Parent Centers train and inform parents and professionals, help families obtain appropriate education and services for their children with disabilities, work to improve educational results for all children, resolve problems between families and schools or other agencies and connect children with disabilities to community resources that address their needs. Parent centers are funded by the U.S. Department of Education under the Individuals with Disabilities Education Act (IDEA). Each state has at least one parent center, and states with large populations may have more. Creation of the Parent/Teacher Resource Center
One Thousand Materials
Two years ago, David Vaughn, principal of the Fairview Elementary School in Dover, Delaware, set out to form the strongest parent-teacher-administrator partnership in the state of Delaware. His creation, the Parent/Teacher Resource Center, seems to have fulfilled that goal. In May, the school was awarded first place in the Delaware Family School Partnership competition. Along with PTO President Quincy Lucas and VISTA volunteer Christine Dawson, Vaughn turned a collection of books for teachers into a lending library of more than 1,000 materials, including parents’ books, children’s books, games, flash cards, and even Sony PlayStations complete with a special set of educational video games. “Parent involvement is the guiding principle of our school,” says Rob Parker, the school’s volunteer coordinator and second of three VISTA volunteers who will staff the resource center. “The resource center helps bring parents into the school and gets them involved.”

TITLE 14. EDUCATION
PART I. FREE PUBLIC SCHOOLS
CHAPTER 27. SCHOOL ATTENDANCE
  • §2702. Compulsory attendance requirements; evaluation of readiness
    (a) Except as otherwise provided, the following provisions are applicable to school attendance in this State:
    (1) Every person in this State who has legal custody, guardianship of the person, or legal control of a child between 5 and 16 years of age, including any person acting as a caregiver pursuant to the provisions of § 202(f) of this title, shall enroll the child in a public school in the school district of the person's residence.
  • §2703. Private school attendance or other educational instruction
    Section 2702 of this title shall not apply to any student enrolled in a private school who is receiving regular and thorough instruction in the subjects prescribed for the public schools of the State in a manner suitable to children of the same age and stage of advancement, provided that such private school is subject to and in compliance with § 2704 of this title. For the purposes of this section, any student who is home-schooled in any manner provided for in § 2703A of this title shall also be exempt from the provisions of § 2702 of this title. §2703A. Down Syndrome Association of Delaware Mentor Program To develop and maintain a strong and effective Mentoring Program that will provide a means to bond new parents with parents who have experience, a positive attitude, and forward thinking on the ABILITIES of children with Down syndrome. The mentoring family would be expected to make phone calls to and/or visit a new family in order to fully meet the new family’s needs. Gymboree Music and play for children zero+ to five years old There are four sites in the area with locations in Wilmington, Pike Creek, Bear and Middletown, DE. Classes are forty-five minutes. Each session lasts 9 weeks except for the winter session, which is 15 weeks long. Music plays throughout class, gross and fine motor activities scheduled on a weekly theme. Circle time around a parachute for last 15 minutes encourages face-to-face socialization and participating as a group.
