Test Requirement
On December 21, 1988, the Board of Education mandated that all persons seeking certification in the District of Columbia must satisfy the conditions of the applicable educational license as well as all testing requirements. The Board of Education wants assurance that every prospective teacher has competence in mathematics, reading, and writing. Additionally, the Board expects that each teacher has mastered the content in his or her specific teaching discipline. As of October 1, 1993, all teachers and other professionals who apply for certification must take the appropriate examinations from The Praxis Series: Professional Assessments for Beginning Teachers The first digit of the Session/Test Code indicates the session during which the test is offered in the 2003-2004 testing year. There are no session numbers for the CBT tests, which are given by appointment. For more information about CBT testing, visit

by E. G. West E. G. West is a professor of economics at Carleton University in Ottawa, Canada and the author of numerous works on the economics of education. Among his books are Non-Public School Aid: The Law, Economics and Politics of American Education; The Political Economy of American Public School Legislation; Education and the State: A Study in Political Economy; and The Economics of Education Tax Credits. Executive Summary On October 13, 1981, the District of Columbia Court of Appeals ordered the city's elections board to place an educational tax credit initiative on the November 3rd ballot. This action cleared the way for a referendum that could establish the first such program in any American city. For the first time in the twentieth century all families would be given the effective freedom to choose schools for their children. This is a privilege that has been enjoyed before only by those families that can afford to "pay twice" for schooling, once through their conventional tax payments, and once through the direct tuition charge at a private school.

Antonio Ashford, the youngest student to obtain a MOUS certification within the CTE program, is a twelve-year-old eighth grader at Hart Middle School. Antonio recently passed the MOUS Word 2000 exam at the expert level.

HISTORY OF THE DISTRICT OF COLUMBIA When the United States Constitution was adopted on September 15, 1787, Article 1, Section 8, Clause 17, included language authorizing the establishment of a federal district. This district was not to exceed 10 miles square, under the exclusive legislative authority of Congress. On July 16, 1790, Congress authorized President George Washington to choose a permanent site for the capital city and, on December 1, 1800, the capital was moved from Philadelphia to an area along the Potomac River. The census of 1800 showed that the new capital had a population of 14,103.
The District of Columbia Bicentennial Commission was established to develop plans for the celebration of various anniversary dates in District of Columbia history. The commission is comprised of 39 members with a specified number of commissioners appointed by the mayor, the chairman of the D.C. Council, council members, the District delegate to the House of Representatives, the courts, and the District of Columbia Bar. Among the events celebrated are the 200th anniversary of the Residency Act, which established that there shall be a permanent seat of government on the Potomac River (July 16, 1990); the 200th anniversary of President George Washington's proclamation of the site for the federal district (January 24, 1991); and the 200th anniversary of the arrival of Pierre L'Enfant, Benjamin Banneker and Andrew Ellicott. The commission may designate other bicentennial events for celebration.
