Foresight pays off in new schools
IN SUMMARY Taxpayer money is being used wisely at Cape's two middle schools, where a heavily supported referendum led to two new schools rich in technology. Tax money is hard at work in Cape Henlopen School District's new middle schools. Granted, it is working across the district, but the most recent, significant chunk of property-tax dollars went toward construction of the two new middle schools that the district opened in September. And with the first school year in the new buildings nearly complete, the rewards of that expense are evident. Beacon Middle, on Route 24 between Midway and Angola, and Mariner Middle, on Route 5 near Chestnut Street in Milton, are identical. Deemed "the twins" by construction officials, the identical buildings for sixth through eighth graders are heavy in technology. Every classroom has a teacher's computer and a VCR and they all connect to a main system so the entire student body can access a program at once. In addition, there are dozens of wireless laptops available to classrooms on a borrowing basis. When the media centers opened at each school, they had nearly 20 computers in each one plus computer labs at each school.

This digest is based on ONLINE INFORMATION SERVICES FOR SECONDARY SCHOOL STUDENTS: A CURRENT ASSESSMENT, by Elizabeth Smith Aversa, Jacqueline C. Mancall, and Diane Oesau.
CURRENT STATUS
Online searching in schools is a relatively recent phenomenon. The earliest reported access to online databases was in 1976 in the Montgomery County Public School System in Maryland, when high school seniors were allowed to supplement their manual information gathering by submitting search requests to the district's Professional Library to be conducted by professional searchers. DIALOG reports that the first instructional password for training students to search was acquired by Radnor High School in Pennsylvania in 1980. Since that time the importance of providing information for students from electronic sources has been acknowledged by a growing number of school library media specialists and administrators at the local and state levels, who have acquired the equipment, supported training, arranged for financial support, and developed curriculum materials. Schools across the country have expanded reference and bibliographic access by going online, although such access is still extremely limited in scale, and where it does occur, is often limited to a special group of students or classes.

Region III Federal Technical Assistance Providers Comprehensive Centers What they do: The Centers are designed to serve each of the federally-funded programs under the Improving America's Schools Act (IASA). The Centers work primarily with states, local education agencies (LEA's), tribes, schools, and other recipients of funds under the IASA. The Centers help states, school districts and schools in meeting the needs of:
  • children in high poverty areas;
  • migratory children;
  • immigrant children;
  • children with limited English proficiency;
  • neglected or delinquent children;
  • homeless youth and children;

Today's school libraries aren't what most people remember. Card catalogs have been replaced by computers and databases. The rows of encyclopedias have been replaced by CD-ROMS. Not only have the card catalogs and encyclopedias disappeared, but librarians are also beginning to disappear. "According to the latest research, the shortage of school librarians is becoming a national crisis." (Everhart, 2000) The impact of the shortage of school librarians is extreme. By the year 2005, some researchers project a need for nearly 25,000 media specialists. (Lord, 2000) There are numerous factors contributing to the shortage, which have a dramatic effect on schools. School districts must be creative in their search for qualified librarians and in retaining them. Many reasons contribute to the shortage of librarians, which include the following:
  • Low unemployment and Retirement Image Decrease of American Library Association-accredited graduate-level programs and undergraduate programs and Dual certificate requirement.
Another reason for the shortage of school librarians is image. Many people do not realize the role of the librarian has drastically changed from the traditional view. Technology is a major contributor to this change. Many librarians are known as media specialists and assist students and teachers in locating resources on the Internet and CD-ROMS. Unfortunately, people visualize the stereotypical librarian, a stern, middle-aged, single woman with her hair in a bun, when they imagine a librarian. (Columbia News Service, 1999) Librarians are viewed as people who perform clerical tasks of circulation and shelving instead of professionals who must adequately train to perform their duties. Requirement of entrance into the field nowadays is quite often a master's degree in library and information science.

Keeping schools safe Secret Service Study Explores Early Detection in School Shootings W hile violent deaths at schools are extremely rare events, the Department of Education is partnering with the Secret Service to develop training aids for school administrators, local law enforcement personnel and others to help prevent further attacks at schools. These incidents of "targeted violence" in which an attacker > selects a particular target prior to a violent attack are the focus of an ongoing research project that began approximately two years ago. The Secret Service, which is responsible for protecting national leaders including the President, shared its expertise in threat assessment for a review of 37 U.S. school shootings that date as far back as 1974. Findings are available in Report on the Prevention of Violence in Schools The report warns that "the use of profiles carries a risk of over- identification" and advises schools and communities to redirect their focus to student "behaviors and communications" to determine the probability for a violent attack.

ADVANTAGES AND DISADVANTAGES OF ONLINE ACCESS
There are numerous advantages to connecting students and information electronically. Such access extends the limited resources available to them in the school library media center, increasing the potential diversity of information available to solve information related problems. Students are able to locate the most current information since online databases are updated at frequent intervals. Search time is reduced by the cumulated, comprehensive database indexes. Additional entry points for searching are available, such as key words and phrases. In addition, electronic access creates excitement about the search process, and provides a means to search multi-faceted topics.

Welcome to the NICC Delaware County Center Northeast Iowa Community College created an outreach center in Manchester in 1999 at the request of local business and industry, area schools, Iowa Workforce Development and local governmental agencies working together through the Delaware County Economic Development office. In May 1999, NICC's Delaware County Center co-located with Iowa Workforce Development and area ECIA offices to form the Manchester Workforce Center. Goodwill joined the Manchester Workforce Center when it relocated to its current location at 223 W. Main Street in 2000. With a background in education and local media, area resident Lori Scovel was hired as the first center coordinator and remains in the position today. Expanded educational programming began Fall of 1999 with the majority of classes, both credit and continuing education, being held at West Delaware High School. Since then, the center has experienced steady growth in the number of students continuing their education by taking classes in Manchester. The purpose of the NICC Delaware County Center is to assist in economic development, provide educational opportunities to residents and further workforce development in the Manchester and greater Delaware County area. The college's philosophy is to serve the needs of the people in the community.
