NOW, THEREFORE, I, RUTH ANN MINNER, by the power vested in me as Governor of the State of Delaware, hereby declare and order that: 3. The purposes of the Task Force shall be to improve and extend school library services available to all Delaware students, kindergarten through twelfth grade, and to support curriculum reform efforts related to school libraries. This workshop will introduce Numerix to teachers. We will present the features of Numerix and how these features will benefit the students. The tracking and reporting features of Numerix will be helpful in assessing the students’ progress during given periods. The course will also consist of discussion of the modes of play and the various levels in Numerix. Numerix features three modes of play; individual advancement, practice and competition. It uses the operators +, , x and ÷; a fixed or random desired result; has a wizard to provide all possible solutions to a given problem and prepares reports to track progress of student, class, grade and the school as well as compare classes and grades. Certificates are provided for achieving a level, improving their position in the honor roll and in the leader board. Participants will receive a trial copy of the Numerix game that will work on only one computer. There is no cost to attend this workshop unless you decide to purchase the Numerix game. Dolan Deciding on the appropriate furniture and furnishings for these areas depends mainly on how this space is going to be used. A reasonable assumption is that what was once the school library — a room containing shelves upon shelves of books, tables, chairs and some filing cabinets — is becoming nearly extinct, because technology has changed these libraries into media centers. Yet, in speaking to a number of experts in this area, what emerges are a number of conflicting perceptions. One is that many school libraries are still being built to the traditional model. Another is that the media center concept has become outmoded, and that type of space has been reduced to a resource room. The third is that the media center is not only alive and well but is expanding. First, let’s take a look at what is happening or not happening to these spaces. Then, we can zero in on the furniture and furnishings that will best meet the changing conditions — now and in the future.

On Effective of School Library Media Programs on Learning
Good morning and welcome to Delaware and the Glasgow High School Library. I am Tom Sloan, Delaware’s State Librarian.
You honor the libraries of this state and nation by conducting this important hearing on the reauthorization of the Elementary and Secondary School Act in a school library. Your presence recognizes that the school library media center is essential to learning and is the information hub of successful 21st Century schools. To that end, the reauthorization of ESEA should ensure that students and staff are effective users of ideas and information. It is the school library media program that provides the intellectual and physical access to learning materials in all formats. It is the school library staff that provides instruction to foster literacy and stimulate interest in reading, viewing, and using information. It is the successful school library media program that is able to work with teachers, students, and parents to design learning strategies to meet the needs of individual students. ESEA could provide incentives to establish, maintain, and expand school library media programs that improve student achievement as shown through research studies. ESEA could assist in providing the funds needed to acquire sufficient school library materials; provide qualified school library media specialists to work with students and teachers; and incorporate new technologies into the curriculum and learning.

Education in Delaware County runs from pre-school through graduate school. Four public school districts Delaware City, Olentangy, Big Walnut and Buckeye Valley - serve the county. All participate with Delaware JVS, the Area Career Center. St. Mary's Catholic School serves youngsters from kindergarten through eighth grade, providing a sound education and daily instruction in the Catholic faith. Delaware Christian School serves students of all grades with a carefully planned curriculum and Christ-centered textbooks. In addition, the county offers a special school (Hickory Knoll) and a workshop (Alpha Industries) for persons with retardation and developmental disabilities. Ohio Wesleyan University, in downtown Delaware, and the Methodist Theological School in Ohio, just south of the city, complete the education picture.
Delaware City School District
The Delaware City School District is a quality-focused educational system with a comprehensive curriculum designed to meet the learning needs of all students. Five elementary schools, two middle schools and a high school serve over 4,300 students yearly. Extensive expansion and renovation of the high school was completed in January, l998. Renovation of Willis Intermediate school, serving grades 5 and 6, was completed in September, l997. The new John C. Dempsey middle school opened in August 2000 to house grades 7-8. The district technology center provides students and staff the opportunity to explore, understand, and use the technology that has become an integral part of our world. A K-12 gifted and talented program serves students with outstanding abilities. Educational options include post-secondary and concurrent college enrollment, advanced placement classes, ROTC, and a strong vocational/technical program. The district's School Age Child Care program (SACC) serves working parents with child care before and after school at the elementary and middle schools. Speech and language therapy and extensive psychological services are provided in all grades. KIDS FIRST! serves preschool children in a program that integrates children with special needs with their typically developing peers.

The newly elected governors from Montana, North Dakota, West Virginia and Delaware may be just out of the starting blocks, but they’ve wasted little time in grappling with an increasingly urgent question: How can technology help advance their agendas?
All four governors highlighted technology initiatives in their first state-of-the-state addresses. Montana’s governor even celebrated an Information Technology Day soon after taking office.
"Improvements in technology accounted for a lot of the gains in productivity and in our economy during the past decade," North Dakota Governor John Hoeven said. "Like private industry, we in government need to develop and utilize technology because it will be key to helping us prosper."
The governors are examining the myriad ways technology can enhance service to citizens and promote economic development — from finishing a high-speed, broadband network to helping recruit high-tech employees to offering an array of electronic government services.
