An Analysis of The District of Columbia: Education Tax Credit Initiative
by E. G. West E. G. West is a professor of economics at Carleton University in Ottawa, Canada and the author of numerous works on the economics of education. Among his books are Non-Public School Aid: The Law, Economics and Politics of American Education; The Political Economy of American Public School Legislation; Education and the State: A Study in Political Economy; and The Economics of Education Tax Credits. Executive Summary On October 13, 1981, the District of Columbia Court of Appeals ordered the city's elections board to place an educational tax credit initiative on the November 3rd ballot. This action cleared the way for a referendum that could establish the first such program in any American city. For the first time in the twentieth century all families would be given the effective freedom to choose schools for their children. This is a privilege that has been enjoyed before only by those families that can afford to "pay twice" for schooling, once through their conventional tax payments, and once through the direct tuition charge at a private school.

We provide help in the areas of family law (including custody, visitation, child support, and domestic violence issues), landlord-tenant (including defending against Superior Court evictions, as well as Section 8 and DCHA administrative proceedings), public benefits (TANF, food stamps, Medicaid, General Assistance for Children, or POWER) and special education cases. We also provide social work assistance to legal clients. In addition, The Legal Aid Society can refer over-income applicants for pro bono representation through network of private, corporate and government attorneys. Pro bono referrals are made in the subjects described above, as well as in SSI, SSDI, and bankruptcy cases. About the GED Test
What are the GED Tests?
The GED Exam covers core five subject areas required in a traditional high school curriculum. With the exception of Language Arts - Writing Skills, which requires you to write an essay, and the Mathematics Test, which has open-ended questions that require that some of the answers be entered on to an Alternative Grid or a Coordinate Plane, all of the questions on the GED Test are multiple choice with five possible answers given. The questions range in difficulty from easy to hard, and cover a wide variety of subjects. The following table provides the number of questions and time limits on the GED Exam.

Channing Phillips (202)514-6933 Former Department of Education employee sentenced to 54 months in prison for conspiracy and government theft - husband and son also receive prison terms Washington, D.C. Elizabeth Mellen had previously pled guilty to Conspiracy and Theft of Government Property on January 17, 2002. Philip Burroughs and Luther Mellen were both found guilty of Conspiracy to Defraud the United States and Receipt of Stolen Government Property on November 7, 2002, following a jury trial before Judge Sullivan. Burroughs was also found guilty of Theft of Government Property. Elizabeth Mellen's nephew, Jeffrey Morgan, also a former Department of Education employee, was also found guilty at that jury trial of Theft of Government Property, and was sentenced to serve 6 months in a halfway house on May 19, 2003. On that same day Maurice Hayes, a former Bell Atlantic Technician, was sentenced to serve 27 months in prison following a trial in February 2002, where he was found guilty of Conspiracy and Theft of Government Property. In or before 1997, Elizabeth Mellen began asking Sweeney to order materials for her personal use and that were not related to the performance of the Department's contract. Initially these orders were sporadic and limited to telephones. The orders increased in amount and frequency in early 1997, when Elizabeth Mellen ordered a Gateway 2000 Destination computer for the house she and Luther Mellen shared. The next high-dollar item was a laptop computer that she ordered for her stepson at the request of Luther Mellen, in April 1997. Once these orders went through without any difficulty, Elizabeth Mellen began to order large quantities of electronic equipment which she kept for herself or gave to various family members or friends including her son, Philip Burroughs, from a previous marriage and her nephew, Jeffrey Morgan.

Multistate Actions: 52 Attorneys General and the District of Columbia Corporation Counsel Reach a $51.5 Million Settlement With Ford Motor Company
Attorneys General from all 50 states, Puerto Rico, and the U.S. Virgin Islands, and the District of Columbia Corporation Counsel reached a settlement with Ford Motor Company, resolving allegations that the company misled consumers about the safety of its sport utility vehicles. As part of the settlement, Ford will fund a $30 million consumer education campaign on SUV risks and safety tips. The Attorneys General asserted that Ford failed to warn drivers of the risk of tire failure on some Ford SUVs and used deceptive advertising to sell SUVs and tires. The states contend that Ford continued to equip its SUVs with Firestone ATX and Wilderness AT tires, even after the company knew that the tires had an unacceptably high failure rate and often caused roll-over accidents. Ford also was accused of running ads that exaggerate the safe loading capacity and maneuverability of its SUVs and the quality of aftermarket tires sold by its "Around the Wheel" program. Ford denied the allegations. The states will use $30 million from Ford to mount a nationwide public service consumer education campaign on SUV safety. The remainder will go to the states for their costs of investigation and for litigation and consumer education. The settlement does not include consumer restitution because Ford already has spent $2 billion to replace tires in the 53 jurisdictions.

Mr. Chairman, Members of the Subcommittee: I truly appreciate being invited to this all-important committee meeting. The current condition of our school system here is no different than what Chicago, New York, Milwaukee, San Francisco, or Los Angeles, are experiencing. Nor is much of what the District's schools are facing different than what one finds in many suburban school systems; that is, a growing and urgent concern that we are not doing enough, that too many children are falling through the cracks, and that too many aspects of the system are simply irreparable. With all this said, Washington, DC is unique in that there are unprecedented opportunities available here for change and scores of dedicated people willing to bring that change, that reform, into fruition. First and foremost, there is the extraordinary opportunity to open charter schools, in fact, to convert all District schools to charters and open up brand new ones. The Center's research shows that Washington, DC has the nation's second strongest charter law. It is completely open to a diverse array of schools, and provides any charter school the important building level, independence and freedom that has allowed the nation's 480 charters to flourish. But theory and practice are two different things. The District has languished since the charter law was enacted, and lost many an opportunity to provide immediate relief for children from failing schools.

Sponsoring Department: Anesthesiology Length: 12 months at PGY 5 Level (CA4) Description: The Pain Management Center of Georgetown Hospital offers a wide range of services to more than 2,000 patients per year. The range of activities include 1) an Acute Pain Service staffed primarily by nurse specialists under the direct responsibility of the pain service, which includes consultations for inpatients. 2) An out-patient clinic dealing with both non-malignant and malignant pain patients. 3) A "Block Clinic" which provides on a regular basis a whole array of nerve blocks to referred patients. 4) Multidisciplinary team approach. In addition to these basic clinical activities, a clinical research program is offered. The main stream of projects deals with acute, neuropathic and cancer pain. Also regular weekly teaching activities are provided. The fellowship focuses training in advanced techniques of pain management, requires a project, and prepares the candidate for pain management certification. All training activities are carried out under the direct supervision of one of three pain fellowship trained attendings. The fellowship interacts with a multidisciplinary pain team including a physiatrist, psychologist, psychiatrist with consultations as needed from neurosurgery and neurology.
