The Delaware Center for Educational Technology is creating a telecommunications infrastructure in Delaware's public schools to enable students, through the use of educational technology, to meet academic standards and to develop the skills needed by a world-class work force.

The Delaware Center for Educational Technology (DCET) is creating a telecommunications infrastructure in Delaware's public schools to enable students, through the use of educational technology, to meet academic standards and to develop the skills needed by a world-class work force. The underlying basis for the work of the Delaware Center for Educational Technology is that all Delaware children, regardless of social or economic standing, will have access to the resources to be able to learn to the fullest of their abilities and become productive members of society. Our vision is to help Delaware become "The First State in Education: Every Classroom, Every Teacher, Every Child."

Delaware Interactive Educational Television Consortium
The Capital School District and the State of Delaware have formed an Interactive Educational Television Consortium that is bringing unique and engaging classroom learning activities directly into the homes of schoolchildren throughout the state. Through the use of small computers ("set-tops") that connect to home televisions equipped with cable or phone modems, the consortium can provide programming that is interactive, entertaining, educational, and tailored to meet both state curriculum requirements and the individual needs of students. This program can be easily replicated in school systems throughout the country. It responds to recommendations of the National Commission on Time and Learning , fits within the framework of the Goals 2000 Act , and has a strong school-home element. The program is being piloted in five elementary schools with high percentages of disadvantaged students. As it grows into the state's 16 school districts, more than 12,500 students in grades K-6 eventually will participate. The program has four major goals:
1) Increase Student Learning Time
In response to the challenge of breaking the mold of our "factory-era schools" this project utilizes cutting-edge technology to extend learning into the home on a daily basis. This allows students to increase their learning time with instructional programs that directly address their learning styles and needs. Time typically spent passively and unproductively watching television and playing video games is replaced with active and productive learning time in which solid curricula are combined with video game interactivity to create a new learning dynamic for children.

    CURRICULUM AND INSTRUCTION
    Health Education
    Delaware State Board of Education Administrative Code (2000) requires schools to provide instruction to students in grades K-12 in health education and to follow the Delaware Health Education Curriculum Framework (2001). Students in grades K-4 must receive a minimum of 30 hours of "comprehensive health education and family life education" in each grade, at least 10 of which must address drug/alcohol education. The health education requirement increases to 35 hours in grade 5 and grade 6, and a total 60 hours within grades 7 and 8, with 15 hours of drug/alcohol education provided in each grade. Administrative Code specifies that students receive 15 hours of instruction in drug/alcohol education during each grade of high school.
    Administrative Code (2001) provides the formal approval of the state content standards in health education, which are embedded within the Delaware Health Education Curriculum Framework . This skills-based framework explicitly references the National Health Education Standards.
    However, students are not required to pass a statewide assessment in health education.

We have the ability to receive both C-Band and Ku Band signals as well as Digital. This system was obtained in the early 1990's and has been used ever since. The primary use of our satellite operations program is educational purposes. This includes downlinks on various topics geared toward college students. Downlinks cover topics such as History, Government, Health, Business, The World Wide Web, and much more. DVC offers outside organizations and the local community an opportunity to use our facilities. We can accommodate small and large groups. Satellite programs, which can be viewed "live" or "taped", benefit Delaware Valley College in the following ways:

    These satellite programs can be viewed in three different rooms at Delaware Valley College. The All-Purpose Room (APR) can easily hold large groups of 500 or more and is ideal for luncheons and banquets. The Coffeehouse Room is a small room capable of seating 100 comfortably, or if tables are needed this room can accommodate 40 people. The Music Room is another small room that can also accommodate 100 people. The Music Room is a tiered room that allows for great viewing, however tables cannot be used.
