Today's public understanding of the landmark United States Supreme Court decision in Brown v. Board of Education has been shaped by misconception and inaccurate information. While Brown v. Board of Education is one of the most important milestones in U.S. history, it is often misunderstood. Below are commonly held myths about the case, and the realities of what actually transpired. Myth Truth Brown v. Board of Education was the first legal challenge to racially segregated schools in the United States. African American parents began to challenge racial segregation in public education as early as 1849 in the case of Roberts v. City of Boston, Massachusetts . Kansas was the site of eleven such cases spanning from 1881 to 1949. The Brown case in Kansas came about because Linda Brown was denied access to her neighborhood school and had to walk dozens of blocks to attend an African American school. The Brown case was initiated and organized by the National Association for the Advancement of Colored People (NAACP) leadership who recruited African American parents in Topeka for a class action suit against the local school board. Although school buses were provided for African American children, they were only allowed to attend designated public schools based on race. The only plaintiff in the Brown case was Oliver Brown on behalf of his daughter.

About The Case
The 1954 United States Supreme Court decision in Oliver L. Brown et.al. v. the Board of Education of Topeka (KS) et.al. is among the most significant judicial turning points in the development of our country. Originally led by Charles H. Houston, and later Thurgood Marshall and a formidable legal team, it dismantled the legal basis for racial segregation in schools and other public facilities. By declaring that the discriminatory nature of racial segregation ... "violates the 14th amendment to the U.S. Constitution, which guarantees all citizens equal protection of the laws," Brown v. Board of Education laid the foundation for shaping future national and international policies regarding human rights. Brown v. Board of Education was not simply about children and education. The laws and policies struck down by this court decision were products of the human tendencies to prejudge, discriminate against, and stereotype other people by their ethnic, religious, physical, or cultural characteristics. Ending this behavior as a legal practice caused far reaching social and ideological implications, which continue to be felt throughout our country. The Brown decision inspired and galvanized human rights struggles across the country and around the world.

Monroe Elementary (Brown v. Board of Education National Historic Site) and Sumner Elementary (a National Historic Landmark) played a significant role in the landmark Supreme Court case, Brown v. Board of Education. On May 17, 1954, the Supreme Court ruled that "separate educational facilities are inherently unequal." The decision forced the desegregation of public schools in 21 states. Topeka's elementary schools had been segregated since 1896, when the Supreme Court's decision in Plessy v. Ferguson sanctioned "separate but equal" classrooms for black children. Until the landmark Brown decision, young Linda Brown could not attend all-white Sumner Elementary four blocks from her home. Instead, she had to cross a railroad yard and busy boulevard to wait for a rickety and frequently-delayed bus that would take her 20 blocks to all-black Monroe Elementary. The NAACP filed suit, but in August 1951 a three-judge federal panel threw out the case, ruling that although segregation might be detrimental to Topeka's black children, it was not illegal, since all Topeka schools had equal facilities and programs. The NAACP appealed to the Supreme Court, joining the Brown case with similar cases from Delaware, Virginia , South Carolina, and the District of Columbia, and naming it after the Kansas case to show that the issue was not unique to the South. Special counsel Thurgood Marshall argued that segregation was unconstitutional because it stigmatized African Americans, thereby denying them the equal protection guaranteed by the 14th Amendment. Chief Justice Earl Warren and a unanimous court agreed.

Columbia School District lies in a rural area that stretches into four southeast Michigan counties. Within the district one finds a multitude of inland lakes and plenty of recreational opportunities. The beautiful and placid atmosphere has attracted many new residents from urban areas. This influx from the cities has provided our school district with a richly diverse population and a rapidly growing business community. In the late 1960's the current school district was formed through the consolidation of the Brooklyn, Cement City and Clark Lake schools systems. Today the Columbia School District provides educational services for about 2,000 students and is a Class B school system. Columbia Central High School is located on Hewitt Road, near Lake Columbia. Columbia Middle School and Brooklyn Elementary School are located in Brooklyn, at the end of School Street. Norman Miller Elementary is in Cement City. Clarklake Community Education Center is home to our Adult and Community Education programs; Child Care, Preschool and four year olds, Options; the High School Alternative Program; and enrichment/recreational activities. The Columbia School District has 245 employees and operates on an annual budget of approximately $14,000,000. Can include work with alcoholics or individuals addicted to other drugs; must have taken place within the past 5 years from date of application. 200 hours of Clinical Supervision. Document hours where a person providing guidance and assessment evaluated your work. Individual providing supervision must be a Level II Certified Addictions Counselor, Certified Clinical Supervisor (with an active credential), a NAADAC Level II or MAC credential, an Addictionologist certified by the AMA or ASAM, or a Certified Chemical Dependency Nurse by the Nurses' Board. Can take place in more than 1 facility by more than 1 supervisor. Individual should go over core function areas during supervision and keep a log of time spent in these sessions in each area. Supervision must be provided over, at least, a 1-year period.

