Teacher Education Home Contact Teacher Certification in Pennsylvania Approved Certification Preparation Programs In PA Pennsylvania has 93 colleges and universities that offer teacher education programs approved by the Department of Education. Students who secure the recommendation for certification by the college or university have met: all requirements of the approved preparation program, the qualifying scores on the appropriate Praxis tests and other requirements established by the State Board of Education. The program approval process is based upon general and subject-specific guidelines, rather than a minimum number of credits, set by the Department of Education and implemented by the preparing institution. The legislature has played an active role, primarily through some funding initiatives and direction to the Board of Education (BOE) and State Council of Higher Education (SCHEV). HJ 629 , requesting the Board of Education and the State Council of Higher Education to develop a plan for strengthening teacher education and induction, by training and supporting experienced teachers as clinical supervisors for trainees and mentors for beginning teachers (the legislature subsequently approved funding of nearly $3 million for clinical faculty and mentor teacher programs). In 1996, HJ 247 directed a study of an alternative pathway to teacher licensure for individuals with knowledge of computer technology. Following up the next year, the legislature approved

Gov. Ruth Ann Minner is scheduled to present her budget for fiscal 2004 that starts July 1 in a speech to the General Assembly this afternoon. Gregory Patterson, Minner's spokesman, said the governor will outline the elements creating a projected $300 million budget gap - and steps to close it. The shortfall results from lower revenues attributed to the national economic slowdown, and higher costs for items such as the state's share of the Medicaid health-insurance program for the poor, and rising school costs because of rising enrollment. Delaware Licensure Educators working in public schools or agencies which fall under the jurisdiction of the Department of Education must qualify for one of three licenses in the three-tiered licensure system for educators. The system includes the following: Tier One –Initial Licensure; Tier Two—Continuing Licensure and Continuing Licensure Renewal; and Tier Three—Advance Licensure. Qualifications and credentials required for each license are described in detail below. Tier One: Initial Licensure An initial license is valid for three (3) years unless revoked. National Board Certification is administered through the National Board of Professional Teaching Standards (NBPTS). Nationally Certified teachers have demonstrated their exemplary practice as measured against high and rigorous standards. The process of earning National Certification requires a year-long commitment to intense self-reflection and analysis. National Board Certification is offered to teachers on a voluntary basis and a National Board Certificate is valid for 10 years. Subchapter V. Special Institute for Teacher Licensure and Certification
§ 1250. Established. A special institute to be run by 1 or more of Delaware's teacher training institutions shall be established to provide a program for college graduates without a license and/or certificate to become licensed and certified to teach in Delaware public schools. The program shall be designed for such graduates, who hold a bachelor's degree, but who have no teacher training or previous teaching experience. The Professional Standards Board and the State Board of Education shall promulgate and adopt rules and regulations pursuant to this chapter that are relative to the special institute for teacher licensure and certification and the teacher training institution(s) will set up and manage the program. There will be no tuition charged to persons participating in the special institute leading to initial licensure and certification. (65 Del. Laws, c. 473, § 1; 71 Del. Laws, c. 180, § 62; 72 Del. My daughter Rachel is a sophomore in high school. When she was born there was no question of whether or not she would go to college. The decision involved where, not if. Nowadays she is busy learning a foreign language and agonizing over algebra problems, but she is equally at home in her construction class. College is still very much a part of her future, but her career and technical experience has helped her develop a focus, a greater understanding of math, and has truly nurtured her leadership skills to the point where she does not have a problem bossing a group of boys on a building project. Like Rachel, all high school students need a focus. For some, it will be college immediately after graduation. For most, it is employment and then the eventual realization that further education or training is necessary to obtain the desired job. For too long, every student was forced to fit into an antiquated mold designed for the top ten percent of the student body - those definitely going to college. This brought about excessive failures, unfulfilled expectations, and behavior problems. It is time for the neglected majority - the other 90% - to realize their full potential as well.

The Induction of New Teachers
Beginning teachers rarely make smooth transitions into teaching. Often they are hired at the last moment, left isolated in their classrooms, and given little helpa true example of the "sink or swim" attitude toward those newly hired. Consequently, attrition rates among new teachers often are five times higher than among experienced teachers. Improved induction programs need to give all teachers, whether new or experienced, considerable support. In the first three years, schools and universities should focus on assisting and supporting new teachers rather than simply assessing their work. Comprehensive induction programs should provide new teachers the necessary models and tools for beginning their teaching careers, as well as the mentors and support groups to guide them through curriculum planning. Mentors for new teachers should be assigned reduced teaching schedules so that they have time to provide support. Induction programs should provide specific guidance aimed at helping new teachers meet performance standards for continued certification. At the end of three years, assessment of teachers' performance is critical. The evaluation should be based on rigorous, widely accepted standards for granting tenure and should involve administrators and teachers.

Teacher shortages and public discussion about the quality of teacher education have been catalysts for the implementation of alternative routes to teacher certification for several states. Alternative certification is defined by specific state programs. While it is too early to know the results of such programs, evaluation questions can be framed. WHAT IS ALTERNATIVE CERTIFICATION FOR TEACHERS? Teacher certification, in general, is a process designed to ensure that individuals who enter teaching meet minimum standards for competence (Koff, Florio, and Cronin, 1976). These minimum standards for initial entry are set by each state; the National Association of State Directors of Teacher Education and Certification produces a manual containing these certification requirements. Typically, these requirements include specific numbers of undergraduate credit hours from institutions of higher education in subject matter (such as math and English), in professional studies (such as child development and teaching methods), and in student teaching. Universities and colleges "certify" that their graduates have met these minimum credit hour standards as part of the state teacher licensure process. In some states, certificates are issued at graduation; in others, certificates are issued after a probationary teaching period.

State of Delaware History In 1912, the courses of study were changed to Academic, Agricultural, Mechanic Arts, and Domestic Science. The Bachelor of Pedagogy degree was awarded on creditable completion of the academic curriculum. A certificate of graduation was granted on completion of the other courses of study. In the 1916-1917 school year, the Preparatory Department was phased out, a Model Grade School was established, and a high school diploma was granted on completion of a four-year course of study. In 1923, a Junior College Division was added. Four-year curricula in the Arts and Sciences, Elementary Education, Home Economics, Agriculture, and Industrial Arts were established in 1932. The College graduated the first class of bachelor-degree candidates completing one of these courses of study in June 1934. On July 1, 1993, Delaware State College turned another chapter in its history, when Governor Thomas Carper signed a name change into law, thus renaming the College to Delaware State University.
