Confidence in Del. schools growing

No Child Left Behind receives mixed reaction By MICHELE FUETSCH and PATRICK JACKSON

Delaware residents are increasingly confident about the quality of their public schools but, according to a new poll, have mixed feelings about the effectiveness of No Child Left Behind, the two-year-old federal school accountability law. Seventy-four percent of the poll respondents said that the quality of education in Delaware schools is about the same or better than it is in the rest of the country, a significant gain over last year's 64 percent. "When you ask people what they think about their schools, they think they're fine, but if you ask about education in general, they go with the perception they get through the newspapers and radio," said Rep. Bruce C. Reynolds, R-Country Woods, who is chairman of the House Education committee. But the poll has a purpose, he added: "It can help focus the debate."

Hudson, Keeley, Maier DELAWARE STATE SENATE 141st GENERAL ASSEMBLY SENATE BILL NO. 196 AN ACT TO AMEND TITLE 31 OF THE DELAWARE CODE RELATING TO THE DELAWARE CHILD CARE ACT. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE (Two-thirds of all members elected to each house thereof concurring therein):
    This Act may be referred to and cited as 'The Delaware Child Care Act'.
      For the purpose of this Act:
        (a) 'Child care' means and includes:
          (1) any person, association, agency or organization, which:
      • has in custody or control one child or more under the age of 18 years, unattended by parent or guardian, for the purpose of providing such child or children with care, education, protection, supervision or guidance; is compensated for their services; advertises or holds herself or itself out as conducting such child care;
      the provision of, or arranging for, the placement of children in foster care homes, adoptive homes or supervised independent living arrangements; and family child care homes, large family child care homes, day care centers, child placing agencies, residential child care facilities and day treatment programs as currently defined by regulation. Homes in which children have been placed by any child placing agency, properly licensed to place children in this State, shall not be regarded as 'child care'.

There is no charge to the school for the ensemble program, but each school agrees to take the students in the program to a Explorer Concert, priced at $5 per ticket. Ticket sales help support the $3,400 per-school cost of the program. To date, more than 50 schools in New Castle, Kent and Sussex Counties have been invited to participate in this exciting and enriching program. The DSO hopes to reach as many schools as possible in the state of Delaware with students in grade 3 through 6.Schools participating in the 2004-05 program have been selected. Mission Statement Launching a Dream is the continuation of an annual, statewide, Aerospace Education Program in its twelfth, consecutive year coordinated by Dr. Stephanie Wright. It is the culmination of the cooperative efforts of students, teachers, parents, and businesses at various DE mission sites. (See attached for information on Aerospace Education)
The purpose of STS 413-D is to show that Aerospace Education is a highly motivating framework for integrating Science, Math, Technology and Career Choices into the curriculum.
We have just begun the initial planning of the 2004 Launching a Dream Project. In the next few months, the students and their parents, teachers and once selected the Space Shuttle Astronauts, Crews and Support Teams of Thurgood Marshall Elementary will receive confirmation that their orbiters will be launching on Thursday, May 20, 2004.
All of the students will be given the opportunity to participate in some aspect of the project such as the school-wide Naming the Orbiter, the Logo Design Contest, Astronaut Selection, and a Space Science Fair in January. Additionally, the astronauts will build and launch rockets assisted by University of Delaware mechanical engineering students and design and construct Mars experiments and a rover. Other assignments will include mission control, flight planners/controllers, and security/public affairs officers.