Councilmember Schwartz's Biography Carol Schwartz's devotion to the District of Columbia and her passion for its people began in 1966, when she came here to teach special education. Since then, Carol has shown her commitment to public service by contributing her time, her energy and her voice to a wide array of community causes. She has tutored students at Malcolm X Elementary School in Anacostia; counseled substance abusers in treatment programs; fought for services for people with AIDS; and helped to provide safe activities for District children all as a volunteer.
A Republican in an overwhelmingly Democratic city, Carol was elected to two four-year terms as Ward 3 representative on the Board of Education starting in 1974, and has won citywide races for a seat on the Council of the District of Columbia three times. First elected to an At-Large seat in 1984, she served one term before deciding not to seek re-election in 1988 following the death of her husband, David H. Schwartz. Voters returned her to the At-Large seat in 1996, and she was re-elected in 2000. Propelled largely by her desire to serve and in part by her firm belief that political competition leads to better government, Carol has run for Mayor of Washington four times, in 1986, 1994, 1998 and 2002.
On the Council, Carol has sponsored legislation making it easier and safer for District employees to report wrongdoing, mismanagement or fraud in government. The "District of Columbia Whistleblower Reinforcement Act of 1998" created what is considered to be one of the country's strongest laws protecting whistleblowers. In the 1980's, she spearheaded an effort that reduced personal income taxes for District residents. Carol shepherded legislation through the Council to promote shopping at city businesses by eliminating parking meter fees on Saturdays and evenings. She also sponsored legislation to lower the blood-alcohol level required for prosecution of drunk driving cases to .08 percent.

The District of Columbia Promising Practices Forum: A Technical Assistance Workshop for DC Charter Schools Biographical Sketches of Charter School Leaders Milo Jane Cutter is Co-founder, co-director of the City Academy, the nation's first charter school, located in St. Paul, Minnesota. Ms. Cutter is a member of the National Education Association School Initiative Advisory Committee and the Mayor's Education Advisory Task Force, as well a board member of the Minnesota Charter School Association. Mr. Farias is also the founder and current president of the Tejano for Community Concerns, a 501(c) 3 organization dedicated to improving opportunities for children and families by providing educational, social, social and health services, as well as through housing and economic development initiatives. A member of the Texas Association of Charter Schools, Mr. Farias serves on the board of the Inter-Ethnic Forum, Houston Drug Free Business Initiative, the Consumer Credit Counseling Services and the City of Houston's Enhanced Community Governance Board. Typically, the Mayor submits a combined budget to the Council, which reflects a consensus between the Board, Superintendent and the Mayor's office. The school system's budget supports $61 million in technical adjustments and initiatives identified by Dr. Vance and the Board as critical to funding the basics of a successful school system. However, the Mayor's budget provides only $658 million, a $17 million increase (2.7%) over DCPS' FY 2001 Budget, a percentage increase lower than the rate of inflation (3.1%).

PLATFORM FOR QUALITY PUBLIC EDUCATION IN THE DISTRICT OF COLUMBIA
We need our elected officials to contribute to the leadership of a cooperative initiative to improve public education; so that District residents have a public school system to count on, believe in and of which we can be proud On July 11, 1998 a coalition of District parents, local school educators and community activists (listed on the back) [below] came together to articulate a platform on public education The platform expressed below represents an effort to build on the experiences and background of participants to identify education priorities and the areas where strong consensus exists. We ask that the aspiring District of Columbia candidates speak to the issues raised in this platform during the 1998 elections.
