Wilmington, Delaware: In a letter to Delaware State Education Association leadership, Vivian Houghton, Green Party candidate for Attorney General, outlined her visions of Delaware Education. The text of the letter follows. VISION OF DELAWARE EDUCATION One may ask why a candidate for Attorney General is addressing the issue of education. One reason is, of course, because our children¹s education is so very important. In addition, the office of attorney general occupies an intersection of law and public policy, where there is much opportunity to have policy impact on state government agencies and the legislature. For Immediate Release May 18, 2000 NEW INTERNET RESOURCE AVAILABLE FOR DELAWARE RIVER WATERSHED EDUCATORS (WEST TRENTON, N.J.) - The Delaware River Watershed Education Task Force today announced that it has launched a new, on-line resource to help teachers and students of all ages learn about the Delaware River Basin and general water issues. The Internet site, hosted by the Delaware River Basin Commission (DRBC), can be found at www.drbc.net (choose Ed. Web) or www.state.nj.us/drbc/edweb/edweb.htm "Ed. Web" visitors can access maps, general information about the Delaware River Watershed, educational resources and lesson plans, environmental field trip ideas, and upcoming educational opportunities throughout the basin. "Ed. Web" also includes numerous links to other web sites offering information specific to the Delaware River Basin as well as general water subjects. BRIEF HISTORY
The studies and reports of the original board were used to create the Southern Campus which opened in September 1967, near Georgetown in Sussex County, with 367 students enrolled. The name was changed to the Jack F. Owens Campus in May 1995. A temporary Northern Campus opened in New Castle County in 1968. The Northern location was replaced by two campuses Stanton in the fall of 1973 and Wilmington in the spring of 1974. The Terry Campus opened in 1972 north of the City of Dover.
The President's Office, located adjacent to the Terry Campus, functions as a central office by providing a variety of services in support of the campuses. Delaware Tech's enrollment has grown dramatically in recent years. Students of all ages, backgrounds, and walks of life have benefited from the training and education that is provided. It is estimated that one-fourth of Delaware's population has taken courses at Delaware Tech during its short history.

The College believes in the practical value of higher education as a means of economic and personal advancement. The College promotes diversity and multi-cultural and global awareness. The Read House offers lively but structured programs that help teach students the skills of the Delaware Framework and Content Standards within an historic setting. Children learn by seeing, touching, and doing. The Delaware Lottery contributes its profits to the State General Fund. Since 1975, more than $1.7 billion has been transferred to the General Fund from Lottery proceeds. In fiscal year 2003, the Lottery's contribution was $213 million, making it the state's fourth-largest revenue generator.
The General Fund is the pool of dollars that finances the majority of state services in Delaware, including:
  • Public and higher education
    Health and social services
    Public safety
    Judicial and corrections
    Child, youth and family services
    Natural resources and environmental control
The Delaware Lottery operates as a business and funds its own operations. It conducts market research, pays salaries to employees and offers commissions and bonuses to the licensed Retailers who sell Lottery tickets throughout the state.
How revenue from the sale of traditional Lottery game tickets is distributed:
  • The Lottery returns the largest share of its ticket proceeds (50% or more) to winning players in the form of prizes.
