WTU Administrator's Report S TRAIGHT T ALK Dear WTU Member, As you know, the Washington Teachers’ Union has survived one of the most challenging times in its history. We now are entering a time for restoring trust and building leadership that can guide our organization into the next era. Together, we can create a stronger, more viable union. I write to seek your support by encouraging you to become an active participant as we work together to rebuild the union and to cultivate new leadership. The WTU faces some difficult challenges that can be overcome only with the support and involvement of each member. As DCPS searches for ways to trim the budget to avoid a deficit this fiscal year, our schools face severe reductions in funding. Acting on the recommendations of the Mayor, the City Council already has slashed $100 million from the DCPS Board of Education budget for next year. We must fight any attempt to balance the budget at the expense of our members and the students we serve. Our war is being waged on several fronts. While there is a vital need to exert influence in efforts to restore dollars to the anemic education budget being transmitted to Congress, we also must continue our fight to:

Professor Hawkins-León
Prior to joining the academy, she served as an administrative judge for the Contract Appeals Board in Washington, D.C., as general counsel for the District of Columbia Department of Administrative Services, and as committee counsel and staff director for the Committee on Government Operations of the Council of the District of Columbia.
Professor Hawkins-León has written articles on topics that include transracial adoption; the expansion of kinship care and adoption as a solution to the U.S. foster care and adoption crises; the adoption crisis facing African-American families and potential solutions through application of the Indian Child Welfare Act; the history of the insanity defense and its fictional application as analyzed using the "literature as law" approach, a phrase she has coined; and a comparison of the Socratic and problem methods in legal education.

Awarding of $2.5 million to 100 of America’s finest K-12 educators highlights 15th annual Milken National Education Conference, May 4-6 in Washington, D.C.
Charleston, W.Va. – No one knows better than educators themselves how critical teacher quality is to the ultimate academic success of every student in America.
That is why, during Teacher Appreciation Week, hundreds of outstanding K-12 educators from across the U.S. will join elected officials, policy leaders and other education experts as they explore ways to attract, develop, motivate and retain exceptional teachers at the 2004 Milken National Education Conference, May 4-6 at the Mayflower Hotel in Washington, D.C.
Two West Virginia teachers will be honored during this event. Vaughn G. Rhudy, an English and journalism teacher at Shady Spring High School in Shady Spring, West Virginia and Eric Kincaid, a science teacher at Morgantown High School in Morgantown, West Virginia are the 2003 Milken National Educators.

  • Secretary of Labor Alexis Herman is scheduled to testify February 29, before the Senate Appropriations Subcommittee on Labor-HHS-Education on the Department's FY 2001 proposed budget. Other Cabinet officials appearing the same morning before the subcommittee include Health and Human Services Secretary Donna Shalala and Education Secretary Richard Riley. Secretary Herman will appear before the House Appropriations Subcommittee on Labor-HHS-Education on March 22. BLS Commissioner Katherine Abraham will testify on March 23, and ETA Assistant Secretary Ray Bramucci and VETS Assistant Secretary Al Borrego are scheduled to testify on March 27.
SUPPORT FOR BIENNIAL BUDGETING GROWS
  • A long-standing proposal to shift the congressional budget and appropriations process from once a year to every two years appears to be gaining support in the House and Senate. Supporters of the measure say that the two-year budget would save time and free up Congress to do more careful oversight of government programs. Opponents of the measure say that Congress would be locked into a budget for two years and would be incapable of responding to emergencies and changing conditions. About 245 House members support the change and several key Senators who could have filibustered the bill have now said they would not stop it. The Senate could take up the bill as early as next week.
