ELAINE JONES
President and Director-Counsel,
NAACP Legal Defense and Education Fund Inc. Elaine R. Jones took the helm of LDF in 1993, becoming its first female leader. She brought with her two decades of experience as a litigator and civil rights activist, as well as a passion for fairness and equality that dates back to her childhood. Born in Norfolk, Virginia, Ms. Jones came of age in the Jim Crow South and learned its painful lessons early on. From her mother (a college-educated schoolteacher) and her father (a Pullman porter and a member of the nation's first black trade union), Ms. Jones learned about both the realities of racism and the importance of idealism. From the age of eight, she knew she wanted to be a lawyer and to commit her life to the pursuit of equal justice. After graduating with honors in political science from Howard University, Ms. Jones joined the Peace Corps and became one of the first African Americans to serve in Turkey. This began a long series of "firsts" in her career. Following her two-year Peace Corps stint, she became the first black woman to enroll in the University of Virginia School of Law, and was its first female African-American graduate.

Beaufort County School Board, District Lauded for Arts Education The Beaufort County School Board today received the 15th annual Kennedy Center Alliance for Arts Education Network and National School Boards Association Award recognizing excellence in arts education. School boards were nominated by Kenney Center state Alliances for Arts Education and state school board associations. Since 1989, this prestigious award has nationally recognized 33 school boards in 23 states for their support of arts education. School districts selected for this national honor must demonstrate support for all four artistic disciplines in their arts education program including visual arts, music, theater and dance. Instruction and programming must also be available for all students throughout the district. Specifically, the Beaufort County School District requires arts curriculum offerings in general music, strings and visual arts for all pre-kindergarten through fifth grade students. Dance, drama, band and chorus offerings are added at the middle school level and continue into high school. The ways in which the school district develops collaborative partnerships with the cultural resources available in the community was also an important consideration in reviewing nominations.

Students who live outside the District, but attend a District public school, are required to pay tuition in accordance with the District of Columbia Nonresident Tuition Act. To ensure that only eligible District residents receive the free services of DC public education, students are required to prove District residency annually upon enrollment.

A BILL TO BE ENTITLED
AN ACT
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
SECTION 6A.
Unless otherwise prohibited by the federal Voting Rights Act of 1965, as amended, the election superintendent of Columbia County shall call and conduct an election on the date of the 2004 General Election as provided in this section for the purpose of submitting to the electors of the Columbia County School District a nonbinding referendum on the question of whether the chairperson of the Columbia County Board of Education should be elected by the voters of the entire Columbia County School District. The election superintendent shall issue the call and conduct such election as provided by general law. The superintendent shall cause the date and purpose of the election to be published once a week for two weeks immediately preceding the date thereof in the official organ of Columbia County. The ballot shall have written or printed thereon the words:
'NONBINDING REFERENDUM
Shall the chairperson of the Columbia County Board of Education be elected by the voters of the entire Columbia County School District?'
