Mission Statement
Delaware First is the career development system for early childhood professionals. The mission is to enhance the overall quality of early care and education programs through professional development. Delaware First supports the regulatory function of the Office of Child Care Licensing through the development of a well qualified, diverse workforce.
Goals
  • To develop and implement a system of individual licensure for early childhood professionals based on levels of training and education. To promote and coordinate a continuum of high quality training opportunities that meet the needs of early childhood professionals. To maintain and enhance the Personnel Registry system to document the training and experience of early childhood professionals. To coordinate and maintain a system of information, resources and technical assistance for early childhood professionals. To facilitate communication, participation and collaboration among key stakeholders concerned with early childhood professional development. Counseling and Advocacy Training of Case Managers Best Practices Rationale Case management and coordination of family services are vital in providing comprehensive services to pregnant and parenting teens and their children. The benefits of school-based case management include the provision of a single point of contact for the student in the coordination of services (child day care, preventive health care, prenatal care, attendance monitoring, etc.). The case manager should be a liaison between home and school and help students develop skills to access community services, as well as build confidence and capacity to be self-sufficient. Case management services may be provided by school personnel or through a community program. An effective case management approach coordinates the various social service agencies serving teen parents and their families, helping to reduce duplication of services and increasing the likelihood of adherence to individual service plans.

Making the Connection The Food Bank of Delaware and its 242 member agencies work together to improve people's lives. We alleviate hunger by distributing food to our member agencies and by relentlessly asking what we can do to get to the real or root cause of hunger. What would truly enable people to improve their lives and depend on public assistance and programs less? When people have the opportunity to earn a stable and growing income, the cycle of poverty and the need for emergency and ongoing assistance from agencies like ours and those that provide assistance in healthcare, food, and housing can be broken. The old adage about teaching a person to fish for a lifetime instead of feeding that person for one day has helped us to develop the premises used to develop the curriculum for the training and life skills courses. Community Training Kitchen classes are small (15-20 adults) twelve week training opportunities for under/unemployed adults. Students enrolled in our program continue to acquire and maintain high-quality jobs that lift them out of poverty, and pay them at rates higher than they would receive without our training program. Our graduates' entry wages are averaging $8.50 to $9.50 per hour, which is far above the minimum hourly wage of $6.45. In addition to improving the employability of our students, our community training kitchen also prepares nutritious meals for hungry children through our Summer Feeding Program and our Kid's Cafe initiatives.

Families have growing needs related to issues such as managing personal finances, finding and affording child care, and understanding and constructively dealing with family stressors. Increases in parenting outside of marriage continue to create difficult consequences for women, children, and taxpayers. Thirty-four of every 1,000 teenage girls between ages 15 and 17 gave birth in Maryland in 1995; 85 percent of these young mothers were unmarried. There are indications that the basic needs of some children are not being met. The Centers for Disease Control report that 22 percent of two-year-olds in Maryland were not fully immunized in 1995.

REE - Goal 1 REE - Goal 2 REE - Goal 3 REE - Goal 4 REE - Goal 5 Research X Extension X Research/ Extension X Multi-State X Statement of Issue(s): Among the top five leading causes of death in Maryland (from the 1996 Healthy Maryland 2000 report) are diet and inactivity, microbes, and toxic agents. Cardiovascular disease, which has strong dietary risk factors, accounts for 35 percent of deaths in Maryland, while cancer accounts for 25 percent, causing Maryland to rank fifth for cancer mortality in the United States. Low birth weight as a cause of neonatal deaths in Maryland is 117 percent of the U.S. average. Over the last 5 years, deaths from breast and lung cancer and low birthweight have increased in Maryland while deaths from heart disease, excess weight, and high blood pressure have not improved. The number of overweight and obese people in the United States has increased. According to new National Center for Health Statistics figures, 36 percent of all adult females are overweight or obese, with an even greater incidence among African American (52 percent) and Hispanic American (50 percent) females. Over the last five years, the percentage of youth who are overweight or obese increased nearly twofold to 14 percent of children and 12 percent of adolescents.

Delaware County Step Ahead Council committees have a range of responsibilities and duties. Committee descriptions are listed below. C.R.I.B Committee Aims to bridge the gap between families of newborns and community resources. It serves as oversight for programs, projects, and activities that link families to the wide array of available community resources. Responsible for a portion of discretionary funds. Educare Committee responsible for consumer education, training for child care providers, monitoring Child Care Resource and Referral activities, and to increase the supply of available child care options. Responsible for oversight of a portion of discretionary funds. Family Support Committee responsible for oversight of the Safe and Stable Families Funding. Works on issues such as employment training, housing, ongoing learning opportunities, service coordination, and information and referral services. Responsible for oversight of a portion of discretionary funds. Health/Nutrition Committee assists with coordination of other health related planning organizations including Healthy Mothers Healthy Babies, SAFE Kids Chapter, Delaware County Coordinating Council for Substance Abuse Prevention, and First Steps Intervention Coordinating Council. Works to provide health education, coordinate health programs, and promote healthy lifestyles for children and families. Responsible for oversight of a portion of discretionary funds.
