Dubna, October 15-17, 2002 1. Introduction
On October 15 - 17, 2002, RCDL'2002 - the Fourth All-Russian Scientific Conference "Digital Libraries: Advanced Methods and Technologies", took place at the Joint Institute for Nuclear Research, Dubna. 97 Extended Abstracts were submitted for the conference. The Program Committee reviewed all of them and selected 59 submissions for regular sessions and 13 - for poster presentations. The Conference Proceedings including full papers were published before the conference. RCDL'2002 was supported by the grants of the Russian Foundation for Basic Research and the Ministry for Science of the Russian Federation. 104 specialists from 16 Russian cities and 15 foreign attendees from Germany, Hungary, Latvia, Moldova, Ukraine and USA took part at the conference. 2. ALA, ARL, AALL and SLA sent comments to the U.S. Trade Representative regarding the proposed U.S.-Andean Free Trade Agreement and the U.S.- Panama Free Trade Agreement. Biden (DE-D) introduced S. 2242, the "Anticounterfeiting Act of 2004," a bill that prohibits trafficking in illicit authentication features, counterfeit documentation and packaging that is attached to or embedded in a record, CD, computer program, motion picture or other audiovisual work or its packaging. This bill is the 2004 version of a similar bill introduced by Sen. Biden in 2003 (S. 731) and is supported by the motion picture and recording industries. March 25: March 2: Rep. Stearns (R-FL) and 18 co-sponsors introduced H.R. 3872, the Consumer Access to Information Act of 2004, a new version of database protection legislation. Project Information
The purpose of the Horatio Alger Digital Repository is to increase accessibility to the extensive holdings in the Northern Illinois University Libraries' Horatio Alger Collection, including short stories, poetry, letters, and manuscripts by Horatio Alger, Jr. (1832-1899). Alger was a prolific writer and a best-selling author. His moralistic stories, which appeared in books and serials, inspired many generations of children and taught them the virtues of industry, thrift, and honor. Alger's writing has often been compared to Charles Dickens for its bleak depiction of city life, the poor, and the plight of children. A short biography of Horatio Alger, Jr. is available at this site.

Trends and Issues in Digital Reference Services by Kasowitz, Abby S. As more people rely on the Internet for information and less people approach the reference desks at their local libraries for assistance (Tenopir, 2001; Coffman and McGlamery, 2000), there is an increased need for formal methods of remote communication between information seekers and information professionals. Many libraries and organizations have responded to this need by providing reference service via the Internet, or digital reference service, to their users. Results of one study conducted in 1999 found that 45% of academic libraries (Janes, Carter, and Memmott, 1999) and 13% of public libraries (Janes, 2001) offered digital reference services through e-mail and the Web. A later study found that 99% of 70 academic libraries offer e-mail reference and 29% offer real-time reference service (Tenopir, 2001). Aside from reference services based in traditional library environments, hundreds of ask-an-expert (AskA) services on the Internet (some in existence for six years or more) offer information in a variety of subject areas as well as general reference, primarily through Web-based query forms and e-mail. In addition to the many non-profit educational AskA services, a large number of commercial Web sites offer reference service to Internet users (e.g., Abuzz), proving extremely popular and causing concern among those who view use of these services as competition for libraries (Coffman and McGlamery, 2000).
