Chairmen Tom Davis (R-VA), Rodney Frelinghuysen (R-NJ) and John Boehner (R-OH) will offer an amendment to the D.C. Appropriations bill that would authorize a K-12 scholarship program for low-income students in the District of Columbia . The bill already appropriates $10 million to the scholarship program. Action is expected soon after the House reconvenes in September. How it Would Work Voluntary: Interested organizations (DC Public Schools and non-profit organizations) would submit competitive proposals to run the Scholarship Program – organizations opt in, rather than a system being imposed on DC. New Money: D.C. public schools are receiving a significant increase in federal education funds this year from several federal sources, including the No Child Left Behind Act and the Individuals with Disabilities Education Act.
