The Debate
This webpage and the download files all include "Two Models of Debate," "Preparation for the Debate," a chart on the differences in traditional and courtroom argumentation, "In Class Format for the Debate," and "Responding to the Debate."
Two Models of Argument
Each group will choose an educational issue (as opposed to a topic meaning there's a fundamental tension that is not easily resolved) to research, and will divide into two (or perhaps more in the case of the "Rogerian" group) sides. For example, the "traditional" group may choose to put the SAT/ACTs on trial: one side will prosecute, the other defend. The "Rogerian argument" group may decide to debate an issue surrounding school uniforms: one side attempting to persuade that uniforms should be required, the other attempting to persuade that they should not. Every individual in the class will do library research on his or her group's topic (see the following handout), then work together with group members to develop a plan of argument and to anticipate the other group's position/arguments. You will be given one class period to prepare your collective arguments, and another to actually debate them. Everyone in each group must participate actively on the day of the debate.

    Debate Is recess obsolete? Armelia Williams works as a "teaching partner"or para-professionalat Bear Creek Elementary School in St. Petersburg, Florida. A school district employee for 24 years, Williams is an active member of her local NEA affiliate, the Pinellas Educational Support Personnel Association. R ecess is an outdated concept that endangers our children's physical, emotional, and academic health. "Free-play time," as we know it, should be eliminated because:
    • Recess isn't safe. There are too many students to watch and not enough staff to do the job adequately. As a result, recess can be a breeding ground for overly aggressive students who act out hostilities in some very hurtful ways. Over the years, on many different playgrounds, I've seen power struggles, fighting, and the reckless risk-taking that comes with showing off. I've seen bloody noses, loose teeth, black eyes, and worseall because some students interpret "free play" as a time for "anything goes" behavior. I've seen kids experience the social stigma of being left out, teased unmercifully, or repeatedly denied a chance to use the monkey bars or play ball.

    Marjorie Rios teaches Spanish at Livingston Academy, a public high school in Livingston, Tennessee. She is active in extracurricular activities despite living 20 miles from school. She has taught for 31 years in Costa Rica, Florida, and Tennessee. I have lived within a block of my school and even on campus at a boarding school, but I currently live 20 miles from work. So I have taught in both situations. I feel teachers definitely serve the kids better when they live in the community. Living close to the school, a teacher can attend home ball games, go to band concerts and plays, work on homecoming activities and school dances, decorate the classroom, or do lesson plans without the additional effort of having to drive for miles. One sees the students in the community more frequently, gets to know the families better, participates in local organizations, and often spends time with students in non-school activities.

    RULE XVII: DECORUM AND DEBATE Decorum 1. (a) A Member, Delegate, or Resident Commissioner who desires to speak or deliver a matter to the House shall rise and respectfully address himself to ‘‘Mr. Speaker’’ and, on being recognized, may address the House from any place on the floor. When invited by the Chair, a Member, Delegate, or Resident Commissioner may speak from the Clerk’s desk. (b)(1) Remarks in debate shall be confined to the question under debate, avoiding personality. (2)(A) Except as provided in subdivision (B), debate may not include characterizations of Senate action or inaction, references to individual Members of the Senate, or quotations from Senate proceedings. (B) Debate may include references to actions taken by the Senate or by committees thereof that are a matter of public record; references to the pendency or sponsorship in the Senate of bills, resolutions, and amendments; factual descriptions relating to Senate action or inaction concerning a mea sure then under debate in the House; and quotations from Senate proceedings on a measure then under debate in the House that are relevant to the making of legislative history establishing the meaning of that mea sure. Recognition 2. When two or more Members, Delegates, or the Resident Commissioner rise at once, the Speaker shall name the Member, Delegate, or Resident Commissioner who is first to speak. A Member, Delegate, or Resident Commissioner may not occupy more than one hour in debate on a question in the House or in the Committee of the Whole House on the state of the Union except as otherwise provided in this rule.

    What have we done this year? September :: Lecture on international terrorism :: On 29th September there will be a lecture entitled 'Al Qaeda, 2 years later' . The lecture will be given by Claude Moniquet, an expert on international terrorism. He has already written a number of books on the subject and is also 'special consultant on intelligence and terrorism' at CNN. The lecture will be in English. The lecture begins at 20.00 in the VHI 00.10, aula Gaston Eyskens, Dekenstraat 2, 3000 Leuven. On the ground floor of the building with LUDIT- computer classes. :: Monday 29 september 2003 :: 20:00 :: October First debating evening! On monday 6th october we are going to have our first debate between students. This first debate will revolve around the question: Is the world a better place after the U.S.-led war in Iraq ? The topic is however subject to change if some important event will occur, which just has to be discussed. These debates will take place every second monday in English (and every other monday in Dutch). So be there or be square! The debating activity will always be on a monday at 20:00 in the room on top of the cafe 'Den Artiest'. It lies in the Vanderkelenstraat nr. 21, 3000 Leuven. This is between the Bondgenotenlaan and the Ladeuzeplein. It is really central. If you are standing on the square where all the buses leave (Fochplein), then you just have to walk down 20 meters on the Bondgenotenlaan (the shopping street leading to the station) and take the first to the right. Then you will see cafe 'Den Artiest' on your left side. Just go in, and it is on the first floor.

    Parliamentary Debate
    "Parli" is conducted under rules derived from British parlimentary procedure. It features the competition of individuals in a multi-person setting. It borrows terms such as "government" and "opposition" from the British parliament. It is commonly used in Canada. Parliamentary Debating in Canada uses the following positions:
    • Government
      • Prime Minister (speaks first, and last 7 and 3 minutes respectively) Minister of the Crown (speaks third for 7 minutes)
      Opposition
      • Minister of the Opposition (speaks second for 7 minutes) Leader of the Opposition (speaks fourth for 10 minutes)
      Some tournaments allow Points of Information, where an opposing team member may stand up and ask a question to the member who is debating.

    The recent debate in Phoenix showed that the cautious GOP presidential candidates agree with one another too much to throw any hard punches, and the Bradley-Gore fight heats up. Phoenix's Orpheum Theater has seen better performances livelier, more suspenseful, sometimes more thoughtprovoking than the delicate and polite grilling, punctuated with lots of thank-you's, that passed for debate among the Republican White House hopefuls on Dec. 6. Even Utah Sen. Orrin Hatch, hardly the most galvanizing of public speakers himself, had it right when he tagged the encounter "boring." The headline "No Blood at Shoot-Out" sums up this lackluster gathering that any profit-minded impresario would have closed after one performance in Altoona. The New York Times couldn't be faulted for electing to place its coverage of this yawner way back by the goiter-belt ads since there were no stumbles and nothing extraordinary or noteworthy was said by the front-runners. The dynamics of the GOP race weren't altered in any way. That in itself speaks volumes, as none of the leading candidates had it in him to deliver a knockout blow.
