Major Community Center Grant Given to Delaware More Than $6 Million Over Next Five Years to Benefit High Poverty Children in Before School, After School and Summer School Programs Governor Ruth Ann Minner and Secretary of Education Valerie A. Woodruff today announced the names of six grantees who have been chosen to receive $1.4 million in federal funds from the U.S. Department of Education to establish learning centers under the 21 st Century Community Learning Center Program. The Capital, Colonial and Lake Forest School Districts as well as the University of Delaware Cooperative Extension, the Boys and Girls Club of Western Sussex and the Latin American Community Center in Wilmington were chosen from among twenty-two applicants to receive funding beginning this year. Over the next five years, the six grantees will receive a combined total of more than $6.4 million. The 21 st Century Community Learning Center Program is a key component of the No Child Left Behind Act and is an opportunity for students and their families to continue to learn new skills and discover new abilities before or after the school day has ended. The community centers will provide expanded academic enrichment opportunities to high poverty children in core academic subjects including reading and mathematics, and will also include tutorial services, youth development activities, drug and violence intervention programs, technology education programs, and art, music and recreation programs. These activities will reinforce and complement the regular academic programs of the schools attended by the students served. Literacy and related educational development services will also be offered to families of participating students.

Program Director Emergency Medicine Residency Program Christiana Care Residency Programs consistently fill 100 percent of the Emergency Medicine Residency Program positions through the National Resident Matching Program. Our Emergency Medicine Department was established in 1976 and graduated the first two EM residents in 1983. Since that time our graduating class has grown to 12 a year. After completing our programs, graduates usually enter careers in academic, clinical and administrative emergency medicine. Many have entered fellowships in emergency medical services, toxicology, sports medicine, research, critical care and occupational medicine. The strength of our residency program lies in the vast and varied clinical exposure and in our academic curriculum. The curriculum can be tailored to suit individual training needs, while preserving a solid clinical foundation. After three years of training, residents are qualified to practice and/or teach state-of-the-art emergency medicine wherever they choose.

By Donald F. Parsons, Jr., Esquire The Computer Law Section, for example, provided invaluable experience and time to help design the Experimental Courtroom for the Delaware Superior Court. Their efforts improve the prospects for a Justice Center that will be geared to take advantage of the latest improvements in courtroom technology. The Litigation Section helped draft the Court of Common Pleas Pro Se Handbook. The Multicultural Judges and Lawyers Section has assumed primary responsibility for the Supplemental Bar Program, which is open to all students sitting for the Delaware bar examination and focuses on test taking techniques through short lectures and practice examinations. The Commercial Law Section has been active on the national level, submitting extensive comments and suggestions regarding the proposed changes in Federal Bankruptcy Procedure to the Committee on Rules of Practice and Procedure of the Judicial Conference of the United States. The Delaware Legislature relies heavily on sections of the DSBA in drafting and amending legislation. One such section is the Corporation Law Section, which has been and continues to be instrumental in drafting legislation regarding the General Corporation Law, the Revised Uniform Partnership Act, and the Revised Uniform Limited Partnership Act. The Estates and Trusts Section has drafted legislation dealing with taxation and estate issues. The Real Estate Section has proposed a revision to the Condominium Law.

Assessing the New Federalism
Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility for social programs from the federal government to the states, focusing primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. This paper is one in a series of occasional papers analyzing information from these and other sources.

The federal welfare reform legislation that became law in the summer of 1996 will return portions of the federal safety net to the states, highlighting the importance of sources of assistance for low-income individuals and families that are administered and funded at the state or local level. Among the most important of these is the group of programs known collectively as General Assistance (GA). GA encompasses a widely varying set of assistance programs that share two defining characteristics. They are funded and administered entirely by the state, county, and/or locality in which the particular program operates. And they provide benefits to low-income persons who are not eligible for federal assistance. As such they are the last resort for government assistance for many in need. This brief provides an overview of the nation's GA programs as they existed in the summer of 1996 with three purposes in mind: to gauge the extent to which persons no longer eligible for federally funded programs under the new legislation might be assisted through existing state and local programs; to provide a baseline against which to measure changes states may make to their GA programs in light of the new policy environment; and to trace how the GA landscape has already changed since the last comprehensive survey conducted in 1992.
