SCHOOL-BASED HEALTH CENTERS IN DELAWARE
D
elaware was an early supporter of school-based health centers with its first center opening in Middletown High School in 1985. In school year 1997/98, there were 23 centers. In fall 1999, there were 27 operating centers leaving only two high schools in the state without a school-based health center. State funds to support the centers totaled $4.3 million; nearly all these dollars were from the state general fund. All school-based health centers get at least three-fourths of its operating budget from the state. Descriptive Data

T he D elaware M usic S chool has been bringing the joy and benefits of music education to southern Delaware for more than 23 years. A non-profit organization with several branches, DMS offers quality private and group instrumental and vocal lessons, plus a thriving early childhood curriculum starting at birth.
This program is made possible, in part, by grants from the National Endowment for the Arts, and the Delaware Division of the Arts , a state agency committed to promoting and supporting the Arts in Delaware. For additional information on Arts activities in Delaware, visit the Delaware Division of the Arts homepage.
T he DMS sponsors the only student string orchestra in the area. Several of the DMS Staff and a few students are members of the Dover Symphony Orchestra. The DMS also sponsors the very active Milford Community Band whose membership ranges from middle school students to senior citizens.

There is no charge to the school for the ensemble program, but each school agrees to take the students in the program to a Explorer Concert, priced at $5 per ticket. Ticket sales help support the $3,400 per-school cost of the program. To date, more than 50 schools in New Castle, Kent and Sussex Counties have been invited to participate in this exciting and enriching program. The DSO hopes to reach as many schools as possible in the state of Delaware with students in grade 3 through 6.Schools participating in the 2004-05 program have been selected. October 2, 1998 Volume 3, Issue 15 THE SCHOOL HEALTH EDUCATION PROFILES: CHARACTERISTICS OF HEALTH EDUCATION IN SECONDARY SCHOOLS The School Health Education Profiles, compiled by the CDC's Division on Adolescent and School Health (DASH), are providing health educators nationwide with characteristics of junior and senior high school health education programs in communities and across states. The Profiles, which are school-based surveys conducted by local and state education agencies, summarize results from 35 state surveys and 13 local surveys conducted among representative samples of school principals and health education coordinators. The response rate was 51% to 95% across states and 74% to 100% in local areas. Some of the results include:
  • Across states, 77.5% to 100% of schools required health education at least once for students in grades six to 12; across cities, 86% to 100% required the same. 71.8% of states and 87.8% of cities required teachers to use a state health education curriculum, guidelines, or framework. 80.5% of states and 97.7% of cities required teachers to use a school district health education curriculum, guidelines, or framework.

    Each of the following organizations has complaint processes in place and can provide information to families about how to make a complaint about services through the state agency system.
    State Protection and Advocacy Agency
    Each State has a protection and advocacy agency that receives funding from the Federal Center for Mental Health Services. Agencies are mandated to protect and advocate for the rights of people with mental illnesses and to investigate reports of abuse and neglect in facilities that care for or treat individuals with mental illnesses. These facilities, which may be public or private, include hospitals, nursing homes, community facilities, board and care homes, homeless shelters, jails, and prisons. Agencies provide advocacy services or conduct investigations to address issues that arise during transportation or admission to such facilities, during residency in them, or within 90 days after discharge from them.
