENTS:
  • GET THE FACTS: Charters have not yet been formally evaluated as to their progress in advancing the education of the least educated District children, who come from the regular public schools.... In the meantime, parents - the child's first teacher-have spoken loudly, enrolling more than 15% of their children in charters. That voting with their feet ought to count for something.
Click here to read the entire Letter to the Editor by Jeanne Allen , submitted to The Washington Post, June 19, 2003
SCORE: Washington, DC boasts one of the strongest charter laws in the nation. With 39 charter schools, and 15% of the student population in charter schools, its success and health underscore the benefits of strong laws. The District, like many states, has its share of challenges with the usual bureaucratic tinkering, but DC’s crop has an open hearing from the District’s two chartering authorities, has permitted parents and companies to run schools, is given a substantial amount of funding and is autonomous from government entities. Welcome!

The mission of the Van Buren Public Schools is to educate children, youth, and adults for full participation in a rapidly changing society and to build and maintain a learning community that improves the quality of life.. From preschool through adult education, our employees are dedicated to fulfilling this mission and are proud to make a difference in the lives of our students and in our community on a daily basis.
Our goal is to educate all children. We recognize that each child has individual needs, and we will not leave any child behind. Incredible opportunities lie ahead, and our school board and our staff are committed to work together as a team to give our community's children the highest quality education possible. The district has one preschool center, six elementary schools, two middle schools, and one comprehensive high school. Staff members operate under the direction of an elected seven-member Board of Education which meets on the second and fourth Mondays of every month.

Analyzing Characteristics of the 108th Congressional Districts
Resources to assess the state of education, economy and special interests
The 108th Congress convened on January 7th, 2003, and continues until January 2005. Detailed information on the 108th Congress is available from the Office of the Clerk, U.S. House of Representatives ( http://clerk.house.gov/
In March 2003, the Census Bureau released new demographic and geographic data for the 108th Congressional Districts. This web page reviews the scope and use of these data resources and summarizes Proximity information resources that can be used to process, integrate these data with your own data, and interpret the data, and help with decisionmaking analyses. See more about special reports on the 108th Congressional Districts developed by Proximity.
How and Where Have Congressional Districts Changed? Using the State of Missouri as an example, the above graphics show Missouri by 107th CD, 108th CD, and 107 superimposed on 108. County boundaries are shown in gray. It is evident that CD 09 has expanded to the south and southwest and contracted in the area north of St. Louis. Several other Districts have had similar changes. This pattern of changing district boundaries is typical of most states with more that one district. Using Census 2000 demographics it is possible to determine how the demographics of the overall district have changed resulting only from the changing geography. That is, these data show change resulting from change in geographic territory only not reflecting change in population growth or composition over time.

Chairmen Tom Davis (R-VA), Rodney Frelinghuysen (R-NJ) and John Boehner (R-OH) will offer an amendment to the D.C. Appropriations bill that would authorize a K-12 scholarship program for low-income students in the District of Columbia . The bill already appropriates $10 million to the scholarship program. Action is expected soon after the House reconvenes in September. How it Would Work Voluntary: Interested organizations (DC Public Schools and non-profit organizations) would submit competitive proposals to run the Scholarship Program – organizations opt in, rather than a system being imposed on DC. New Money: D.C. public schools are receiving a significant increase in federal education funds this year from several federal sources, including the No Child Left Behind Act and the Individuals with Disabilities Education Act. The scholarship funding request would be paid for with separate funds set aside by Congress for the President's school choice initiative, and does not come out of the funding increase D.C. schools are receiving
