A wide range of local and national programs and foundations provide preschool - 12th grade students with scholarships to attend private schools. An estimated 60,000 students in more than 80 cities used private scholarship programs in the 2000-01 school year.
Demand for such scholarships far outstrips supply: parents submitted more than 1.25 million applications for the 40,000 scholarships awarded by the Children's Scholarship Fund in April 1999.

For most of the last century, children who have been removed from their families have been placed in foster care. Today, there are about 600,000 such children, and the system is beset by problemsa shortage of competent staff, children who spend much of their youth bouncing around from one family to another, and poor outcomes (high rates of teen pregnancy, for instance). And the system is overburdened. Caseloads have doubled over the last 20 years (largely as a result of the crack epidemic), while the number of foster families has declined. Faced with these challenges, some reformers propose making greater use of boarding schools. Such institutions exist across the nationlike Boys Town in Nebraska, Philadelphia's Girard College, and the Piney Woods School in Mississippiand many have good track records in preparing disadvantaged children for college and future careers. But the social services people want no part of that, as Newt Gingrich discovered in 1994 when he spoke out on the subject. Society's sole objective should be to unite children with their families, they argue.

RAJ VINNAKOTA '93, SEED SCHOOL FOUNDER, ELECTED TO BOARD OF TRUSTEES By Sara Conrath '02 Driving down a small residential road in Anacostia, past several townhouses and a small wooded area, a visitor is suddenly confronted with a massive construction site, behind which are three large buildings. This is The SEED School of Washington, a public charter boarding school begun five years ago by Raj Vinnakota '93. The SEED school is overseen by the SEED foundation, an umbrella organization which was created by Vinnakota and Eric Adler, a Penn graduate, in 1997 to design and launch schools that would radically improve the range of opportunities available to urban underprivileged children. A charter school is in essence a privately run public school, and the SEED school is the only urban public boarding school in the country. Vinnakota and Adler both have experience in the private sector, having worked as consultants before deciding to start the school. Vinnakota created the SEED foundation to keep the fundraising aspect out of the school. And the school has needed a lot of fundraising. It cost $26 million to build the new campus.

Further Symptoms of the Failure of the Public School System
Via Niraj , I discovered this interesting piece in the New York Times, about the emerging trend - African immigrants to the United States are sending their children back home to complete their secondary educations. Not only are private schools in African countries an order of magnitude cheaper than their American counterparts, but the quality of the education they offer is far superior to what can be had in the typical inner-city public school - a fact that may come as a surprise to the "we need more money" school of liberal thought, but which is hardly astonishing to me; after all, I am in part a product of African schools myself, and I don't think I've turned out too badly for being so.
