Does Your Child Have Special Needs? Integrated Classes May Be the Answer If your child has special needs, chances are good that he or she spends most of the time in a segregated special education class. More than half the children receiving special education services in New York City - 54% are taught in classes in which they are separated from their peers for most of the day. That's more than twice the national rate of 24%. A new report says many of these children do better academically if they are integrated in regular classes - as long as they still receive the extra help they need. The report, Learning Together: Lessons in Inclusive Education in New York City released by a coalition of New York City advocacy groups, says disabled children in integrated classes are three times more likely to pass standardized tests than those in segregated settings. If you think your child may benefit from a so-called "inclusion class" (in which children with special needs are integrated in general education classes), be sure to look at this 25-page report by the Least Restrictive Environment Coalition, which highlights three elementary schools and two high schools that offer model inclusion classes.

Special education They will be ready for implementation in the 1998-1999 school Year. Currently, the special education services are provided in special education institutions. They are schools for visually impaired, hearing impaired, and orthopedically disabled, vocational schools for the educable mentally disabled, training and application schools for the trainable mentally disabled, and vocational training centres for adults with mental disabilities. One of the basic principles of special education which was adopted along with the new legislation is to plan and carry out the services without isolating individuals with special education needs from their social and physical environment. Therefore, measures are taken to offer education in regular classes and/or special education classes in regular schools for those children with special needs, and make use of the educational and social opportunities provided in an integrated environment with their peers. Understanding Mildly Disabled Students in Christian Schools
Joe P. Sutton, Ph.D. Educating mildly disabled students has not been a high priority item on the educational agendas of many private Christian schools. In fact, recent studies show that special education in Christian schools is almost nonexistent, where only between 8 and 16 percent of Christian schools nationwide operate formal programs (Carver, 1989; Sutton, in press). With the emphasis placed on disabled persons in the Scripture (Sutton, 1990) however, most Christian educators would probably agree that our schools must do more in providing for the needs of mildly disabled students through formal special education programs. It is clear, then, that Christian educators must recognize two things with regard to mildly disabled students. One is that these students are not limited to just special education classrooms anymore, and will in all likelihood be present in regular classrooms to some extent. Two is that as mildly disabled students are identified and mainstreamed into regular classrooms, the regular classroom teacher will be the primary educational caregiver for these children, not the special education teacher. Regular classroom teachers in Christian schools, therefore, must be more cognizant of the basic characteristics and educational needs of mildly disabled students. Moreover, given the current novelty of special education in Christian schools, it would profit all Christian educators to know more about this unique group of students. This article seeks to provide answers to three basic questions: (a) who are mildly disabled students? (b) what criteria are used to identify them? and (c) what are some of their general characteristics?

Head teachers say many more students need help
Secondary schools in England say they are struggling with a big increase in the number of children assessed as needing special help with their learning. The number of children with "statements" setting out the help those with special educational needs require - and triggering funding for it - has risen by an average of 16.7% over the last three years, the Secondary Heads Association says.
The trickle of additional needs is now a stream and for some it has become a deluge
Secondary Heads Association And there has been a jump of 81% in the number of students assessed as having difficulties not quite severe enough to warrant statements, according to a survey it has conducted. The union's general secretary, John Dunford, said this had "considerable funding implications" for schools whose budgets were already over-stretched. Changing emphasis The money the government did provide was not keeping pace with the increasing demand, he said, particularly with the shift towards greater "inclusion", educating children with special needs in mainstream schools.

GAM 2000/800: Disabled Children in Mainstream Schools
Executive summary
Background The survey on disabled children in the mainstream schools was introduced to assess the problems and constraints that beset both the disabled students and teachers in the learning and physical environments of the schools. This volume of the 1998 National Disability Survey gives information on the type of disability among children in mainstream schools, their coping strategies and issues of normalisation. Purpose / Objective The main objective of this section of the National Disability Survey, 1998, was to examine the utilisation of mainstream primary schools by parents for the education of their disabled children. As such, issues of capacity and limitation of the primary schools in meeting the needs and demands for the disabled children are assessed. Capacity issues examined dealt with the integration and normalisation efforts within the primary school cycle. Efficiency of the schools in terms of registration, retention, acquisition of basic life and learning skills for disabled children and dropouts have also been examined for the ultimate development of an integrated education scheme.

INCLUSIVE EDUCATION FOR DISABLED CHILDREN
M. Manivannan* Owing to lack of knowledge, educational access and technology, disabled children were initially treated as unwanted and segregated from other children. Later their education was carried out in special schools. In recent times there has been a shift towards having children with disabilities attend the same schools as non-disabled children. The educationists now feel that each child should be allowed to learn in his own way. The concept of inclusive education has been spelt out in the Salamanca statement and the framework for action on special needs education 1994. It states that all governments have been urged to "adopt as a matter of law or policy, the principle of inclusive education, enrolling all children in regular schools unless there are compelling reasons for doing otherwise". The basic premise is that the school should meet the educational needs of all children irrespective of their disabilities or limitations. What is Inclusive Education?
Objectives of policies on inclusive education

  • The governments have to give the highest policy and budgetary priority to improve their education systems to enable them to include all children regardless of individual differences or difficulties.
