ABOUT COLUMBIA UNIVERSITY AND THE NAACP LDF's
50TH ANNIVERSARY CELEBRATIONS In the middle of the 20th Century, a band of lawyers at the NAACP LDF, led by Thurgood Marshall, came together to fight for the civil rights revolution. On May 17, 1954, they received a victorious ruling in the case of Brown v. Board of Education , which declared that "in the field of public education the doctrine of ‘separate but equal' has no place." Jack Greenberg (CC '45, Law '48), a Columbia Law School professor and key member in the NAACP LDF for thirty-five years, as well as a number of Law School graduates, were among the attorneys who successfully argued the case. Five decades later, Columbia University and the NAACP LDF will revisit this groundbreaking decision, explore the events leading up to the ruling, and discuss its continuing impact on society. The year-long anniversary celebration in honor of the 50th anniversary of Brown v. Board of Education, commenced during Black History Month, and will continue through December 2004.

To award credit for compliance with the District's compulsory school attendance law, independent, private and parochial schools must submit satisfactory evidence to the Superintendent of Schools that the amount of instruction, character of instruction, qualifications of staff and other conditions, such as class size, facilities, counseling services, and attendance recordkeeping, are acceptable to the Board of Education. D.C. Municipal Regulations 2100.2. Registration/Licensing/Accreditation: The District of Columbia Board of Education is responsible for establishing requirements to govern acceptable credit for studies at independent or private schools. D.C. Code Ann. 31-402(d). Schools must provide satisfactory evidence to the Superintendent of Schools that the amount of instruction, character of instruction, qualifications of staff and other conditions, such as class size, facilities, counseling services, and attendance record-keeping are acceptable to the Board. D.C. Municipal Regulations 2100.2. Institutions that submit proof of accreditation or that they are undergoing the process of accreditation by an accrediting body approved by the Board will be deemed to have presented satisfactory evidence. D.C. Municipal Regulations 2100.3. The parochial nature of an educational institution or sectarian nature of instruction cannot be a factor for the Board's determination. D.C. Municipal Regulations 2100.5.

History of Voting in DC
Citizens of the District of Columbia gained the right to vote in presidential elections with the passage of the 23rd Amendment to the Constitution in 1961 making the 1964 presidential election the first time that DC residents voted for President of the United States. Before that (since 1936), DC residents voted only for party officials and delegates to the Democratic and Republican national conventions. Board of Education In 1968, residents were granted the right to vote for an elected Board of Education. Under the law creating the school board, one member would be elected from each of the eight wards, and three would be elected at-large. All 11 members serve four-year terms.

Council Scoffs At Takeover Bid By Justin Blum

Wednesday, April 21, 2004; Page A01 D.C. Council members yesterday soundly rejected Mayor Anthony A. Williams's bid to gain control over the city's schools, with several saying that his management of other agencies gave them no confidence in his ability to fix the long-troubled system. The council voted 9 to 4 against a measure that would have turned the school board into an advisory panel and given Williams the power to hire and fire the superintendent. Council members then voted 11 to 2 to make the school board an all-elected panel after 2006, removing the mayor's power to appoint four of its nine members. Final votes are expected May 4. The outcome was a stinging setback for Williams (D), who had said that repairing the schools was key to his legacy and that he wanted to follow the example of New York, Chicago and other large cities where mayors assumed control over public education and were credited with sparking improvement. "I believe that once in our tenures as public officials, or maybe, if we're lucky, twice, we have an opportunity to really make a difference," Williams said at a hastily called news conference after the council action. "And I think the council today in its vote missed out in that opportunity."

Congress plays a unique and often controversial role in the District of Columbia school system. Under the watchful eye and prodding hands of Congress, the District of Columbia is experimenting with or debating every type of school reform known to the nation's urban schools. For instance, for the past 14 months, the Washington school system has been led by a no-nonsense retired U.S. Army generalmuch like Seattle's schoolsworking under the direction of an appointed board of trustees similar to Chicago's. The new regime has adopted the high standards, high-stakes philosophy of Philadelphia and is using the same frameworks for academic achievement employed by New York City and other big cities.
The District of Columbia school system, like many of its counterparts across the nation, also has facilitated the creation of charter schools. Four are now operating, and up to 20 more may open in the 1998-99 school year. And the nation's capital was a central player last year in the hottest debate in urban education: private school choice. Republicans in Congress were intent on trying a $7 million voucher initiative in Washington similar to such plans in Milwaukee and Cleveland, but their attempts ultimately ran into a roadblock in the White House. Under the threat of a presidential veto of the entire city's budget, Republicans removed the voucher language from the spending bill and plan to send it to the president as a separate bill this winter.
