    State School-Based Health Centers Membership Organizations. Twenty-one states report the presence of SBHC-member organizations that provide technical support to members.These include: Arizona, California, Colorado, Connecticut, Florida, Illinois, Kentucky, Louisiana, Maine,Maryland, Massachusetts, Michigan, New Mexico,New York, North Carolina, Ohio,Oregon, Rhode Island,Tennessee,Texas, and West Virginia. Number of School-Based Health Centers in the United States According to the 2002 State Survey of School-Based Health Center Initiatives, there are 1498 school-based health centers across the country. This is an increase of nine percent over the past two years, an increase of 147% since 1994 and an increase of 650% since 1990 when 200 centers were estimated. The centers are found in 43 states plus the District of Columbia. Seven states do not have school-based health centers: Arkansas, Hawaii, Idaho, Montana, North Dakota, South Dakota, and Wyoming (Figure 1).

    NEA Study Finds Investment in U.S. Public Schools Lagging as Education Needs Rise
    Washington, D.C. - Despite the vital importance of education to Americans, critical investments in U.S. public schools remain stagnant, according to a state-by-state report released today by the National Education Association (NEA). The report, titled (PDF, 1M, 127 pages), paints a difficult funding picture for public education nationwide. Despite rising enrollments and a growing need for qualified teachers in many areas of the country, the average expenditure per student and the average salary of a public school teacher for the 2001-2002 school year increased only slightly over the previous year. Over the last 10 years, teacher salaries have remained flat, growing just 2.4 percent during that time period, or approximately 0.2 percent per year when the cost of living is factored in. Nineteen states and the District of Columbia saw real declines in average teacher salaries over the years 1991-92 to 2001-02, adjusted for inflation. Those with average salaries declining 5 percent or more: Alaska (-13.6%), Connecticut (-11%), Vermont (-9%), Wisconsin (-6.4%), New York (-6.3%), New Hampshire (-6.1%), Nevada (-6%), Kansas (-5.8%), and the District of Columbia (-5.3%) (Chart C-14). The study shows that the federal government's share of the public education dollar was 7.5% in 2001-2002 not enough to cover the cost of federally mandated education programs. State and local governments will need a larger share from the federal government in order to put the federal education mandates in place without sacrificing other programs. By failing to fully finance the new No Child Left Behind Act, which was enacted in 2002, the federal government will be undermining state and local governments' ability to find ways to attract qualified teachers into joining and staying in the profession, modernize existing schools and build new ones, and provide students with the programs, materials and books they need to meet the high standards envisioned by the new law.

    Charter schools
    Charter schools are supposed to allow parents and teachers to develop publicly funded schools with the flexibility to be innovative and free of rules and regulations that stifle creativity. The charter school movement has grown from one school in Minnesota in 1992 to about 1,100 charter schools across the country today. Currently, 36 states and the District of Columbia have legislation authorizing the creation of charter schools. The notion of what constitutes a charter school continues to evolve. The original idea for charter schools envisioned a group of teachers, perhaps with the help of parents, developing a plan for a school and applying for a charter from the local school board. Charter schools might have a specific academic focus (e.g., math and science or the arts) or employ specific teaching techniques or target a specific group of students (e.g., at-risk). These charter schools would operate as part of the local public school district, supported by public education funds. However, many charter schools depart from this original vision. If the goal is improved student achievement, students in some charter schools are not faring very well. Studies of charter schools in Texas and Arizona show that there has been no evidence of improved student performance among charter school students. A 1998 UCLA study of California charter schools found that charter schools rarely had clearly defined goals or standards and none was "doing more with less" money. In addition, the charter schools exerted considerable control over the types of students they serve. Unlike other public schools, they’re not taking all comers. In Michigan, researchers found that because of weak monitoring efforts, poorly performing charter schools are not likely to be closed.
