State Action for Education Leadership Project The State Action for Education Leadership Project is part of The Wallace Foundation's larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia.

Minutes State Board Board Members Maryland State Board of Education 200 The State Board of Education is the voice of the public in its role as policy maker for Maryland’s public schools, public libraries, and vocational rehabilitation services.
It solicits the views of interested groups and the public at large on all important issues. The State Board is a 12-member body appointed by the governor. Members bring to their task a wide range of professional and civic experience. Members serve staggered four-year terms and may serve two full terms. A student member serves a one-year term.
The state superintendent of schools is chosen by the Board for a four-year, renewable term and acts as its secretary-treasurer. She does not have a vote but does have an advisory role and is the administrative head of the State Department of Education.
The Board sets the state’s education policies and standards for pre-kindergarten through high school and for Maryland’s public libraries and correctional education and vocational rehabilitation services. It passes regulations that have the force of law and is empowered to interpret the true meaning and intent of the law. It also reviews and approves three annual budgets (the Department of Education headquarters budget, the state aid to local education budget, and state-aided institutions budget) before they’re passed on to the governor’s office for approval or revision and then to the General Assembly for final action. The Board is also required to decide all controversies brought before it that arise under the law. Traditionally, however, the Board tempers its considerable legal power with respect for the principle of local control of schools. Each of Maryland’s 24 school systems has its own board of education.

The full conference (Thursday 6:30pm - Sunday 4:30 pm): 24.5 hours of CE - this includes 9 keynote sessions, 6 workshops, and 1 seminar. The banquet is 2 additional hours for a total of 26.5 hours. (The breakdown: Thurs opening keynote = 2 hours; Fri = 7 hours; Sat = 9.25 hours; Sun = 6.5 hours; Banquet = 2 hrs.) Each institute training day qualifies for 7.5 hrs CE (unless noted differently by a specific board.) Thus, the full conference plus 3 possible days of pre-conference institutes, plus 3 possible days of post-conference institutes, plus the banquet qualifies for 71.5 hours.

CHAPTER 86. DELAWARE ADVISORY COUNCIL ON CAREER EDUCATION
§ 8601. Purpose. (a) It is the purpose of the General Assembly of the State, through this chapter, to establish and maintain cooperation, coordination and compliance with the federal government under provisions of Part A, § 104 (b)(1), Pub. L. 90-576 and Part A, § 1001, and B, § 1055 (a)(1), Pub. L. 92-318, which require that any state which desires to receive a grant under these titles for any fiscal year shall establish a state advisory council which shall be appointed by the Governor. (b) Further, it is the intent and purpose of the General Assembly to provide a clearinghouse of information and objective evaluation of programs and activities in career education, state and nationwide, so that the executive, legislative and administrative branches of state government and communities may have ready access to the experience and judgment of lay and professional groups in the fields of employment and education in the formation of public policies concerning career education. CHAPTER 42. DELAWARE CENTER FOR EDUCATIONAL TECHNOLOGY
§ 4201. Legislative intent. § 4202. Delaware Center for Educational Technology. (a) There is hereby established the Delaware Center for Educational Technology (Center). The Center shall be a public education agency, created for the purpose of coordinating the use of technology by Delaware's several school districts, the Department of Education and any other organization, public body or other entity specifically designated by the General Assembly for the purpose of carrying out the public education of the citizens of Delaware. The Center shall be established, for budgetary purposes, in Public Education as a separate internal program unit. (b) The Center shall be governed by a Board to consist of 13 voting members as follows: (1) Three persons appointed by the Governor with expertise in the field of computer information systems; (2) Two persons who shall be public school district superintendents; (3) Two persons who shall be public school teachers appointed by the Delaware State Education Association, who are knowledgeable in computer technology and can assist with the practical implementation of telecommunications technology; (4) Two persons who shall be public school district principals, 1 from the elementary level and 1 from the secondary level both appointed by the Delaware Association of School Administrators;
