Dr. Douglas is an educator, trained in the field of international relations, and specializes in democracy in developing countries, international labor affairs, and international ethics. He has taught university students at SAIS, adults in a mid-career graduate program at Georgetown University, foreign visitors to the U.S., U.S. Foreign Service officers, and Latin American, African, and East European trade unionists. He has over three decades of practical experience in international labor affairs, and has lived and worked for extended periods in Europe, Latin America, and Asia (where he has twice been a Fulbright Lecturer in Korea). At SAIS, he co-teaches Labor in Developing Countries and teaches Ethics, Choice and a Just World Order. He holds a B.A. in political science from the University of Washington, an M.A. from SAIS, and a Ph.D. in Politics from Princeton University. Monica Brand

Paige Approves West Virginia's State Accountability Plan under No Child Left Behind Posted: April 07th, 2003
CHARLESTON, W.Va. West Virginia has completed work on a plan for a strong state accountability system aligned with the No Child Left Behind Act (NCLB) of 2001, U.S. Secretary of Education Rod Paige announced today.
Paige made the announcement during an event at the Kanawha County Public Library. He was joined by Rep. Shelley Moore Capito and West Virginia Superintendent of Schools David Stewart.
“West Virginia has pulled together a strong, inclusive team of state leaders and educators that succeeded in shaping a strong accountability plan that will benefit all West Virginia children,” Paige said. “I applaud Superintendent Stewart and his entire team for their efforts to make sure no child in West Virginia is left behind.”
Under NCLB's strong accountability provisions, states must describe how they will close the achievement gap and make sure all students, including disadvantaged students, achieve academic proficiency. In addition, they must produce annual state and school district report cards that inform parents and communities about state and school progress. Schools that do not make progress must provide supplemental services such as free tutoring or after-school assistance, take corrective actions and if still not making adequate yearly progress after five years must make dramatic changes in the way they operate.
West Virginia is the ninth state to gain approval. Other states whose plans have been approved include Colorado, Indiana, Kansas, Maryland, Massachusetts, Mississippi, New York and Ohio.

Home Division of Special Education State Schools for Severely Handicapped
Outreach Services of the
General Information Each year, Missouri school districts are serving more students who have moderate or severe disabilities. Outreach services available through the State Schools for Severely Handicapped are designed to support these efforts by providing information, personalized technical assistance and staff training to assist classroom teachers and other school district personnel. The State Schools is a statewide public school system serving Missouri students, ages 5-21, with severe disabilities. Students are referred to the State Schools when local school districts are unable to meet their educational needs. Cost There is minimal cost to the school district for using the Outreach Services of the State Schools for Severely Handicapped. The school district may be asked to incur the cost of copying training materials. Reasonable travel expenses of the State Schools staff, which are based upon state guidelines, will be incurred by the local school district. Travel of more than 150 miles may involve overnight lodging and meal expenses. Resources Resource libraries are located in the offices of the Supervisors for Instruction.

In some areas, competition over certified teachers has become so fierce that districts are promising signing bonuses, paid health insurance, subsidized housing, and more. Just what does it take to woo or lose a teacher? This week, Education World explores what some school districts are doing to attract and retain teachers. Mix together swelling numbers of immigrant and baby boomer children, class size reduction initiatives, and a graying teacher force. Stir in lack of teacher mobility, inadequate induction programs, poor working conditions, the lowest unemployment in three decades, and a growing salary gap between teachers and other college graduates a difference of more than $32,000 for experienced teachers with master's degrees and you have created the worst shortage of qualified teachers ever.
