I. Background:
Delaware's sodomy law was repealed in 1973. The American Bar Association (ABA) recommended in 1990 that all state codes on judicial conduct adopt non-discrimination prohibitions that include sexual orientation, which 25 states did. Delaware, instead, added a footnote to the commentary section of its code with a general nondiscrimination provision. The regular state legislative session runs from Jan-09 to Jun-30. William Penn School District Audit Text
HARRISBURG (November 20) Auditor General Robert P. Casey Jr. has released an audit of the Rose Tree Media School District which found that the district's purchase of certain split-dollar life insurance policies was not in compliance with Pennsylvania's Public School Code. Casey has also released audits of the Radnor Township and William Penn school districts, both of which identified possible certification violations. "Working families in Delaware County want to ensure that their tax dollars are spent according to state law and regulation," Casey said. "While the findings in these audits may not have a significant impact on the districts' funding, it is important to account for every tax dollar." A review of records in the Rose Tree Media School District disclosed that, in January 1997, the school board voted to authorize the district to purchase "split-dollar" life insurance policies for district administrators. The type of split-dollar policies purchased by the district are owned by an employer - in this case, the district - to provide coverage to an employee - in this case, district administrators. A portion of the annual premium paid by the employer covers the cost of the insurance, and the rest is placed into an investment account. The purpose of the investment component of the policy is to generate proceeds to cover the insurance company's fees and administrative costs during the life of the policy and to return the amount of the premiums to the employer upon the employee's death. When the covered employee dies, the death benefit is paid to employee's named beneficiary, with any balance paid to the employer.

Press Releases School Backpacks -How They Affect Your Child's General Health What makes this unique to other studies? It is the only study that involves:
    • Regular personal school visits by members of the backpack research team Measuring outcomes using one-on-one interviews with the children A very thorough general health questionnaire Detailed backpack usage (whether backpack is used during the day between classes at school as well as to and from school) Mapping out length of backpack use (some children walk to schools, some ride the bus, etc.) Detailed analysis of the infrastructure and layout of schools as well as school policies (including, but not limited to: whether backpack use during the day is permitted; whether children have to carry their backpacks between different buildings during the day; how many times per day children have to climb stairs while carrying backpacks, etc.)
What makes Dr. Kruse's study unique nationwide to other studies is the elaborate follow-up and re-examination of children studied over extended periods of time. "The recording and monitoring of each child's weight is carefully balanced and correlated to the level of health and backpack activity of each child. Additionally, obesity is also a factor that is being researched as part of the backpack study," says Dr. Kruse.
