Overview
The term distance education represents a variety of educational models that have in common the physical separation of the faculty member and some or all of the students. As with all types of education, the various distance education models are built around the central components of the instructional process: presentation of content; interaction with faculty, peers, and resources; practical application; and assessment. Each distance education model uses technologies in various ways to address some or all of these components. The various distance education models differ not only in the types of technologies that are used, but also in the locus of control over the pace and place of instruction. In some models, the faculty and institution have primary control, as is the case in a traditional classroom environment. In others, the control rests with the student.

66. Students' Frustrations With A Web-Based Distance Education Course
This article presents a qualitative case study of a Webbased distance educationcourse at a major US university. Research on the WWW and distance education.

Many advocates of computer-mediated distance education emphasize its positive aspects and understate the kind of work that it requires for students and faculty. This article presents a qualitative case study of a Web-based distance education course at a major U.S. university. The case data reveal a taboo topic: students' persistent frustrations in Web-based distance education. First, this paper will analyze why these negative phenomena are not found in the literature. Second, this article will discuss whether students' frustrations inhibit their educational opportunities. In this study, students' frustrations were found in three interrelated sources: lack of prompt feedback, ambiguous instructions on the Web, and technical problems. It is concluded that these frustrations inhibited educational opportunities. This case study illustrates some student perspectives and calls attention to some fundamental issues that could make distance education a more satisfying learning experience.

Recent cutting-edge technology, such as the World Wide Web and online conferencing systems, enable universities to implement distance education to reach a diverse population and to provide open learning environments 24 hours a day 7 days a week. Some analysts argue that the Internet-supported distance education courses do more than bring new students into online classrooms. In addition they form "a critical pressure point for challenging the dominant assumptions and characteristics of existing traditionally organized universities in the 21st century" (Hanna, 1998).

I. Intellectual Property Policies Implicated
The revisiting of the institution's intellectual property policies, on the other hand, creates an opportunity for the institution to:
3. Identify when and how the institution can use intellectual property generated by faculty whether it is via ownership or licenses, exclusive, non-exclusive, for internal and non-commercial purposes only and what temporal or employment-related limitations exist.
4. Clarify how faculty will be compensated for the development and preparation of distance learning courses and how the parties will share in any royalties generated by the courses. Clarify how the authorship of distance education courses will affect promotion and tenure.
5. Identify who will administer the institution's intellectual property policies, what is the default mechanism for circumstances not specifically enumerated in the institution's intellectual property policies, and what will be the initial dispute resolution mechanism.
6. Clarify when the inventor or author can use the institution's trademarks, e.g., name and logos, when commercializing a work.
